AB  - Sharing of spatial information between the state establishments and private sector, based on standards for technical infrastructure of spatial data and services, is the strategic objective of the Mid-Term Program of Works of the Republic of Serbia, covering the National Spatial Data Infrastructure (NSDI) Instigation and the maintenance for the period from 2011 to 2015. With the objective to achieve the goals set, the research was performed, with the results published in the present paper. The paper shows the status in the Spatial Data Infrastructure instigation; with the evaluation of development level achieved and recommendations for the future INSPIRE Directive implementation in Serbia. Geodata status analysis was performed over the sample of 78 local government organisations, state administration bodies, public enterprises and educational institutions. Overview was given for use, the types and availability conditions for spatial data. The issues of NSDI concept implementation were particularly noted, referring to the pricing policy for spatial data use, for the legislation and issues in spatial data coordination in the Republic of Serbia.

Mortgage market in the republic of Serbia: present situation and prospects

AB  - This paper discusses the development of mortgage loans market in the Republic of Serbia through development of the instruments for provision of legal security of investments - both to creditors and to debtors. It explains the process of establishment of Real Estate Cadastre as a prerequisite for registration of real estate mortgages. Creation of the Central Mortgage Register is an additional service that provides transparency of the procedures and mortgage market development. The entire procedure has been illustrated by the statistical data on the increase of the number of registered mortgages, starting from 1998 through the end of 2011. The impact of the global economic crisis on the moderate decrease of the number of new mortgages in the Republic of Serbia is quite evident.

AB  - Strategic goal of OBSERVE project is to establish new community of Earth Observation systems, within the countries of Balkans, based on principles and experiences from technologically developed and economically strong countries from the EU. Environment monitoring on the territory of Balkans requires Balkans countries to increase regional institutional capacities, implement transfer of knowledge and technology, as well as more efficient involvement in international organizations and scientific boards. A Procedure for accuracy Investigation of Terrestrial Laser Scanners

AB  - Surveying instruments have to meet certain specifications in order to provide the necessary accuracy standards for a certain application. The main purpose of testing a used terrestrial laser scanner (TLS) is does an instrument still meets factory accuracy standards or not. This paper outlines the procedures for the investigation of the TLS accuracy in laboratory conditions without high expensive equipment e.g. a calibration track line and a laser interferometer. The test field contains control targets and observation pillars. 3D position of the pillars and the targets are derived from an adjustment of highly precise measurements and they are considered as a true standard compared with the scanned data. A proper statistical model of the data analysis is proposed. In addition to the theoretic model, a particular sample of the highly precise TLS measurements is analyzed.

Optimum Resolution and Size of DTM during Modelling Topographic Effect

AB  - Modelling the effects of topographic masses which bear local changes of the gravity field is exceptionally important in the contemporary scientific and practical implementations. The topography effect in this paper is analysed by the digital terrain model of the Republic of Serbia, developed on the basis of the topographic map at the scale of 1:25 000 and by the hypothesis on the equal density of surface layers of the Earth crust. The shortwave characteristic as an impact of the local topography was analysed in parts with different topography for the region of Belgrade and Pal-clan. The gravity field parameters were determined in points of the reference GPS network of the Republic of Serbia and points of the Paracin basis, with the purpose of comparing gravimetric vertical deflections with astro-geodetic vertical deflections.

AB  - Сажетак: Мрежа перманентних станица у Републици Србији је успостављена крајем 2005. године када је и почела да се користи за комерцијалне сврхе. Мрежа је примарно развијена као подршка корисницима у премеру, али такође и као подршка за решавање задатака у области инжењерских радова, развијања геодетских мрежа и навигацији. Због тога и у зависности од захтеване тачности, мрежа је тако замишљена да има три корисничка сервиса. За текуће комерцијалне захтеве, углавном за премер, најчешће је коришћен RTK сервис мреже. Из тог разлога тестирали смо тачност RTK сервиса. Такође, утврдили смо да ли је ова подршка сервиса у складу са пројектованом тачношћу. У ту сврху изведена су експериментална мерења на тачкама са већ познатим координатама и извршена је детаљна анализа добијених резултата. Закључак изведеног експеримента је да RTK сервис мреже перманентних станица пружа тачност координата новоуспостављених тачака у границама од 2-3 cm што је и предвиђено генералним дизајном мреже. Abstract. The permanent station network in the Republic of Serbia was established towards the end of 2005. when it started to be used for commercial purposes. The network was primarily developed as a support to users in surveying, but also as a support for solving problems in the field of engineering works, developing geodetic networks and navigation. Consequently and depending on the required accuracy, the network was conceived to have three customer services. For the current commercial purposes, the RTK service of the network has been most commonly used, mainly for surveying. Therefore, we have tested the accuracy of RTK service. Also we have established whether this service has been realised in compliance with the projected accuracy. For that purpose, experimental measuring has been conducted on the points with already known coordinates and a detailed analysis of the obtained results has been carried out. The conclusion of the conducted experiment is that the RTK service of the permanent station network provides accuracy of coordinates of newly established points within the margins of 2-3 cm, which has been foreseen by the general design of the network.

