Značaj geodetskog inženjerstva u inženjersko-tehničkim oblastima

AB  - Rad se bavi zakonskim utemeljenjem uloge geodetske delatnosti u oblasti građevinskog inženjerstva u Republici Srbiji. Ukazuje se na permanentno umanjenje uloge geodetske struke u praksi što može dovesti do ozbiljnih posledica i značajne materijalne štete po društvo i pojedinca. I dok se prema ranijim propisima ništa nije moglo izgraditi i staviti u funkciju bez kontrole stabilnosti tla i objekta ili geometrije objekta od strane geodetske struke, novodonetim propisima se ta obaveza često zaobilazi, oslanjajući se na procenu izvođača ili vizuelnu kontrolu, preskačući fazu bez koje se značajniji građevinski radovi nekada nisu mogli ni zamisliti, a kamoli izdati upotrebna dozvola. Pretpostavka je da motiv za ovakvo stanje leži u sveprisutnoj potrebi za ubrzanjem tehnoloških postupaka gradnje s ciljem dostizanja nerealnih rokova i stvaranjem predstave o većoj efikasnosti rada, suprotno kvalitetu i bezbednosti gradnje.

AB  - Projektno orijentisan problemski zasnovan pristup učenju (eng. Project Oriented and Problem Based Learning/Problem Oriented Project Based Learning - POPBL) jeste koncept koji je prvi put uveden sedamdesetih godina prošlog veka. Iako je u početku bio prvenstveno zastupljen u oblasti medicinskog obrazovanja, danas se proširio na ostale naučne oblasti. Rad prikazuje iskustva u jednogodišnjoj primeni POPBL u okviru studijskog programa Geodezija i geoinformatika, na jednom predmetu master studija. Prvi rezultati pokazuju da su efekti primene problemski orijentisane nastave (eng. ProblemBased Learning PBL) unapredili proces učenja. Stečena iskustva će predstavljati značajan podstrek i polaznu osnovu za novi ciklus procesa učenja po PBL modelu.

Geodetic deformation monitoring of the factory facility for waste water treatment

AB  - U deformacionoj analizi, zasnovanoj na geodetskim mjerenjima u različitim vremenskim periodima, nastali pomaci i deformacije izgrađenih objekata otkrivaju se i utvrđuju korišćenjem metoda deformacione (statističke) analize. U radu se daje pregled realizovanih mjerenja visinskih razlika u nultoj i prvoj epohi 1D osmatranja postrojenja za prečišćavanje otpadnih voda u gradu Bihaću. Podaci mjerenja se obrađuju u višenamjenskom programskom paketu „PANDA“. Projektovana 1D geodetska mrežа obezbijedila je pouzdanu osnovu za dobijanje relevantnih informаcija o vertikalnoj stаbilnosti objekta postrojenja za prečišćavanje otpadnih voda. Ocenjene vrijednosti deformacija ukazuju na značajna odstupanja delova objekta u vertikalnoj ravni.

GNSS Time Series as a Tool for Seismic Activity Analysis Related to Infrastructure Utilities

AB  - GNSS technology tracks the movements of the Earth’s crust and its deformation with high accuracy over shorter spatial and temporal periods. Time series of GNSS coordinates are commonly used for geophysical research and have proven to be useful in the research of the cycles of seismic deformations which relate to the whole seismic cycle. The seismic of the Earth’s crust could have a great impact on engineering infrastructure. They can damage the objects or cause disaster. GNSS could provide useful information on the deformation of the Earth’s crust, which contributes to a better understanding of the occurrence of surface stresses. Earthquake activity is closely related to the dynamics of large tectonic plates. In the article, GNSS time series analysis was used to estimate coseismic displacements with high accuracy and reliability. The GNSS data analysis was related to earthquakes around Durres from January 20th, 2014 to November 28th, 2019, recorded at four permanent GNSS-stations (Ohrid, Dubrovnik, Lecce and Matera). The studied area covers the territory under the influence of the Adriatic microplate which is one of the most important drivers of tectonic processes in the area. The research of interrelation between seismic activity and continuous GNSS measurement could be very useful for earthquake studies and provide good information for designers of engineering projects and maintenance of it.

Absolute Time Series GNSS Point Positioning-Data Cleaning and Noise Characterization

AB  - Time series data of GNSS point positioning are considerably used for the purpose of geophysical research. The velocity estimates and their uncertainties derive from time series data of GNSS point positioning affected by seasonal signals and the stochastic noise, contained in the series. Data cleaning of GNSS time series is a prerequisite for the noise characterization and analysing. In this article one point positioning of time series was analysed in four different periods during the five year interval. The noise characteristics were estimated for all periods. By applying Lomb-Scargle algorithm the comparable results were also provided. Lomb-Scargle algorithm used to estimate the spectral strength density of unequal sampled data is a typical tool for this kind of analysis. Spectral indices have been estimated before cleaning data and after removing linear, annual and semi-annual signals and outliers. The spectral indices estimated from time series data of GNSS point positioning were located in the area of fractional Gaussian noises, and stationary stochastic process was described for the whole research time period.

