AB  - 3D katastar kao savremeni pristup razvoju katastarskog informacionog sistema donosi mnoge prednosti i rešava poteškoće koje ima sadašnji katastarski sistem kada je reč o upisu i vizualizaciji 3D kompleksnih situacija. Shodno tome, prelazak na 3D katastarski sistem zahteva znatno više resursa jer je potrebno podatke prikupiti, obraditi, skladištiti, održavati i distribuirati u 3 dimenzije. Da bi se otvorio pristupačniji put ka implementaciji 3D katastra jedan od ponuđenih pristupa predstavlja hibridni model. To podrazumeva da se sadašnji 2D katastarski podaci koriste u što većoj meri a da na onim lokacija na kojima nije moguće nedvosmisleno predstaviti nepokretnosti i granice poseda koristi 3D pristup. U ovom radu obrađeni su i predstavljeni osnovni kriterijumi koji definišu kada je neophodan 3D pristupu u okviru hibridnog modela i shodno tome data osnovna procena odnosa 2D i 3D pristupa na test primeru.

Towards Quality Management Procedures in 3D Cadastre

AB  - The 3D cadastre presents a modern approach to the development of cadastral information systems, with the role of improving current cadastral systems and overcoming the challenges of a 2D-based approach. Technological advancements, standardization, and scientific research in recent decades have contributed to the development and definition of the 3D cadastre. This positioned the 3D cadastre as an integral part of the future of land administration. However, every country needs to define a solution for itself based on its own legal system and cadastral tradition, while at the same time relying on international standardization and research. Once a 3D cadastral system is developed, it is crucial to ensure the monitoring, evaluation, and maintenance of both the quality of the cadastral data and the system itself throughout its lifecycle. Since 3D cadastres involve geometric data, quality management procedures must address both geometric and alphanumeric data. In this paper, we analyze and present the quality management procedures that should be included during designing, implementing, and maintaining a 3D cadastral system. Some examples based on real cadastral data were used to emphasize the need for improvement in quality management. The presented quality management procedures require further development in order to meet country-specific requirements and to fully support the 3D cadastre information systems.

AB  - Land readjustment (LR) is increasingly applied as a tool of urban policy implementation in many countries of the world. In Serbia, LR is a new tool that is being introduced into the legal system and into planning practice, from which a significant contribution to the urban development of the country is expected. Countries have different models of LR, which are adjusted to the particular conditions specific for that society. This is to be expected, having in mind the specificity of each country. This paper presents the development of land readjustment models which are adjusted to Serbia, but could also be used in the countries of South-East Europe, considering that the predominant conditions are similar. The most important item in this process is defining the key elements which determine the nature of the model: the existence and appropriateness of the urban plan and the distribution of benefits from increased land value. The paper also presents a case study of LR implementation on the basis of defined models, after which an analysis of the outcomes is presented. It is concluded that by applying the LR models presented, numerous significant issues that occurred in the past can be solved.

AB  - The paper presents the process of implementing land readjustmentin the Republic of Serbia from the initial thinking, through the intensification of research and pilot projects to the first projects that are implemented in practice.The work discussed the observed problems related to the selection of the area, the initiation of the procedure, legal regulations, the competences of the commission for land readjustment, the rights and obligations of the participants, the quality of urban plans and their implementation, the resolution of property legal relations, the correction of errors in the general plan and the detailed regulation plan, and final activities, with registration in the real estate cadastre of the new state.The work is based on the acquired experiences of implementing land readjustment in the city of Bor in the Republic of Serbia.

