AB  - U radu je prikazana analiza stabilnosti geodetske 2D mreže brane „Lipovica“ primenom Karlsrue
metode deformacione analize. U prvom delu rada, data je uopštena klasifikacija deformacionih modela koji se koriste prilikom realizacije geodetskog osmatranja. Posebno poglavlje posvećeno je opisu same Karlsrue metode, njenom algoritmu kao i načinu primene. Efikasnost metode je zasebno razmatrana na praktičnom primeru geodetske 2D mreže brane „Lipovica“ čiji su podaci kontrolne ephe simulirani. Ovom analizom utvrđena je saglasnost između simuliranih vrednosti pomeranja sa vrednostima koje su otkrivene Karlsrue metodom, pri čemu su u radu dostupni svi ulazni podaci neophodni za ponavljanje postupka.

AB  - in contemporary geodetic works, data obtained by different measurement technologies are often utilized. The numerous research of photogrammetric method accuracy implicates a need for further research. In this paper the authors have presented results of the performed research of coordinates accuracy obtained by aero photogrammetric method based on a case study of the industrial zone in Požega. A sample for the research was a difference of coordinates obtained by the aero photogrammetric and GNSS methods of 30 ground control points. The research was performed by statistical methods which are commonly utilized in geodesy. Obtained results justified this research even performed on the relatively small size of samples. Obtained accuracy is of the centimetre order which could be considered as a very good result related to research in contemporary literature.

Capturing dam geometry by Lidar and multibeam technology for visualization of structural deformations - Case study Dam Bečej

AB  - Bečej Dam is a concrete dam on the Tisa River, which has been monitored since the 1980s through the monitoring of point-mark position vector changes on the dam body in 2D and 1D coordinate system. Conventional geodetic measurements are applied, and displacement vectors of point-mark  are determined by the congruence method over a long period of time. The network of geodetic points that defines the local coordinate system has been designed and realized. This paper will present the results of the 2019 measurements. The following measurements have been performed in the geodetic network:  GPS measurements for vectors, measurements of lengths and  angles, and measurements of  the height differences. A complete scaning of the broader dam body area and all access facilities, reservoir and its bottom was performed using the Lidar and multibeam technology. The visualization of the dam body and reservoir lake were presented in a 3D model, based on the Lidar and multibeam technology results. Displacement vectors of point-mark are shown in the 3D model created. 
The example of the Bečej dam demonstrates the capabilities of modern Lidar and multibeam technology, the creation and visualization of 3D object models and the presentation of all potential geometry changes that are important for the safe maintenance and management of the feature.

Illegal construction - individual benefit and immeasurable social damage

AB  - The paper will analyze the phenomenon of illegal construction in the Republic of Serbia, its emergence as a social phenomenon, an attempt to suppress and evident escalation lately. Legal solutions will be analyzed and their contribution to the suppression of illegal construction will be valued. The emphasis will be given to the current situation and the assessment of the future effects of the immeasurable social damage caused by illegal construction on the entire spatial environment and the living environment. The paper will illustrate several case studies that represent different levels of illegality, from the construction of objects in protected nature reserves or zones in which they should never have been built, from the disrespect procedure's of the received valid technical documentation, to the exceeding of the dimensions of the facilities in position and height, of which each individual case presents illegal construction with different negative impacts on the environment.

AB  - In order to raise primary agricultural production to an economically viable level, the Republic
of Serbia adopted the number of documents, strategies and laws regulating important
issues related to agriculture and rural areas. This documentation would create conditions for
achieving the economic, ecological and social goals of sustainable development adopted by the
United Nations for the period 2015–2030. When it comes to the development of rural areas of
Serbia, the main goals would be to: 1/ stop the migration of the rural population by creating the
prerequisites for the modernization of primary agricultural production to increase the production
of health-safe and functional food in areas where sustainable and organic agriculture can be
organized 2/ production of health-safe and functional organic food. The holders of these projects,
with the help of scientists from the Faculty of Agriculture in Zemun, increased the volume of
primary plant and animal production on surfaces that were neglicted for many years and covered
with perennial weeds.