Evaluation of positional accuracy of digital topographic maps at scale 1:25 000 (DTM25) on the basis of STANAG 2215 standard

AB  - The paper describes the results of the positional accuracy assessment of digital topographic maps at scale 1: 25 000 produced by the Serbian Military Geographic Institute (MGI). The test for the horizontal and vertical accuracy compliance of map sheets is done by comparing the planimetric and height coordinates of the ground points to the coordinates of the same points as determined by a check survey of higher accuracy. In this research STANAG 2215 standard was used and the methodology of its use is discussed in detail. The results of positional accuracy assessment for the digital topographic maps at scale 1:25 000 produced by the Military Geographic Institute have confirmed the highest level of accuracy defined by STANAG 2215 standard.
AB  - U radu se opisuju rezultati ocenjivanja položajne tačnosti digitalnih topografskih karata u razmeri 1:25 000, proizvedenih u Vojnogeografskom institutu (VGI) Republike Srbije. Testiranje horizontalne i vertikalne položajne tačnosti pojedinačnih listova karata urađeno je poređenjem planimetrijskih i visinskih koordinata test-tačaka sa korespondentnim tačkama veće tačnosti određenih terenskim premerom. U istaživanju je korišćen standard STANG 2215 i detaljno je opisana njegova metodologija. Rezultati ovog ocenjivanja potvrdili su najviši nivo tačnosti definisan standardom STANAG 2215.

AB  - The paper presents the adaptation (fitting) of a set of points, with an estimated two-dimensional positions, to the straight line model of the by the application of the Weighted Total Least Squares, WTLS. The traditional method to solve this problem by using an iterative algorithm of the conditional adjustment with the parameters (Gauss-Helmert's model) is also shown. In the example of testing the straightness of the rail of the crane, a comparison of the efficiency of the two algorithms is performed by means of result of parameter estimation and to the number of required iterations to final solution.
AB  - U radu je prikazano adaptiranje (fitovanje) skupa tačaka, sa ocenjenim dvodimenzionalnim pozicijama, na model prave linije primenom težinskog potpunog metoda najmanjih kvadrata (Weighted Total Least Squares, WTLS). Prikazan je takođe i tradicionalni postupak rešavanja ovog problema primenom iterativnog algoritma uslovnog izravnanja sa parametrima, odnosno Gauss-Helmertovog modela. Na primeru testiranja pravosti kranske šine, izvršeno je upoređivanje efikasnosti ova dva algoritma u pogledu rezultata ocenjivanja parametara izravnavajuće prave i brzine konvergencije ka finalnom rešenju.

AB  - Processing of raw point cloud data obtained as a result of terrestrial laser scanning (TLS) sometimes involves georeferencing, i.e. transformation of point cloud data to an external coordinate system. This paper focuses on defining the error model of point positions obtained through a "station-orientation" procedure of direct georeferencing. The original error model presented by the authors relevant in this field is partly altered. All modifications are explained in detail within the paper and the reported model is statistically verified based on the carefully conducted experiment using Leica ScanStation P20 scanner. The obtained values of the uncertainty measures of direct georeferencing Which are of a few millimetre magnitude prove that this procedure can be efficiently used for planning and carrying out even more demanding surveying tasks, including those during monitoring and maintenance of constructed facilities. Additionally, traversing capabilities of terrestrial laser scanners tightly connected with direct georeferencing should contribute to mass introduction of laser scanning into the construction industry thanks to its similarities to the highly automated procedures of polar surveying and traversing which are traditionally employed among surveyors.

