AB  - Transport management is one of the most important logistical tasks, and the designing the optimal transport routes plays a major role in that process. Vehicle routing is primarily of interest to companies that organize the transportation of goods to end users, with the aim of minimizing the total cost of the routes. Being a well-known NP-hard problem, the theoretical background of the vehicle routing problem has been researched for many years and it has been the basis for the development of a large number of commercial software. However, affordable software solutions are lacking. Difficult access to high quality and reliable spatial data related to the road network is also a limitation. This paper discusses the possibilities of applying open-source software for solving the VRP. Open spatial data from a collaborative project of the virtual community was used as the basis for modeling the road network graph. The experiment was carried out on data on vehicles and customers of a certain retail chain and refers to the territory of Serbia.

AB  - Airborne Laser Scanning (ALS) is one of the most popular and cost-effective approaches for collecting Digital Elevation Model (DEM) data. This especially applies to large areas, forested areas, areas with dense vegetation and urban environments. The ALS results in a vast amount of data in the form of point clouds. Successful use of such data requires applying semi-automatic and automatic approaches to classify points according to which objects or phenomena it represents. LAStools software package represents a set of highly efficient tools for processing ALS data. Through this study, the functionality of the LAStools software package for DEM generation has
been analyzed. The proposed procedure for generating DEM products from ALS point cloud with LAStools has been determined and presented. The study also focuses on the important parameters of each tool in the proposed DEM procedure, with a special focus on advantages and disadvantages, possibilities and limitations.

AB  - Mobile Laser Scanning (MLS) is a technique characterized by high data acquisition efficiency and 
level of detail. However, a lot of information contained in the LiDAR point cloud is only implicitly 
available.  Therefore,  in order to create a  digital topographic map from a large quantity of  MLS  survey data, it is necessary to define a methodology that requires a combination of various software tools. In general, the applied methodology mainly depends on the final product specifications (data model, accuracy, level of detail, etc.). This paper describes the standard methodology of creating a detailed digital topographic map using data collected by MLS, which proved to be two times faster than the conventional methods (total station or GNSS survey).

Refinement of Individual Tree Detection Results Obtained from Airborne Laser Scanning Data for a Mixed Natural Forest

AB  - Numerous semi- and fully-automatic algorithms have been developed for individual tree detection from airborne laser-scanning data, but different rates of falsely detected treetops also accompany their results. In this paper, we proposed an approach that includes a machine learning based refinement step to reduce the number of falsely detected treetops. The approach involves the local maxima filtering and segmentation of the canopy height model to extract different segment level features used for the classification of treetop candidates. The study was conducted in a mixed temperate forest, predominantly deciduous, with a complex topography and an area size of 0.6 km × 4 km. The classification model’s training was performed by five machine learning approaches: Random Forest (RF), Extreme Gradient Boosting, Artificial Neural Network, the Support Vector
Machine, and Logistic Regression. The final classification model with optimal hyperparameters was adopted based on the best-performing classifier (RF). The overall accuracy (OA) and kappa coefficient (κ) obtained from the ten-fold cross validation for the training data were 90.4% and 0.808, respectively. The prediction of the test data resulted in an OA = 89.0% and a κ = 0.757. This indicates that the proposed method could be an adequate solution for the reduction of falsely detected treetops before tree crown segmentation, especially in deciduous forests.

Spatio-Temporal Classification Framework for Mapping Woody Vegetation from Multi-Temporal Sentinel-2 Imagery

