AB  - U ovom radu je shematski i fragmentarno prikazan niz najvažnijih analiza i faza kod projektovanja sistema za kanalisanje kišnih voda u gradskim uslovima, na osnovu više od 40 godina iskustva članova Instituta za hidrotehniku i vodno ekološko inženjerstvo Građevinskog fakulteta Univerziteta u Beogradu: istraživačkog – laboratorijskog, terenskog i studijskog, te niza projekata i izvođačkog iskustva, što je započelo projektom za Zrenjanin 1979-80. godine.
Početni korak je analiza jakih kiša različitih trajanja, kao osnovnim podlogama iako se podaci o merodavnim kišama najčešće „prenose“ sa bliskih lokacija, daje se pregled potrebnih podloga za analizu i modeliranje oticaja kišnih voda, potom prikazuju vrste merenja u kanalizacionim sistemima, diskutuju i drugi aspekti u skladu sa konceptom i zadatim stepenom zaštite od kišnih voda – prihvatljivim rizikom od poplava – na bazi projektnog zadatka za formiranje tehničkog rešenja. Bitno je da projektom treba osigurati i bezbedno odvijanje pešačkog i motornog saobraćaja na ulicama, na prelazima i kolovozima, kao i zaštitu okoline od zagađenja kišnim oticajem koji, šta više, može da se koristi.
Opisani su aspekti i efekti kanalisanja i ispuštanja kišnih voda, koje su do 70-ih godina smatrane „čistim“, na životnu sredinu, prvenstveno na recipijente - vodotoke, dok se poslednjih 20-ak godina koriste kao izvori voda za razne namene.
AB  - The paper presents schematic and fragmentary approach to rain water in urban conditions, according to the basic stages od design project procedure that is based on more than 40 years of experience of members of the Institute of Hydraulic and Water Ecological Engineering at the Faculty of Engineering, University of Belgrade, including research, laboratory and field works, preliminary and main designs and execution works experience.

As first and important step is analysis of short duration high intensity rainfall usually based on near by gauge data through required analysis of background information for modelling of rainfall runoff, together with measurements in drainage systems, based on Terms of references, that includes concept and protection level from rain water – acceptable risk of flood, and finaly development of technical solution. The solution also needs to ensure safe pedestrian and motor traffic on streets, at crossings and on pavements. Before the 70-ies the effects of collecting and discharge of rainfall runoff was considered not poluted on the environment, primarily on the recipients – watercourses, what was found being wrong. Yet, during last two decades after treatment rainfall runoff being used as water sources.

Due to the political, economic and sociological situation in the last 25 years, development was not continuous, resulting in the numerous issues that need to be addressed. Most of them are related to the socio-economic aspects, capacity building and data. Uncertainty of infrastructure leakage index (ILI)

AB  - In many water systems, especially in developing countries, data on the elements of the system, flow measurements and water consumption have great uncertainty. This uncertainty in the further calculations is propagated to the calculated values of performance indicators - PI. Large data uncertainty may lead to wrong conclusions and thus lead to incorrect management decisions. Analysis of errors and uncertainties involves the study and quantification of uncertainty, and the obtained results are the basis for taking the necessary measures to minimize. This paper presents the application of ISO [1] methodology, which includes the law of propagation of uncertainty, the estimation of uncertainty of measurement and its propagation to the PI of water distribution systems - WDS. Example of the city of Pozarevac (central Serbia), provides a method for reducing the uncertainty of input parameters for calculating components of the water balance and ILI indicators.
AB  - U velikom broju vodovodnih sistema, naročito u zemljama u razvoju, podaci o elementima sistema, merenja protoka i potrošnje vode imaju veliku neodređenost. Ova neodređenost se u daljim proračunima propagira na izračunate vrednosti indikatora prerformansi sistema - PI. Podaci velike neodređenosti mogu da navedu na pogrešne zaključke i samim tim dovedu do pogrešnih upravljačkih odluka. Analiza grešaka i neodređenosti obuhvata proučavanje i kvantifikovanje neodređenosti, a na osnovu dobijenih rezultata preduzimaju se mere za njeno minimiziranje. U ovom radu je prikazana primena ISO metodologije [1], koja uključuje i zakon propagacije neodređenosti, za procenu neodređenosti merenja i njene propagacije na PI vodovodnih distributivnih sistema - VDS. Na primeru grada Požarevca (centralna Srbija), prikazan je postupak za smanjuje neodređenosti ulaznih parametara na osnovu kojih se računaju komponente vodnog bilansa i indikatora ILI.

