AB  - Global Navigation Satellite System Reflectometry (GNSS-R) is a promising technology with a huge potential. Naming just few most interesting applications, remote sensing of the sea surface roughness and salinity, snow structures, and sea-ice characterization, we can realize the importance of GNSS-R. Due to a variety of possible platforms (satellites, aircrafts, helicopters, etc.) different resolutions are available for the final users, which imply, also, different scopes of the accuracy. In this paper we are testing the resolution and accuracy of a water surface level obtained by GNSS-R. We utilizied a platform set to a pedestrian bridge, with two GNSS receivers. One of them is attached to the upper side of the platform, while the other is placed upside-down, directing to the water mirror. The upper GNSS will receive only the direct signals from the satellites, while the latter one will create its position only according to the „false“ measurements, meaning the signals reflected from the water. Knowing the mutual positional relation between the two receivers, we can calculate the height of the water mirror and, after longer measuring sessions, monitor the change of the river level.

A simplified procedure of metrological testing of the terrestrial laser scanners

AB  - This paper presents a simplified test procedure of the terrestrial laser scanners (TLS) accuracy investigation by the general criteria of the ISO17123 standard. The proposed procedure covers investigation, analysis and accuracy estimation of the TLS system in the controlled environmental conditions. This procedure is mainly developed based on the model of a system calibration and network design procedures. Metrological Laboratory of the Faculty of Civil Engineering in Belgrade is customized for TLS testing. The accuracy investigation of a commercial TLS has been performed. The accuracy of the resulted point cloud, which is indirectly represented by the coordinates of the acquired control points, is determined. Beside the analysis of the residuals of the 3D spatial transformation, the analysis of the true and the measured distance differences is also performed. The results show that these two approaches give the statistically same uncertainty indicators. Precision of the target recognition and influence of the unlevelled point cloud to the TLS centering error is also analyzed. Normality tests are used to determine whether a data set is well modeled by a normal distribution or not before testing of hypothesis for the variances. By varying the number of the control and check points it is shown that increasing the number of the control points more than three well distributed is not relevant for significantly higher transformation accuracy. On the basis of the conducted spherical orientation analyzes it can be concluded that the global orientation of the error vectors follows the laser beam direction due to relatively short distances. The most important result related to investigated TLS is that this particular sensor must be used only by indirect georeferencing experiment design.

AB  - Surveying instruments have to meet certain specifications in order to provide the necessary accuracy standards for a certain application. The main purpose of testing a used terrestrial laser scanner (TLS) is does an instrument still meets factory accuracy standards or not. This paper outlines the procedures for the investigation of the TLS accuracy in laboratory conditions without high expensive equipment e.g. a calibration track line and a laser interferometer. The test field contains control targets and observation pillars. 3D position of the pillars and the targets are derived from an adjustment of highly precise measurements and they are considered as a true standard compared with the scanned data. A proper statistical model of the data analysis is proposed. In addition to the theoretic model, a particular sample of the highly precise TLS measurements is analyzed.

Optimum Resolution and Size of DTM during Modelling Topographic Effect

AB  - Modelling the effects of topographic masses which bear local changes of the gravity field is exceptionally important in the contemporary scientific and practical implementations. The topography effect in this paper is analysed by the digital terrain model of the Republic of Serbia, developed on the basis of the topographic map at the scale of 1:25 000 and by the hypothesis on the equal density of surface layers of the Earth crust. The shortwave characteristic as an impact of the local topography was analysed in parts with different topography for the region of Belgrade and Pal-clan. The gravity field parameters were determined in points of the reference GPS network of the Republic of Serbia and points of the Paracin basis, with the purpose of comparing gravimetric vertical deflections with astro-geodetic vertical deflections.

AB  - Сажетак: Мрежа перманентних станица у Републици Србији је успостављена крајем 2005. године када је и почела да се користи за комерцијалне сврхе. Мрежа је примарно развијена као подршка корисницима у премеру, али такође и као подршка за решавање задатака у области инжењерских радова, развијања геодетских мрежа и навигацији. Због тога и у зависности од захтеване тачности, мрежа је тако замишљена да има три корисничка сервиса. За текуће комерцијалне захтеве, углавном за премер, најчешће је коришћен RTK сервис мреже. Из тог разлога тестирали смо тачност RTK сервиса. Такође, утврдили смо да ли је ова подршка сервиса у складу са пројектованом тачношћу. У ту сврху изведена су експериментална мерења на тачкама са већ познатим координатама и извршена је детаљна анализа добијених резултата. Закључак изведеног експеримента је да RTK сервис мреже перманентних станица пружа тачност координата новоуспостављених тачака у границама од 2-3 cm што је и предвиђено генералним дизајном мреже. Abstract. The permanent station network in the Republic of Serbia was established towards the end of 2005. when it started to be used for commercial purposes. The network was primarily developed as a support to users in surveying, but also as a support for solving problems in the field of engineering works, developing geodetic networks and navigation. Consequently and depending on the required accuracy, the network was conceived to have three customer services. For the current commercial purposes, the RTK service of the network has been most commonly used, mainly for surveying. Therefore, we have tested the accuracy of RTK service. Also we have established whether this service has been realised in compliance with the projected accuracy. For that purpose, experimental measuring has been conducted on the points with already known coordinates and a detailed analysis of the obtained results has been carried out. The conclusion of the conducted experiment is that the RTK service of the permanent station network provides accuracy of coordinates of newly established points within the margins of 2-3 cm, which has been foreseen by the general design of the network.