AB  - The inventory of woody vegetation is of great importance for good forest management. Advancements of remote sensing techniques have provided excellent tools for such purposes, reducing the required amount of time and labor, yet with high accuracy and the information richness. Sentinel-2 is one of the relatively new satellite missions, whose 13 spectral bands and short revisit time proved to be very useful when it comes to forest monitoring. In this study, the novel spatio-temporal classification framework for mapping woody vegetation from Sentinel-2 multitemporal data has been proposed. The used framework is based on the probability random forest classification, where temporal information is explicitly defined in the model. Because of this, several predictions are made for each pixel of the study area, which allow for specific spatio-temporal aggregation to be performed. The proposed methodology has been successfully applied for mapping eight potential forest and shrubby vegetation types over the study area of Serbia. Several spatio-temporal aggregation approaches have been tested, divided into two main groups: pixel-based and neighborhood-based. The validation metrics show that determining the most common vegetation type classes in the neighborhood of 5 × 5 pixels provides the best results. The overall accuracy and kappa coefficient obtained from five-fold cross validation of the results are 82.97% and 0.75, respectively. The corresponding producer’s accuracies range from 36.74% to 97.99% and user’s accuracies range from 46.31% to 98.43%. The proposed methodology proved to be applicable for mapping woody vegetation in Serbia and shows a potential to be implemented in other areas as well. Further testing is necessary to confirm such assumptions.

New Downscaling Approach Using ESA CCI SM Products for Obtaining High Resolution Surface Soil Moisture

AB  - ESA CCI SM products have provided remotely-sensed surface soil moisture (SSM) content with the best spatial and temporal coverage thus far, although its output spatial resolution of 25 km is too coarse for many regional and local applications. The downscaling methodology presented in this paper improves ESA CCI SM spatial resolution to 1 km using two-step approach. The first step is used as a data engineering tool and its output is used as an input for the Random forest model in the second step. In addition to improvements in terms of spatial resolution, the approach also considers the problem of data gaps. The filling of these gaps is the initial step of the procedure, which in the end produces a continuous product in both temporal and spatial domains. The methodology uses combined active and passive ESA CCI SM products in addition to in situ soil moisture observations and the set of auxiliary downscaling predictors. The research tested several variants of Random forest models to determine the best combination of ESA CCI SM products. The conclusion is that synergic use of all ESA CCI SM products together with the auxiliary datasets in the downscaling procedure provides better results than using just one type of ESA CCI SM product alone. The methodology was applied for obtaining SSM maps for the area of California, USA during 2016. The accuracy of tested models was validated using five-fold cross-validation against in situ data and the best variation of model achieved RMSE, R2 and MAE of 0.0518 m3/m3, 0.7312 and 0.0374 m3/m3, respectively. The methodology proved to be useful for generating high-resolution SSM products, although additional improvements are necessary.

abstract = "ESA CCI SM products have provided remotely-sensed surface soil moisture (SSM) content with the best spatial and temporal coverage thus far, although its output spatial resolution of 25 km is too coarse for many regional and local applications. The downscaling methodology presented in this paper improves ESA CCI SM spatial resolution to 1 km using two-step approach. The first step is used as a data engineering tool and its output is used as an input for the Random forest model in the second step. In addition to improvements in terms of spatial resolution, the approach also considers the problem of data gaps. The filling of these gaps is the initial step of the procedure, which in the end produces a continuous product in both temporal and spatial domains. The methodology uses combined active and passive ESA CCI SM products in addition to in situ soil moisture observations and the set of auxiliary downscaling predictors. The research tested several variants of Random forest models to determine the best combination of ESA CCI SM products. The conclusion is that synergic use of all ESA CCI SM products together with the auxiliary datasets in the downscaling procedure provides better results than using just one type of ESA CCI SM product alone. The methodology was applied for obtaining SSM maps for the area of California, USA during 2016. The accuracy of tested models was validated using five-fold cross-validation against in situ data and the best variation of model achieved RMSE, R2 and MAE of 0.0518 m3/m3, 0.7312 and 0.0374 m3/m3, respectively. The methodology proved to be useful for generating high-resolution SSM products, although additional improvements are necessary.",

AB  - 3D cadastral systems are more complex than traditional cadastral systems and they require more complex technical solutions and innovative use of developing technologies. Regarding data integrity and data consistency, 3D cadastral data should be maintained by a Database Management System (DBMS). Furthermore, there are still challenges regarding visualization of 3D cadastral data. A prototype of the 3D cadastral system based on a NoSQL database and a JavaScript application for 3D visualization is designed and tested in order to investigate the possibilities of using new technical solutions. It is assumed that this approach, with further development, could be a good basis for the development of a modern 3D cadastral system. MongoDB database is used for storing data and Cesium JavaScript library is used for 3D visualization. The system uses an LADM (Land Administration Domain Model) based data model. Additionally, script languages, libraries, application programming interfaces (APIs), software and data formats are used for the system development. The case study is based on the real cadastral data. The underground object and building units located below and above the ground level are used to test the proposed data model and the system’s functionality. The proposed system needs further development in order to provide full support to a modern 3D cadastral system. However, it allows maintenance of 3D cadastral data and basic 3D visualization with the interactive approach.