AB  - Periodic tests of quartz oscillators incorporated in GPS receivers in Serbia are performed in accredited metrological laboratories by the procedure adopted in metrological laboratory ML160. AB  - In Serbia, like in many other countries, there are three various levels of schools for surveyor's education: secondary, higher and academic (faculty). Except these, we must mention two academic, faculty levels - Master and PhD. Secondary type of school lasts four years. After finishing this level, the scholars can work or continue their studies in higher school or on Faculty both with three year study period, on basic level. There are one higher school and faculty in Serbia where students can attend their study. This article will show what recent measures were taken through changing the curricula on all levels and the authors of this article will try to give some comments about outcomes of education curricula in all types of surveyor's education schools at this moment.
AB  - U radu se prikazuju osnovni podaci o školama i programima srednjeg i visokog obrazovanja geodetskog kadra u Republici Srbiji. Opisuju se tri renomirane škole - Srednja geodetsko tehnička, Visoka građevinsko-geodetska i Odsek za geodeziju i geoinformatiku na Građevinskom fakultetu u Beogradu. U svojoj bogatoj istoriji sve tri škole menjale su svoju fizionomiju, neka manje a neka više. Danas, svaka može da se pohvali bogatom tradicijom i brojnim stručnjacima koji su uspešno reprezentovali svoje škole u zemlji i inostranstvu. I danas, svaka od njih uspešno prati trendove razvoja struke i izmenama nastavnih planova i programa održava kontinuitet uspešnog razvoja geodezije u Republici Srbiji.

AB  - Astro-geodetic determinations of vertical deflections in Serbia began during the first years of 20th century. The first field works were led by S. Boskovic. After the 2nd World War, Military Geographic Institute, Department of Geodesy from the Faculty of Civil Engineering, and Federal Geodetic Directorate continued the determinations, needed for reductions of terrestrial geodetic measurements and the astro-geodetic geoid determination. Last years improvements of the astro-geodetic methods are carried out in the area of implementing modern measurement equipment and technologies.

AB  - Сажетак: У раду је приказана следивост мерења Глобалним GPS позиционим системом до националног стандарда UTC(ZMDM) Србије. Изведен је експеримент репродукције секундарног стандарда ML160 на радне стандарде упоређењем 1PPS (pulse-per-second) сигнала и дата је препорука успостављања мерне следивости у Републици Србији.
Abstract. A traceability chain of Global positioning system (GPS) measurements to Serbian national standard UTC(ZMDM) is presented in the paper. An experiment on reproducing the secondary standard ML160 to working standards by comparing one pulse-per-second (1PPS) signals is performed and a recommendation on establishing measurement traceability in the Republic of Serbia is given.

AB  - The main task of the surveying is definition, identification, demarcation, measuring and mapping of the boundaries of the natural and artificial objects on the Earth surface. To define the relationship between points, the measurements and the modeling must be done. Development of new technologies made a big changes in phisionomy of surveying. The GPS technology is one of them. Specially, concept of virtual reference station - VRS based on RTK network of permanently developed reference stations is pointed out. In the Republic of Serbia, the network of the permanent stations, named AGROS is projected.
AB  - Premer podrazumeva identifikaciju, dešifraciju, merenje i kartiranje granica prirodnih i veštačkih objekata na zemljinoj površi. Zadatak premera je kreiranje pouzdanog i ažurnog sistema u službi državne administracije i katastra nepokretnosti. Premer integriše terestrička, satelitska, fotogrametrijska i astronomska merenja, upotrebom odgovarajućih matematičkih modela, u cilju definisanja nepoznatih parametara (na primer, horizontalan ili vertikalan položaj tačaka). Savremene merne tehnike sve više osvajaju tržište i nameću potpuno nove standarde u oblasti premera. Danas, značajno mesto zauzima GPS5 tehnologija i koncept VRS6 zasnovan na mreži permanentnih GPS stanica, RTK7 mreži. Na teritoriji Republike Srbije u tom cilju projektovana je i delimično uspostavljena mreža AGROS8, koja pruža nove izazove našim geodetskim stručnjacima.