AB  - Cadastral data are very important in the process of urban planning. Moreover, cadastral data present a spatial base for urban planning decisions. Over the last few decades, research on 3D cadastres have been performed raising worldwide awareness of the need for 3D cadastral systems. This was driven by the development of new technologies for the acquisition, storage, maintenance, and visualization of 3D data as well as by complex situations in urban areas that cannot be unequivocally registered in 2D based cadastral systems. This paper examines the 3D cadastral data and emphasizes the differences between traditional cadastral data and 3D cadastral data. An overview of 3D cadastral systems was provided, the basic description of 3D cadastre data, and examples of the real situations that traditional cadastral systems cannot handle and unequivocally register. The paper further presents what would be clear benefits for urban planning once the 3D cadastre system is implemented. It is emphasized how important is 3D geometry and data on ownership for underground constructions and utility networks. Conclusions were provided and what needs to be fulfilled to effectively use 3D cadastral data in the process of urban planning.

A digital solution for unlocking the urban mining potential of the residential building stock through the integration of BIM and GIS

AB  - The construction industry consumes up to half of the excavated primary resources and
generates one-third of total waste annually, impacting the environment and society. To
reduce this impact, maintaining the primary resources in some form within the economy
as long as possible is essential. One of the ways to do this would be to recover waste
products and cycle them back into the economy as a secondary resource, either through
reusing or recycling. This implies carefully planned waste recovery strategies based on the
knowledge of the materials embedded in constructions. The solutions that encourage data
transparency and increase the availability of data on this knowledge to all potential
stakeholders across many industries could contribute to creating more effective strategies.
Digital technologies are the primary tool in the development of such solutions. Integrating
Building Information Modelling (BIM) and Geographic Information Systems (GIS) provides
the power to achieve this. The main objective of this paper is to develop and validate a digital
solution that compiles, systematizes and represents the buildings’ material inventory data
at the municipal level. To this end, a three-step methodological framework was introduced:
(1) development of BIMs for the existing building stock; (2) allocation of material inventory
data to BIMs; and (3) integration of a digital solution into 3D GIS. A residential building in
one of the central municipalities of Belgrade, Serbia, was selected as a case study to evaluate
the proposed concept. The BIM model was reconstructed from aerial and terrestrial scans
(Scan-to BIM), and its semantic enrichment with the data on building type, construction
period, type of built-in materials, their service lives and material quantities acquired from
several publicly available sources. When fully implemented at the urban scale level and
validated in the interaction with public administration, NGOs from the housing sector and
end-users, the platform could be a valuable tool which may maximize the circular potential of each material embedded in buildings and help in more effective policymaking and could be used for benchmarking and progress tracking of achieving strategic goals set within
these policies.

AB  - Predmet proučavanje u ovom radu je prikaz metodologije procene vrednosti zemljišta u postupku urbane komasacije. Urbana komasacija je instrument koji se već duže vreme koristi u mnogim zemljama Evrope i sveta u cilju urbanističkog uređenja i sprovođenja urbanističkih planova. U Srbiji, urbana komasacija predstavlja novi instrument koji potencijalno može značajno doprineti rešavanju nagomilanih problema u oblasti uređenja naselja. Urbanom komasacijom omogućava se smišljeno, svrsishodno i ekonomski opravdano urbanističko planiranje uz pravedno usklađivanje privatnog i javnog interesa. U procesu urbane komasacije dolazi do povećanja tržišne vrednosti zemljišta zahvaljujući oblikovanju građevinskih parcela i izdvajanju zemljišta za javne namene. Zemljište koje se koristilo na drugi način (najčešće poljoprivredno, šumsko, industrijsko itd.) preoblikuje se u građevinske parcele namenjene za izgradnju u skladu sa urbanističkim planom. Da bi se utvrdilo koliko je to povećanje i da bi se na pravedan i transparentan način sprovela raspodela parcela neophodno je izvršiti procenu vrednosti zemljišta pre i nakon komasacije. Predmet ovog rada je upravo rešavanje problema procene zemljišta kako sa stručnog tako i sa organizacionog aspekta, budući da je urbana komasacija kompleksan process koji se sastoji iz više uzajamno povezanih faza radova.