AB  - One of the dimensions describing accessibility to health services is its spatial component. This paper presents the methodology of using GIS technologies for the analysis of existing locations of health institutions in Serbia. The methodology includes determining the coordinates of hospitals using the geotagging, on the basis of which isochrons are created with 10 minutes time interval. For that purpose, the road network and functionalities provided by HERE Maps and its APIs are used. This service is selected since it offers high quality and complete data related to the network of roads in the territory of interest. Taking demographic data into account, the goal is to examine the impact that the distribution of institutions has on the population, first of all as the percentage of the population living at a certain distance from the nearest institution. The obtained results can be significant for future development, as critical spots with poor accessibility can be identified. These locations are suitable for the construction of new health care facilities.
AB  - Jedna od dimenzija koje opisuju pristupačnost zdravstvenim uslugama jeste prostorna komponenta. U ovom radu je predstavljena metodologija korišćenja GIS tehnologija za potrebe analize postojećih lokacija zdravstvenih ustanova u Srbiji. Metodologija obuhvata određivanje koordinata bolnica u postupku geotagovanja, na osnovu kojih se kreiraju izohrone s vremenskim intervalom od 10 minuta. Tom prilikom se koriste putna mreža i funkcionalnosti koje pruža HERE Maps u okviru svojih API-ja. Ovaj servis je odabran zato što nudi kvalitetne i kompletne podatke koji se odnose na mrežu saobraćajnica teritorije od interesa. Uzimajući u obzir demografske podatke, cilj je sagledavanje uticaja rasporeda ovih ustanova na stanovništvo, najpre u pogledu procenta stanovništva koji živi na određenoj udaljenosti od najbliže ustanove. Dobijeni rezultati mogu biti značajni za budući razvoj, s obzirom na to da se mogu utvrditi kritična mesta na kojima je pristupačnost loša. Upravo te lokacije jesu pogodne za izgradnju novih zdravstvenih ustanova.

AB  - The methodology for modeling the distribution of certain air pollutant for the city of Belgrade in winter 2015 is presented in the paper. Land Use Regression (LUR) was used for modeling and visualization of spatial distribution of air pollution concentration in the city. NO2 concentrations were sampled at 46 locations, and predictive variables were calculated based on the road category, traffic intensity, demographic data, altitude, household furnaces and land use. These variables were calculated using buffers of different sizes. Linear regressions between NO2 and predictive spatial variables were calculated. Afterwards, the most significant predictors were used for multivariate regression model. Quality of the final model was checked using measurement available at certain locations. The RMSE of 9.8 μg/m³ and the coefficient of determination (R2) of 0.6 were obtained. These results indicate that traffic has the largest impact on air pollution concentration especially near the major roads. Prediction should help in deciding which air protection measures are to be taken in order to preserve and improve the city environment. The lack of data that are collected by using quite a few sensor stations is still rather limiting for the successful monitoring of air pollution in the city of Belgrade.

Using nosql databases in the 3d cadastre domain

AB  - The 3D cadastre concept brings data models, which are more complex than traditional 2D cadastral data models and could be followed by a large amount of data. The 3D cadastral data should be stored in database management systems, since the cadastral data integrity and consistency have to be satisfied. Relational database management system requires a tabular structure where data are stored within predefined columns and data types, and this could be uncomfortable for 3D cadastre until relational provides full 3D support. This study examines the possibility of using NoSQL databases in the 3D cadastre domain. NoSQL database stores unstructured data, which means that it is not required to define in advance what data types and categories will be used. From the 3D cadastre point of view, the NoSQL approach provides flexibility in data types and allows easier implementation of the 3D cadastral models. The implementation is conducted by using MongoDB and 3D Cadastral Data Model, where 3D cadastral data, including both alphanumerical and geometry part of data, are prepared for importing and then stored, managed, queried, and updated within NoSQL database. Furthermore, data stored in MongoDB are visualized and queried inside a web browser by using Cesium library.