AB  - This paper presents a general solutions for disposal of waste and atmospheric waters in the villages Blace and Brus, which were pre­pared under the IPA III component PPF4 - Project Preparation Facility 4, IPA 2010. Legislation relating to the discharge of water - EU Directives, including the Directive on Urban Waste Water, directs towards the selection of separation systems for the collection and disposal of waste and storm waters and treatment of waste waters in treatment plants before discharge to receiving waters. This is particularly important in terms of protecting downstream water flows and prevention of environmental degradation. Simulation models are built, separately for the used and atmospheric water, for the analysis of the existing sewer system and sizing of new. Models were made in the software package 3DNET, hydro information tool which incorporates terrain elevation data, the land use and the geometric data for the network pipes and channels.
AB  - U ovom radu su prikazana generalna rešenja odvođenja upotrebljene i atmosferske vode naselja Brus i Blace koji su pripremani u okviru IPA III komponente PPF4 - Project Preparation Facility 4, IPA 2010. Zakonska regulativa koja se odnosi na odvođenje upotrebljenih voda - Direktive EU, uključujući i Direktivu o gradskim otpadnim vodama, usmerava ka odabiranju separacionih sistema za prikupljanje i odvođenje upotrebljenih i atmosferskih voda i prečišćavanje upotrebljenih voda u postrojenjima za prečišćavanje pre ispuštanja u prijemnike. Ovo je posebno značajno sa aspekta zaštite nizvodnih vodotoka i sprečavanje degradiranja životne sredine. Za potrebe analize postojećih kanalizacionih mreža i dimenzionisanje novih, napravljeni su simulacioni modeli, odvojeno za upotrebljenu i atmosfersku vodu. Modeli su pravljeni u softverskom paketu 3DNet, hidroinformacionom alatu koji u sebi sjedinjuje visinske podatke o terenu, o nameni površina kao i geometrijske podatke o mreži cevi i kanala.