abstract = "Сажетак: Мрежа перманентних станица у Републици Србији је успостављена крајем 2005. године када је и почела да се користи за комерцијалне сврхе. Мрежа је примарно развијена као подршка корисницима у премеру, али такође и као подршка за решавање задатака у области инжењерских радова, развијања геодетских мрежа и навигацији. Због тога и у зависности од захтеване тачности, мрежа је тако замишљена да има три корисничка сервиса. За текуће комерцијалне захтеве, углавном за премер, најчешће је коришћен RTK сервис мреже. Из тог разлога тестирали смо тачност RTK сервиса. Такође, утврдили смо да ли је ова подршка сервиса у складу са пројектованом тачношћу. У ту сврху изведена су експериментална мерења на тачкама са већ познатим координатама и извршена је детаљна анализа добијених резултата. Закључак изведеног експеримента је да RTK сервис мреже перманентних станица пружа тачност координата новоуспостављених тачака у границама од 2-3 cm што је и предвиђено генералним дизајном мреже. Abstract. The permanent station network in the Republic of Serbia was established towards the end of 2005. when it started to be used for commercial purposes. The network was primarily developed as a support to users in surveying, but also as a support for solving problems in the field of engineering works, developing geodetic networks and navigation. Consequently and depending on the required accuracy, the network was conceived to have three customer services. For the current commercial purposes, the RTK service of the network has been most commonly used, mainly for surveying. Therefore, we have tested the accuracy of RTK service. Also we have established whether this service has been realised in compliance with the projected accuracy. For that purpose, experimental measuring has been conducted on the points with already known coordinates and a detailed analysis of the obtained results has been carried out. The conclusion of the conducted experiment is that the RTK service of the permanent station network provides accuracy of coordinates of newly established points within the margins of 2-3 cm, which has been foreseen by the general design of the network.",

AB  - Periodic tests of quartz oscillators incorporated in GPS receivers in Serbia are performed in accredited metrological laboratories by the procedure adopted in metrological laboratory ML160. However, receivers of Serbian permanent stations network (AGROS) are permanently mounted on the top of roofs of local cadastral offices, spread along territory of Serbia. They cannot be taken to a metrological laboratory for calibration because of need for constant work. A method for testing their oscillator stability is presented in this paper.

AB  - Astro-geodetic determinations of vertical deflections in Serbia began during the first years of 20th century. The first field works were led by S. Boskovic. After the 2nd World War, Military Geographic Institute, Department of Geodesy from the Faculty of Civil Engineering, and Federal Geodetic Directorate continued the determinations, needed for reductions of terrestrial geodetic measurements and the astro-geodetic geoid determination. Last years improvements of the astro-geodetic methods are carried out in the area of implementing modern measurement equipment and technologies.

Изведен је експеримент репродукције секундарног стандарда ML160 на радне стандарде упоређењем 1PPS (pulse-per-second) сигнала и дата је препорука успостављања мерне следивости у Републици Србији.
Abstract. A traceability chain of Global positioning system (GPS) measurements to Serbian national standard UTC(ZMDM) is presented in the paper. An experiment on reproducing the secondary standard ML160 to working standards by comparing one pulse-per-second (1PPS) signals is performed and a recommendation on establishing measurement traceability in the Republic of Serbia is given.

profesionalna CCD kamera za registraciju snimka neba u okolini zenita,

posebno konstruisani sistem za održavanje vremena, baziran na GPS kontroleru,
•
prenosni račimar za upravljanje kamerom i snimcima i
•
prenosni računar sa instaliranim upravljačkim programom za održavanje vremena.
Implementacijom heterogenih savremenih mernih uređaja u sistem i njihovom softverskom integracijom omogućiće se obrada rezultata merenja neposredno po završetku merne sesije, čime se značajno ubrzava postupak određivanja komponenti vertikalskih otklona. Glavni doprinos metode je u potpunom isključenju opažačke greške iz procesa merenja.
AB  - The measuring system, developed within this dissertation, is dedicated to fast and efhciant performing of astro-geodetic determinations. It consists of the following components:
•
an optical instrument for precise determination of the local vertical tangent (zenitlot),
•
professional CCD camera for aquiring a sky picture near zenith,
•
specially contructed system for time-keeping purposes, based on a GPS controller,
•
a laptop for maintaining the camera, and
•
a laptop with a driver program for time registration.
Measured data can be processed soon after a measuring session, by assembling heterogenous advanced measuring devices into a system, as well as a special software integration. This will speed up the procedure of vertical deflection components determination. The main contribution of the method is the elimination of the observer error from the measuring process.