AB  - The growth of densely populated urban areas has caused traditional cadastral registration systems to face many difficulties in representing complex and multilevel property situations on 2D maps. These challenges, combined with the rapid development of 3D technologies, have forced the research and progress of 3D cadastre systems. The aim of this study is to investigate how a Building Information Model (BIM) can be used as a data source for the Land Administration Domain Model (LADM) based 3D cadastre system, and how that process can be improved. The Industry Foundation Classes (IFC) format and the LADM-based model were selected because both are international open standards that have a significant impact in their own domain. The data sample for the 3D cadastre system was extracted from a BIM model. The paper proposes an IFC format extension which makes it possible to define 3D geometry according to the LADM standard. In order to demonstrate this extension, the West 65 residential and business complex, Belgrade, was selected as a case study. The IFC format extension presented here is a step towards data harmonization between BIM in the IFC format and 3D cadastre systems; it should provide more suitable data in the current IFC schema and enable easy data flow between BIM projects and 3D cadastral data.

AB  - Land consolidation represents the most comprehensive proven instrument of development of agriculture and rural regions. Land consolidation in Serbia has a long tradition, over 1,700,000 hectares of agricultural land has been consolidated in the past. However, there are still large areas of agricultural land, especially in undeveloped parts of Serbia that needs to be consolidated. Since the funds are limited and land consolidation cannot be carried out in all areas in short period of time, there is a need for finding the right mechanisms to choose the areas and municipalities in which the land consolidation will produce the most results and bring the most benefits. This research defines the main steps in process of selection of municipalities for land consolidation. It also defines the selection criteria which were regarded in two major categories. This research was implemented in project 'Rural Development: Effective Land Management' financed by European Union and German Federal Ministry for Economic Cooperation and Development. This project served as case study for implementation of this research.
AB  - Komasacija predstavlja najsveobuhvatniji instrument za razvoj poljoprivrednih i ruralnih područja. Komasacija ima dugu tradiciju u Srbiji, preko 1,700,000 hektara je komasairano u prošlosti. Uprkos tome, još uvek postoje velike poljoprivredne površine, naročito u nerazvijenim delovima Srbije, koje treba komasirati. Budući da su sredstva ograničena i da komasacija ne može biti sprovedena na svim područjima u kratkom vremenskom roku, postoji potreba za pronalaženje mehanizama za izbor područja gde će komasacija proizvesti najveće koristi. Ovo istraživanje definiše glavne korake u procesu izbora opština najpogodnijih za komasaciju. Pored toga, definiše kriterijume za izbor koji su podeljeni u dve glavne kategorije. Istraživanje je primenjeno u projektu 'Ruralni razvoj: Efikasno upravljanje zemljištem' finansiranom od strane EU i Nemačkog ministarstva za ekonomski razvoj i saradnju. Ovaj projekat je služio kao eksperimentalno područje za primenu istraživanja.

AB  - 3D cadastral systems are more complex than traditional cadastral systems and they require more complex technical solutions and innovative use of developing technologies. Regarding data integrity and data consistency, 3D cadastral data should be maintained by a Database Management System (DBMS). Furthermore, there are still challenges regarding visualization of 3D cadastral data. A prototype of the 3D cadastral system based on a NoSQL database and a JavaScript application for 3D visualization is designed and tested in order to investigate the possibilities of using new technical solutions. It is assumed that this approach, with further development, could be a good basis for the development of a modern 3D cadastral system. MongoDB database is used for storing data and Cesium JavaScript library is used for 3D visualization. The system uses an LADM (Land Administration Domain Model) based data model. Additionally, script languages, libraries, application programming interfaces (APIs), software and data formats are used for the system development. The case study is based on the real cadastral data. The underground object and building units located below and above the ground level are used to test the proposed data model and the system’s functionality. The proposed system needs further development in order to provide full support to a modern 3D cadastral system. However, it allows maintenance of 3D cadastral data and basic 3D visualization with the interactive approach.