abstract = "The 3D cadastre concept brings data models, which are more complex than traditional 2D cadastral data models and could be followed by a large amount of data. The 3D cadastral data should be stored in database management systems, since the cadastral data integrity and consistency have to be satisfied. Relational database management system requires a tabular structure where data are stored within predefined columns and data types, and this could be uncomfortable for 3D cadastre until relational provides full 3D support. This study examines the possibility of using NoSQL databases in the 3D cadastre domain. NoSQL database stores unstructured data, which means that it is not required to define in advance what data types and categories will be used. From the 3D cadastre point of view, the NoSQL approach provides flexibility in data types and allows easier implementation of the 3D cadastral models. The implementation is conducted by using MongoDB and 3D Cadastral Data Model, where 3D cadastral data, including both alphanumerical and geometry part of data, are prepared for importing and then stored, managed, queried, and updated within NoSQL database. Furthermore, data stored in MongoDB are visualized and queried inside a web browser by using Cesium library.",

Weighted coordinate transformation formulated by standard least-squares theory

AB  - This paper presents a universal model of weighted coordinate transformation, i.e. transformation considering the errors of coordinates in both coordinate systems. It is intrinsically one of the typical examples of 'error-in-variables' (EIV) models. The proposed method of LS theory application on weighted coordinate transformation does not impose any constraints on the form of functional relationship among stochastic variables. Since the basic idea is to generalise Gauss-Markov model (GMM) by introduction of so-called 'total residuals', the proposed procedure is named 'Generalised Gauss-Markov model'. Formulation of expressions for estimation of unknown transformation parameters is theoretically confirmed using the Gauss-Helmert model (GHM) and three different modifications of the GMM. The proposed procedure is in its essence a strict solution to total least-squares (unweighted) and weighted total least-squares problem in coordinate transformation. This thesis is experimentally confirmed by comparison of its results with those found in four characteristic examples from the literature.

AB  - The subject of the research is the methodology for the successful production of the digital cadastral map (DCM) database in a new spatial reference system (SRS) of Serbia. The existing geodetic/surveying network for cadastral/topographic survey and analogue cadastral maps are analysed in terms of their quality. The research also covers an analysis of present methods and procedures for DCM production using data obtained from various sources. Coordinate differences for DCM points and differences between areas of polygon features obtained using original survey data and those obtained by digitising scanned cadastral maps are analysed. The procedure of legislating information letters and resolutions on changes of areas within the DCM production procedure and the impact of the transition from the Gauss-Kruger to the UTM projection on areas for DCM polygon features are also analysed.

AB  - Methods for application of digital photogrammetry for building surveying technical documentation for building constructions are considered in the paper. Based on our own and world-wide experiences, procedure for the production of surveying technical documentation in completely digital form is presented in the paper. The procedure of making technical documentation is divided in two logical phases. The first one is comprised of photographic recording, required field measurements and of making archive documentation. The second phase is comprised of making detailed geometric documentation, such as: precise digital orthophoto, 2D, 2.5D or 3D object model and the like, all in digital form. Considering that this phase is the most complex and the most expensive part of making technical documentation, it is not compulsory, but optional, i.e. if needed.
AB  - U ovom radu se razmatraju načini primene digitalne fotogrametrije za potrebe formiranja geodetsko-tehničke dokumentacije za objekte visokogradnje. Na osnovu svetskih i sopstvenih iskustava u radu daje se prikaz procedure za izradu geodetsko-tehničke dokumentacije u potpuno digitalnom obliku. Postupak izrade tehničke dokumentacije je podeljen u dve logične faze. Prva se sastoji iz fotogrametrijskog snimanja, neophodnih terenskih merenja i izrade arhivske dokumentacije. Drugu fazu čini izrada detaljne geometrijske dokumentacije kao što su: precizni digitalni ortofoto, 2D, 2.5D ili 3D model objekta i slično, sve u digitalnom obliku. AB  - Paper deals with the specific LBS scenario – Fleet management (FM) and more specifically with systems for Automatic vehicle location (AVL). Well designed and implemented spatial data model for moving objects is one of the most significant elements of any AVL system. In practical applications the results of the latest scientific research are seldom applied, despite the fact that this area has been developing intensively for more than 20 years. The reasons for this are analysed in the paper. Short analysis of functionality of these systems is presented considering the impact of these functionalities on the implemented data model for moving objects and more specifically their impact on spatio-temporal component of the model. The paper especially reviews the possibility of using road networks as a basis for the representation of moving objects data models and a fact that these models are rarely used in practical applications. A solution overcoming this situation is proposed. The solution assumes transition from the system that is not based on road network to the system that is based on network. There are quite few research papers dealing with OSM data models. Therefore, a significant space in this paper is dedicated to the description of these models since OSM data can be valuable for this type of applications.