AB  - Depending  on  the  requirements  of  a  certain  engineering  task,  point  coordinates  obtained through terrestrial laser scanning (TLS) can be either in a scanner coordinate system (CS) or in  the  coordinate  system  of  a  geodetic  control  network.  When  point  coordinates  in  some external CS are needed  point cloud georeferencing must be done, i.e. point coordinates have to be transformed from the scanner CS into the desired CS.Different  procedures  can  be  followed  during  the  transformation  process  of  point  coordinates from  one  CS  to  the  other  and  consequently  it  can  be  distinguished  between  several  types  of georeferencing. The principal classification is into direct and indirect georeferencing  and the main  difference  between  the  two  is  that  direct  georeferencing  can  (and  usually  does)  give point coordinates in the CS of a geodetic control network instantly in the field, while indirect georeferencing  inevitably  needs  some  work  to  be  done  in  the  office  in  order  to  obtain  these coordinates. Indirect georeferencing is necessarily done in some software and it distinguishes between  the  process  itself  being  completed  in  either  one  or  two  steps.  On  the  other  hand, direct georeferencing does not involve transformation into some intermediate CS whichis the case  with the two-step  indirect  georeferencing.  Direct  georeferencing  essentially  mimics  the procedure of orienting a total station with respect to a geodetic control network which can be achieved either through backsighting (the “station-orientation” procedure) or resection.This paper briefly presents different georeferencing procedures and related main error sources that  cause  errors  in  transformed  point  coordinates.  Additionally,  the  covariance  model  for direct  georeferencing  following  the  “station-orientation”  procedure  is  verified  through statistical  analysis  of  the  data  collected  in  the  experiment  performed  in  the  field.  True  point position  errors  calculated  as differences  between  point  coordinates  obtained  from  the  least squares  adjustment  of  the  geodetic  control  network  and  those  from  direct  georeferencing  of the  TLS  data  are  compared  with  theoretical  errors,  i.e.  model-derived  standard  deviations  of point positions. It is shown that these two setsof errors or, more precisely, the variance of the true errors and the pooled model-derived variance of the control point positions do not feature a significant difference at the confidence level of 99%. This makes us optimistic in terms of possibility of using the reported model for predicting trueerrors of point positions by model-derived  standard  deviations  obtained  as  a  result  of  direct  georeferencing  of  TLS  data following the “station-orientation” procedure.

AB  - Development of geodetic education and practice was accompanied by changes in the development of society. Country isolation at the end of 20th century had a huge influence on surveyors practice in Serbia. The beginning of 21st century brought democratic changes, membership in European Union as an important goal, and, generally, opening the society for changes in many spheres. The most important changes in the field of geodesy were reform of educational system, establishment of real estate cadastre and realization of projects through international cooperation. These changes created an opportunities for employing surveyors in many new areas. Today, a lot of geodetic experts work on positions where it has not been possible before. This paper describes employment opportunities for Serbian surveyors and explains the experience in doing surveying at the Serbian market that have been obtained so far.

Real estate valuation in the Republic of Serbia

AB  - There is no complete and systemized infrastructure for efficient and reliable evaluation of real estates in the Republic of Serbia. This is confirmed by analysis of the applicable regulations which treat valuation of real estates in different ways. This practice contradicting numerous standards and applicable directives (INSPIRE directive, Strategy of the development of geospatial data infrastructure in the Republic of Serbia etc.), as well as numerous other examples of good practice governing the activities of collecting and maintaining spatial data infrastructure. By the Law on State Survey and Cadaster of the 2009, the Republic Geodetic Authority is ensured to the jurisdiction of the development of mass appraisal, which should provide real estate market value for all real estates in the territory of the Republic of Serbia. In contrast, the position and the role of local government being increasable stronger in creating the budget, which is closely associated with the values of resources and capital which local government have. Determing the property tax is the responsibility of the local government and therefore its role in the process of valuation of immovable property is of great importance. In addition to local governments, the Tax Administration traditionally determines real estate values. This paper analyzes the current situation and initiate further activities on the development of the system of evaluation of real estates in the Republic of Serbia.
AB  - U Srbiji ne postoji potpuna i sistematizovana infrastruktura za kvalitetno i pouzdano vrednovanje nepokretnosti. To potvrđuju i analize važećih propisa koji na različite načine tretiraju vrednovanje nepokretnosti. Ovakva praksa protivreči brojnim standardima i važećim direktivama (INSPIRE direktiva, Strategija razvoja nacionalne infrastrukture geoprostornih podataka u Republici Srbiji i dr.), kao i brojnim drugim primerima dobre prakse kojima se uređuju aktivnosti na prikupljanju i održavanju infrastrukture prostornih podataka. Zakonom o državnom premeru i katastru iz 2009. godine, Republičkom geodetskom zavodu je poverena nadležnost razvoja sistema masovne procene vrednosti nepokretnosti koja treba da obezbedi tržišne vrednosti nepokretnosti, za sve nepokretnosti, na teritoriji Republike Srbije. Nasuprot tome, sve više jača položaj i uloga lokalne samouprave u kreiranju budžeta, koji je tesno povezan sa vrednostima resursa i kapitala sa kojima lokalne samouprave raspolažu. Utvrđivanje poreza na imovinu je u nadležnosti lokalne samouprave i zato je njena uloga u procesu vrednovanja nepokretnosti veoma značajna. Pored lokalne samouprave, tradicionalno, vrednovanjem nepokretnosti se bavi i Poreska uprava. U ovom radu analizira se postojeće stanje i iniciraju dalje aktivnosti na razvoju sistema vrednovanja nepokretnosti u Republici Srbiji.