AB  - In the paper is given the analysis of the difference of the power and the geometrical relation leveling superficial and the vertikal. The influence of the force Earth's gravitation was presented on the results of the leveling are given by geometrical leveling, and about dependence of the results of the leveling on the road of the leveling. In order to be avoided the indefiniteness of the determination of the heights of the points, IAG was been suggested 1954. that the states for the all main leveling traverses they are computing the difference of the power using geopotencial height computed from the results of the measurements of the acceleration of the force Earth's gravitation and of the leveling by the geometrical leveling. Because the geopotencial heights are not convenient to the practical use, they are using the physical heights that are definite on the other way. One of he way is orthometric height, that is obtained by the addition of the orthometric correction to the results of the measurements of the heights difference that are obtained by geometrical leveling. In order to get the orthometric corrections with sufficient acctitude to take into consideration the density of the mass Earth's crust. This is presented on the practical exemplars.
AB  - U radu se daje analiza razlike potencijala i geometrijski odnos nivoskih površi i vertikale. Prikazan je uticaj sile Zemljine teže na rezultate nivelanja dobijenih geometrijskim nivelmanom i o zavisnosti rezultata nivelanja od puta nivelanja. Da bi se izbegla neodređenost određivanja visina tačaka, Međunarodna asocijacija za geodeziju je preporučila 1954. g. da države za sve glavne nivelmanske vlakove računaju razliku potencijala korišćenjem geopotencijalnih kota sračunatih iz rezultata merenja ubrzanja sile Zemljine teže i nivelanja geometrijskim nivelmanom. Kako geopotencijalne kote nisu pogodne za praktično korišćenje, koriste se fizičke visine definisane na drugi način. Jedan od načina je ortometrijska visina, koja se dobija dodavanjem ortometrijske korekcije rezultatima merenja visinskih razlika dobijenih geometrijskim nivelmanom. Da bi ortometrijske popravke dobili sa dovoljnom tačnošću mora se uzeti u obzir gustina masa Zemljine kore. Ovo je prikazano na praktičnim primerima.

AB  - In the procedure of the determining functionally anomalic power, in the frame of the method remove-restore the first step presents the elimination of the long wave characteristics of the functionally with the application of the coefficients sphericharmonical development of the power gravity, respectively, to the application global geopotential model(GGM). Over last two decade are developed GGM of the high degree and order, respectively of the degree and order 360, as like what are the models OSU91 (Ohio States University) and EGM96 (Earth Gravity Models). Their application ensures the estimation of the long wave characteristics of the functionally anomalic potential with the acctitude, that is in the case anomalic heights safely less then 1 meter. In this work are presented mathematical models indispensables for theoretical consideration of the models, after wards recurrent expressions to the computation of the Legandres functions high degree and order, and mentioned GGM and practically are applied on the territory of the wider region of the town Belgrade.
AB  - U postupku određivanja funkcionala anomalijskog potencijala, u okviru remove-restore metode prvi korak predstavlja eliminacija dugotalasnih karakteristika funkcionala primenom koeficijenata sferno-harmonijskog razvoja potencijala sile Zemljine teže odnosno, primenom globalnog geopotencijalnog modela (GGM). U poslednje dve decenije razvijeni su GGM visokog stepena i reda, odnosno stepena i reda 360, kao što su modeli OSU91 (Ohio States University) i EGM96 (Earth Gravity Models). Njihova primena obezbeđuje ocenu dugotalasne karakteristike funkcionala anomalijskog potencijala sa tačnošću koja je u slučaju anomalijskih visina sigurno ispod 1m. U ovom radu prikazani su matematički modeli neophodni za teorijsko razmatranje modela, zatim rekurzioni izrazi za računanje Ležandrovih funkcija visokog stepena i reda, a pomenuti GGM i praktično su primenjeni za teritoriju šireg područja grada Beograda.