AB  - Ground filtering of point cloud is the primary step required for Digital Terrain Model (DTM) generation. The procedure is especially interesting for forested areas, since LiDAR systems can measure terrain elevation under vegetation cover with a high level of penetration. This work analyzes the potential of ALS data ground filtering for area of an active landslide. The results of ALS filtering, for example, may improve geomorphological and motiondetection studies. ALS data was collected during flight campaign 2011 under leaf-off conditions for Doren region, Vorarlberg, Western Austria. In this area, non-ground objects are mostly low vegetation such as shrubs, small trees etc. The vegetation is more dense in lower part of the landslide where erosion is smaller. Vegetation points can be removed based on the hypothesis that these are significantly higher than their neighboring points. However, in case of steep terrain, ground points may have the same heights as vegetation points, and thus, local slope should be considered. Also, if terrain roughness increases, the classification may become even more complex. Software system OPALS (Orientation and Processing of Airborne Laser Scanning data, Vienna University of Technology) was used for processing the ALS data. Labeling ground points has been made using physical and geometrical attributes (parameters) of ALS points. Also additional attributes were calculated in order to improve extraction. Since bare ground surface is usually smooth and continuous unlike vegetation, standard deviation of local elevations was used as roughness measure to differentiate these surfaces. EchoRatio (ER) was adopted as a measure of surface penetrability, while number of echoes and differentiation between echoes (EchoNumber) were also deployed in filtering. Since the ground points are measurements from bare-earth that are usually the lowest surface features in a local area, normalized height was defined as a rank of neighboring points. Additionally, a so-called openness parameter was used as a convexity/concavity measure of surface. All of the mentioned point attributes have been combined in a decision tree in order to extract bare ground points. Based on a preliminary analysis, it is noted that implemented filtering procedure has difficulties with surfaces with rough terrain or steep relief. There is an assumption for lack of ground points in areas with dense vegetation that reduced the penetration of laser beams to the ground (lower part of a landslide). Also, points representing low vegetation were often labeled as ground points. Procedure produced holes in point cloud which demanded appropriate interpolation methods to be applied.

However, in case of steep terrain, ground points may have the same heights as vegetation points, and thus, local slope should be considered. Also, if terrain roughness increases, the classification may become even more complex. Software system OPALS (Orientation and Processing of Airborne Laser Scanning data, Vienna University of Technology) was used for processing the ALS data. Labeling ground points has been made using physical and geometrical attributes (parameters) of ALS points. Also additional attributes were calculated in order to improve extraction. Since bare ground surface is usually smooth and continuous unlike vegetation, standard deviation of local elevations was used as roughness measure to differentiate these surfaces. EchoRatio (ER) was adopted as a measure of surface penetrability, while number of echoes and differentiation between echoes (EchoNumber) were also deployed in filtering. Since the ground points are measurements from bare-earth that are usually the lowest surface features in a local area, normalized height was defined as a rank of neighboring points. Additionally, a so-called openness parameter was used as a convexity/concavity measure of surface. All of the mentioned point attributes have been combined in a decision tree in order to extract bare ground points. Based on a preliminary analysis, it is noted that implemented filtering procedure has difficulties with surfaces with rough terrain or steep relief. There is an assumption for lack of ground points in areas with dense vegetation that reduced the penetration of laser beams to the ground (lower part of a landslide). Also, points representing low vegetation were often labeled as ground points. Procedure produced holes in point cloud which demanded appropriate interpolation methods to be applied.",