AB  - This paper presents a simplified test procedure of the terrestrial laser scanners (TLS) accuracy investigation by the general criteria of the ISO17123 standard. The proposed procedure covers investigation, analysis and accuracy estimation of the TLS system in the controlled environmental conditions. This procedure is mainly developed based on the model of a system calibration and network design procedures. Metrological Laboratory of the Faculty of Civil Engineering in Belgrade is customized for TLS testing. The accuracy investigation of a commercial TLS has been performed. The accuracy of the resulted point cloud, which is indirectly represented by the coordinates of the acquired control points, is determined. Beside the analysis of the residuals of the 3D spatial transformation, the analysis of the true and the measured distance differences is also performed. The results show that these two approaches give the statistically same uncertainty indicators. Precision of the target recognition and influence of the unlevelled point cloud to the TLS centering error is also analyzed. Normality tests are used to determine whether a data set is well modeled by a normal distribution or not before testing of hypothesis for the variances. By varying the number of the control and check points it is shown that increasing the number of the control points more than three well distributed is not relevant for significantly higher transformation accuracy. On the basis of the conducted spherical orientation analyzes it can be concluded that the global orientation of the error vectors follows the laser beam direction due to relatively short distances. The most important result related to investigated TLS is that this particular sensor must be used only by indirect georeferencing experiment design.

Experiment design of the terrestrial laser scanning of elongated objects

AB  - In high-demanding engineering applications, the latest performance improvements of the terrestrial lasers scanning (TLS) system and price decreasing trend shows the significant potential of this technology. Beside the fact that some scanners have the scanning frequency of over 1.000.000 Hz, in the engineering applications the accuracy of this survey method plays the key role. Achievement of the satisfactory accuracy of the object modelling using TLS has to be done by experiment designing. This implies the optimization process of the relevant measurements parameters and of the methodology of measurement processing through analysis of the different sources of measurement errors, instrumental precision and performance of the specific TLS, spatial configuration of the object and analysis of the models of registration and georeferencing errors. The proposed methodology of the TLS experiment design is related to the scanning of elongated objects (tunnels, corridors, pipelines, underground passages etc), which generally represent unfavorable cases in providing geodetic measurements of sufficient accuracy and reliability.

AB  - In order to determine the vector of the coordinates of the free geodetic networks by the least square adjustment, it is necessary to solve a singular system of linear equations and to find the inverse of a singular matrix. It is well known that there is a unique inverse of a regular square matrix. The main question is how to find the inverse of a singular matrix. This paper describes the traditional approach to the solving of the singular problem in opposition to the singular value decomposition (SVD). To exemplify, a free two-dimensional (2D) geodetic network was used to obtain and compare both the traditional and the SVD solutions. The analysis of the two approaches to the problem solving is of particular interest to this work. The advantages of the SVD approach are summarized and suggested to be used more frequently.

AB  - Standardization in the field of geographical information related to the definition of the system of collection, preparation, storage, maintenance, presentation and sharing of geographic information. Quality information of available spatial data are vital in the process of selecting a dataset where data value is directly related to its quality. Users of spatial data can choose data from multiple datasets. Therefore. It is necessary to compare the quality of datasets and determine which best meet customer requirements. Digital topographic maps for its visuality, brevity and easy of use have a big advantage over other spatial datasets and is therefore fully justified request for the development of the system of determining, evaluating and impart their quality. The main objective of this paper is to describe the possibilities of application of ISO 19157 'Geographic information - Data quality' standard in technological process of the production of digital topographic maps.
AB  - Standardizacija u oblasti geografskih informacija odnosi se na definisanje sistema prikupljanja, izrade, čuvanja, održavanja, prezentacije i razmene geografskih informacija. Informacije o kvalitetu raspoloživih prostornih podataka od vitalnog su značaja za proces odabira skupa podataka gde je vrednost podataka direktno povezana s njenim kvalitetom. Korisnik prostornih podataka može birati podatke iz više skupova podataka. Zbog toga, neophodno je da se uporedi kvalitet skupova podataka i odredi koji najbolje ispunjavaju zahteve korisnika. Digitalne topografske karte zbog svoje vizuelnosti, sažetosti i jednostavnosti korišćenja imaju velike prednosti nad drugim skupovima prostornih podataka i zbog toga u potpunosti su opravdani zahtevi za razradu sistema utvrđivanja, vrednovanja i saopštavanja njihovog kvaliteta. Osnovni cilj rada je da opiše mogućnosti primene ISO 19157 'Geografske informacije - kvalitet podataka' standarda u tehnološkom procesu izrade digitalnih topografskih karata.