Urban drainage simulation model sensitivity analysis on runoff control elements

AB  - In current design practice, regardless if classic or sustainable drainage concept approach is applied in modeling of rainfall-runoff process, various drainage elements are used (gullies, catch basins, grates or slotted inlets with various types of outlets). These elements are drainage controls and their characteristics have significant impact on capacity and system performance. The study of hydraulic characteristics of these elements is mostly performed in simplified laboratory conditions while obtained performance data are used in the modeling process of the real and complex drainage systems. Unfortunately, in most cases, these laboratory tests do not consider the use of these elements in terms of contemporary sustainable drainage, where it is allowed to retain part of the water on the streets and where 'dual drainage' concept is used, which allows two-way flow through those control elements during the pressurized flows in the collectors. Also, modeling the system using an alternative concept includes drainage water infiltration at the source, which requires the application of new drainage elements in modeling (e.g. semi-permeable pavements and asphalt), and only some of those elements are built- in the commercial software packages for the storm water runoff modeling. This paper examines the sensitivity of the commercial urban drainage model StormNET regarding the characteristics of the drainage elements used for surface drainage. The paper analyzes the results of the model and the uncertainty of the obtained results (flow, velocity), for different flow conditions (with free surface or pressurized flow, with or without ponding) in urban catchments of different sizes, as a function of the degree of ignorance (or error) of the individual drainage control elements' parameters.
AB  - U aktuelnoj projektantskoj praksi modeliranja kišne kanalizacije, bez obzira da li se primenjuje klasični ili alternativni pristup, primenjuju različiti elementi sistema za odvodnjavanje (slivnici, šahtovi, rešetke sa kanalima, kolektori sa otvorima i različiti tipovi izlaznih okana). Elementi na ulazu u sistem kišne kanalizacije predstavljaju elemente za kontrolu protoka, a njihove karakteristike imaju veliki uticaj na kapacitet i osobine projektovanog sistema. Proučavanje hidrauličkih karakteristika ovih elemenata se uglavnom obavlja u pojednostavljenim, laboratorijskim uslovima, a ovako određene karakteristike se koriste u modeliranju realnih, kompleksnih sistema za sakupljanje i odvođenje atmosferskih voda. Nažalost, u većini slučajeva, laboratorijski testovi ne tretiraju upotrebu ovih elemenata u savremenim sistemima za sakupljanje i odvođenje atmosferskih voda u kojima je dozvoljeno da se deo vode zadrži na ulici i gde se u eksploataciji po principima 'dvojnog odvodnjavanja' može očekivati protok kroz kontrolni element u oba smera tokom epizoda u kojima deo kolektora radi pod pritiskom. Modeliranje sistema korišćenjem alternativnog koncepta obuhvata takođe i primenu principa povezivanja i približavanja mesta nastanka oticaja i mesta njegove infiltracije, što zahteva primenu novih elemenata u modeliranju sistema za sakupljanje i odvođenje atmosferskih voda (npr.primena polu- poroznih trotoara i asfalta), a samo neki od ovih elemenata su ugrađeni u komercijalne softverske pakete za modeliranje oticaja. Ovaj rad ispituje osetljivost izlaznih rezultata modeliranja dobijenih primenom komercijalnog softverskog paketa StormNet na promenu ulaznih parametara elemenata za prihvatanje površinskog oticaja. U radu su analizirani rezultati modeliranja i neodređenosti vezane za dobijene rezultate (protok, brzina), za različite uslove tečenja (tečenje sa slobodnom površinom ili pod pritiskom, sa ili bez retenziranja na površini) na urbanim slivovima različitih površina, kao funkcija stepena nepoznavanja (ili pogrešne pretpostavke) o karakteristikama pojedinačnih kontrolnih elemenata drenažnog sistema.

AB  - The reduction of energy consumption is one of the first steps in fighting operational costs in Water Distribution Systems (WDS). Finding the optimal energy savings procedure and its implementation into a real-time control framework will always be a hot topic in the engineering of these systems. Several possible operational algorithms are presented for the WDS of the City of Uzice, Serbia, as an example. The Uzice WDS system is one of the most complex WDS in Serbia, with more than 30 tanks and pump stations and over 300 km of a distribution network area that spreads between 380 and 890 meters above sea level. Following Supervisory Control and Data Acquisition (SCADA) system integration, a hydraulic WDS simulation model was developed using real-time measured and field-collected data. The model's output was used to update SCADA parameters. This procedure enabled significant energy savings by maximizing pump operational time during the low tariff (night) and by controlling the simultaneous work of major power consumers.

Rainfall runoff drainage and traffic safety in urban conditions

AB  - The paper discusses the possibilities to evaluate the effects of applying different criteria for design of surface drainage systems on the reliability of these systems. The reliability is expressed using the safety faktor for surface drainage, which is defined in the paper as the product of the hydrologic safety faktor (reflects the relation between the design storm frequency and the actual storm frequency) and the hydraulic safety faktor (defined here as inlet efficiency). An example is given to demonstrate the evaluation of safety factors in surface drainage design for a hypothetical catchment that consists of a two-lane pavement with associated sidewalk, with considerations related to inlet capacity and spacing.
AB  - U radu se prikazuju mogućnosti procene efekata primene različitih kirterijuma za projektovanje sistema za odvođenje površinskog oticaja od kišnih voda na pouzdanost tih sistema. Pouzdanost je iskazana preko koeficijenta sigurnosti za odvođenje površinskih voda, koji je u radu definisan kao proizvod hidrološkog koeficijenta sigurnosti (odnos verovatnoće pojave računske i stvarne kiše) i hidrauličkog koeficijenta sigurnosti (ovde definisanog kao efikasnost slivnika). Prikazan je primer kojim se ilustruje određivanje koeficijenta sigurnosti pri projektovanju odvođenja kišnih voda za hipotetički sliv koji se sastoji od kolovoza sa dve saobraćajne trake i pripadajućeg trotoara, i u kome se razmatraju kapacitet slivnika i rastojanje između slivnika.