AB  - Very often, outputs provided by GIS functions and analysis are assumed as exact results. However, they are influenced by certain uncertainty which may affect the decisions based on those results. It is very complex and almost impossible to calculate that uncertainty using classical mathematical models because of very complex algorithms that are used in GIS analyses. In this paper we discuss an alternative method, i.e. the use of stochastic Monte Carlo simulations to estimate the uncertainty of flow accumulation. The case study area included the broader area of the Municipality of Čačak, where Monte Carlo stochastic simulations were applied in order to create one hundred possible outputs of flow accumulation. A statistical analysis was performed on the basis of these versions, and the 'most likely' version of flow accumulation in association with its confidence bounds (standard deviation) was created. Further, this paper describes the most important phases in the process of estimating uncertainty, such as variogram modelling and chooses the right number of simulations. Finally, it makes suggestions on how to effectively use and discuss the results and their practical significance.
AB  - Izlazni rezultati dobijeni primenom GIS funkcija i alatki za analizu, obično se podrazumevaju kao tačni, međutim i oni su podložni nesigurnostima koje mogu uticati na odluke bazirane na tim istim rezultatima. Ocena uticaja nesigurnosti rezultata je veoma kompleksna i često nemoguća primenom standardnih matematičkih metoda s obzirom na veoma kompleksne algoritme koji se koriste u GIS analizama. U ovom radu razmatrano je alternativno rešenje kod ocene nesigurnosti prostorne koncentracije oticaja, primenom Monte Karlo stohastičkih simulacija. Za područje šireg obuhvata opštine Čačak generisano je sto mogućih izlaznih verzija rezultata prostorne koncentracije oticaja primenom Monte Karlo stohastičkih simulacija. Na osnovu njih, uz odgovarajuće statističke analize dobijena je 'najverovatnija' verzija prostorne koncentracije oticaja uz pripadajući interval poverenja odnosno standardne devijacije dobijenih rešenja. U radu su opisane najznačajnije faze u procesu ocene nesigurnosti, poput modeliranja variograma i odabira broja simulacija. Takođe je data i preporuka kako najefikasnije primeniti i diskutovati dobijene rezultate i njihovu značajnost.

AB  - Significant innovations and improvements in the technologies for spatial data acquisition and management data
have emerged in the last few decades. Introduction of GPS and the technology of GIS and digital photogrammetry in
surveying practice are definitely the most important ones. In spite of this, during the last few decades there were no actual
projects of land consolidations in Serbia, so these advances in technology were not implemented within land consolidations
and benefits were not obvious and quantified. However, in the last few years interest in land consolidations in Serbia has
been intensified and a number of projects have been started and some were already finished using the latest technologies
mentioned above. The role and impact of these technologies on all the relevant activities within major phases of land
consolidation projects were analyzed and the resulting benefits were estimated and given in the paper. Improvements and
benefits were estimated using data from a real land consolidation project. The benefits were expressed in terms of savings in
time and costs and in terms of increased quality of the land consolidation results.

Terrain Surface Modeling Using Triangular Spline Patches

AB  - Algorithms and software for digital terrain modeling using TIN based surface model are presented in the paper. Processing of all types of terrain surface data are supported: mass points, local extrema, contours, breaklines, structure lines, fault lines, etc. TIN topology and Bézier triangular surface patches are used for terrain surface reconstruction. Special attention is dedicated to the problem of respecting all implicit information about terrain surface that are contained within the input data. This is especially important in cases when terrain surface has to be reconstructed by using mostly contour data, since there are a lot of additional information that are implicitly contained within the data of this type. The software also contains functions for efficient verification of collected terrain data and DTM. Special consideration is given to the numerical procedures and algorithms aiming at providing contours and other outputs of DTM analysis of cartographic quality as required by many surveyors and their clients. The results of experiments demonstrated that the quality of terrain surface reconstruction from contours and/or other data using developed procedures and software is better, or at least as good as the quality achieved by using procedures and methods implemented within standard GIS/DTM software.