Themain  objective  is  to  use  the  current  cadastral  data  and  procedures  as  far  as  possible  in order  to  keep  the  transition  smoother  and  economicallyfeasible. Having  in  mindthis objective,thevariation  ofthe hybridapproach  as  the  solution  for  Serbian  3D  real  estate cadastrewas  analyzed. AB  - The 3D cadastre concept brings data models, which are more complex than traditional 2D cadastral data models and could be followed by a large amount of data. The 3D cadastral data should be stored in database management systems, since the cadastral data integrity and consistency have to be satisfied. Relational database management system requires a tabular structure where data are stored within predefined columns and data types, and this could be uncomfortable for 3D cadastre until relational provides full 3D support. This study examines the possibility of using NoSQL databases in the 3D cadastre domain. NoSQL database stores unstructured data, which means that it is not required to define in advance what data types and categories will be used. From the 3D cadastre point of view, the NoSQL approach provides flexibility in data types and allows easier implementation of the 3D cadastral models. The implementation is conducted by using MongoDB and 3D Cadastral Data Model, where 3D cadastral data, including both alphanumerical and geometry part of data, are prepared for importing and then stored, managed, queried, and updated within NoSQL database. Furthermore, data stored in MongoDB are visualized and queried inside a web browser by using Cesium library.

AB  - The subject of the study in this paper is the use of land readjustment as an instrument for the implementation of urban plans in Serbia. The possibility of successful implementation of land readjustment depends on many factors that are specific to a particular society and a country: the current state of urban development, socio-economic relations, history, tradition, law, the legal system, economy, needs, natural characteristics, demographic characteristics, etc. Therefore, with the aim of the successful implementation of land readjustment in Serbia, it is necessary to perform a detailed analysis of all mentioned factors and identify the critical stages in the process which will provide proper decision-making in respect of the implementation of land readjustment. As critical phases, we identified: The analysis of urban plan adequacy, consideration of distribution criteria, consideration of the distribution of benefits from increased land value and public areas structure analysis. Each of these stages is further processed. The decisions that need to be made in order to achieve the best possible results of the implementation of land readjustment are presented.

AB  - Very often, outputs provided by GIS functions and analysis are assumed as exact results. However, they are influenced by certain uncertainty which may affect the decisions based on those results. It is very complex and almost impossible to calculate that uncertainty using classical mathematical models because of very complex algorithms that are used in GIS analyses. In this paper we discuss an alternative method, i.e. the use of stochastic Monte Carlo simulations to estimate the uncertainty of flow accumulation. The case study area included the broader area of the Municipality of Čačak, where Monte Carlo stochastic simulations were applied in order to create one hundred possible outputs of flow accumulation. A statistical analysis was performed on the basis of these versions, and the 'most likely' version of flow accumulation in association with its confidence bounds (standard deviation) was created. Further, this paper describes the most important phases in the process of estimating uncertainty, such as variogram modelling and chooses the right number of simulations. Finally, it makes suggestions on how to effectively use and discuss the results and their practical significance.
AB  - Izlazni rezultati dobijeni primenom GIS funkcija i alatki za analizu, obično se podrazumevaju kao tačni, međutim i oni su podložni nesigurnostima koje mogu uticati na odluke bazirane na tim istim rezultatima. Ocena uticaja nesigurnosti rezultata je veoma kompleksna i često nemoguća primenom standardnih matematičkih metoda s obzirom na veoma kompleksne algoritme koji se koriste u GIS analizama. U ovom radu razmatrano je alternativno rešenje kod ocene nesigurnosti prostorne koncentracije oticaja, primenom Monte Karlo stohastičkih simulacija. Za područje šireg obuhvata opštine Čačak generisano je sto mogućih izlaznih verzija rezultata prostorne koncentracije oticaja primenom Monte Karlo stohastičkih simulacija. Na osnovu njih, uz odgovarajuće statističke analize dobijena je 'najverovatnija' verzija prostorne koncentracije oticaja uz pripadajući interval poverenja odnosno standardne devijacije dobijenih rešenja. U radu su opisane najznačajnije faze u procesu ocene nesigurnosti, poput modeliranja variograma i odabira broja simulacija. Takođe je data i preporuka kako najefikasnije primeniti i diskutovati dobijene rezultate i njihovu značajnost.