AB  - Some limitation brought to us by cameras and imaging platforms sometimes can not be overcome as for the case of minimum airplane flight height used as platforms. In other case imaging of larger territories is often irrational, when it is performed from balloons or helicopters. So, there is an often need for combining different cameras and imaging platforms. New digital airborne cameras and non-metric high resolutions digital cameras expands our possibilities for combining this imaging source where we can get to optimal data source without disconcerting accuracy and unnecessary job build-up. In this paper the methodology of combining photogrammetric digital camera Z/I Imaging DMC and Canon EOS 5D will be presented as a source of data needed for photogrammetric product making of complex archaeological location with different photo resolutions.

Procedures and Experiences on Using Desktop Scanner for Orthophoto Production

AB  - Paper presents procedures and experiences on using low cost desktop scanner Epson Expression 1640XL for orthophoto production.Complete process of scanning, scanner calibration and removal of systematic distortions of scanned images caused by scanner is developed and tested on several large projects of orthophoto production. Special, user-friendly software is developed for these purposes. The software includes algorithm for scanner calibration and estimation of distortions based on statistical analysis by using collocation (linear prediction). It is not expected and required from user to have any idea on the structure and distribution of scanner errors. These will be determined by the statistical analysis. Therefore, the software usage is not limited to any particular scanner or the type and nature of image distortions it introduces. Batch processing of scanned images is also supported with options for saving images in various formats and using several resampling types. The results presented in paper shows that the procedure is very fast and reliable when geometric accuracy of scanning is concerned. The potentials of the developed software and procedure are high. Total costs for the software and the scanner are approximately tentimes lower than costs for the professional photogrammetric scanner. The geometric accuracy achieved is between 5 and 10μm, which is less than one pixel size in highest scanning resolution (1600 DPI). The aspects of the scanner usage at a high production rate are also analysed. Finally, recommendations for further improvements of the developed procedures are given.

Cadastral data services on internet in Serbia

AB  - Pilot project of cadastral data distribution via Internet started at the end of 2001. Reason was a pressure from users who wanted faster and improved access to cadastral data. Motive of the Governmental Geodetic Authority of Serbia (GGA) was to use pilot project for testing technical potentials, but also to use it as a source of experiences for writing regulations that would legally formulate distribution of official cadastral data by using Internet. Starting assumption for the development of the more advanced solution for data integration and distribution was to respect existing hardware, software and organization of GGA. Large cities were chosen because there were the strongest motives for solving these problems. Also, the best telecommunication infrastructure was there. The proposed solution is based on Internet technology. Software development is based on n-tier architecture. System for data distribution integrated data from different sources (cadastral maps, orthophoto, topographic maps, cadastral register, etc.), different operating systems and applicative software. Software design is based on OpenGIS/TC211 standard (WMS ver 1.0). Cadastar started as a pilot project in the town of Novi Sad, but during realization it has become an official system for cadastral data distribution. Results that were achieved were: data integration, faster response on user demands, some major municipality agencies has became direct users of new services. Making new regulations of this matter, data acquisition, data quality enhancement, etc followed project realization. Paper describes telecommunication infrastructure of city intranet as an environment for the developed application, application architecture and the data. Some statistics regarding the system exploitation will be also given.

AB  - Project of building country wide DTM for Serbia and Montenegro is coming to its final phase. The project is based on scanning and vectorization of contours from existing 1:25000 topographic maps. Supplementing contour data with additional data sets available on map layers, such as hydrography and spot heights, is also planned within the project. Procedures and software tools for data acquisition, verification and processing were developed and implemented. Special attention was dedicated to the problem of high quality terrain surface modeling using contour data and all the other available information. The main concern was reconstruction and usage of all implicit information contained in contour data. Procedures based on TIN data structure were designed and implemented. Also, procedures and initial tests for the evaluation of the DTM quality are designed and started within the project. The paper reviews applied procedures, algorithms, current project status and some results.