AB  - The historical development of the real estate market in the Balkans is interesting from several aspects especially in the post-socialist period after the change of the political system and the abandonment of the socialism policy and the transition to a model of a market economy. The collapse of a dominant market with the prevailing social capital followed, new states were formed with new legal frameworks and began the development of institutions as the instruments of the real estate market. All this was followed the training of new staff and the introduction of certification and licensing instruments for professional real estate appraisers.The demands of the market are changing - instead of the typical socialist construction of buildings, a new modern way of constructing buildings is becoming prevalent. The newly formed Balkan countries make efforts to curb illegal construction by creating the institutional framework of a modern market economy, where investment in real estate as a form of capital has become more attractive and less risky for investors. The adoption of laws and by-laws in the field of spatial planning, real estate cadastre, real estate transactions, tax policy, and loan banking policy reversed the situation in the real estate market. The institutional framework has facilitated the development, increased security and created an environment that will speed up transaction procedures and help build an efficient real estate management system in the newly formed Balkan countries.

abstract = "The historical development of the real estate market in the Balkans is interesting from several aspects especially in the post-socialist period after the change of the political system and the abandonment of the socialism policy and the transition to a model of a market economy. The collapse of a dominant market with the prevailing social capital followed, new states were formed with new legal frameworks and began the development of institutions as the instruments of the real estate market. All this was followed the training of new staff and the introduction of certification and licensing instruments for professional real estate appraisers.The demands of the market are changing - instead of the typical socialist construction of buildings, a new modern way of constructing buildings is becoming prevalent. The newly formed Balkan countries make efforts to curb illegal construction by creating the institutional framework of a modern market economy, where investment in real estate as a form of capital has become more attractive and less risky for investors. The adoption of laws and by-laws in the field of spatial planning, real estate cadastre, real estate transactions, tax policy, and loan banking policy reversed the situation in the real estate market. The institutional framework has facilitated the development, increased security and created an environment that will speed up transaction procedures and help build an efficient real estate management system in the newly formed Balkan countries.",

AB  - Maize genotypes have varied reactions in different localities, years, treatments or the combination of these factors, due to genotype x year interaction. The objective of this study was to estimate genotype by locality, by year, by treatments (GxLxYxT) interaction using AMMI model, to identify maize genotypes with stable and high yield performance in different growing seasons. The trials with seven maize lines/genotypes were conducted during two years (2010-2011) at the four treatments and two locations: Pancevo and Zemun Polje. The results showed that the influence of: genotype (G), locality (L), treatment (T) and GxL, GxT, YxL, YxT, LXT, GxYxT, GxLxT, YxLxT, GxYxLxT interaction, on maize yield were significant (p  lt 0.01). The share of genotype for maize grain yield in the total phenotypic variance was 21.16%, the aggregate share of the years and the locality was 6.10%, the treatment was 18.22%, and the total interaction was 54.52%. The AMMI analysis of the main components of IPCA1 and IPCA2 for the interaction of GxL and GxT shows that the first major component, IPCA1, comprises 100% of the sum of the squared interaction GxL and showed a statistically significant effect. The results also show that the sums of the squares of the first and second major components (PC1 and PC2) constitute 100% of the sum of the squared interaction GxL. The IPCA1 share in the GxT interaction was 47.39% and the IPC2 was 37.94%. IPC1 and IPC2 for this interaction was 85.33%. A high level of IPC2 indicates a significant treatment effect. The results of AMI analysis show that there is a significant difference between the genotype reactions to different ecological conditions for investigated factors. It also provided better insight in specific association between maize grain yield, locality, treatment and meteorological variables. Among the tested maize lines/genotypes, L-5, L-4 and L-6 could be separated as highest yielding genotypes, however L-5 could be recommended for further breeding program and in large-scale seed production due to its stable and high yielding performance.

Layer-specific spatial prediction of As concentration in copper smelter vicinity considering the terrain exposure

AB  - Prevailing climatic conditions and local topography can be classified as the most influential environmental factors that affect the spatial dispersion of pollutants emanating from industrial sources. In this study, the combined effects of these factors were considered with respect to terrain exposure in order to explain the complex, spatial trend of Arsenic (As) concentration that was atmospherically-deposited from one of the largest Copper Mining and Smelting Complexes in Europe, Bor in Serbia. Several exposure parameters were created and employed as spatial covariates within the so-called "Spline-Then-Krige" approach for producing maps of As concentration at three standard soil depth layers (0-5 cm, 5-15 cm and 15-30 cm). The exposure parameters were created to quantify two different aspects of terrain exposure: Geometrical (Proximity) and Topographical exposure. Regression analysis confirmed the presence of a significant statistical association between the As data and all exposure parameters. The trend model showed good overall accuracy explaining 52% of the variance in As data for the surface soil layer, 49% for the middle layer and 35% for the deepest layer. Relative importance analysis revealed the importance of considering a more general model that includes interactions between exposure parameters. The kriging interpolation improved, to some extent, the regression accuracy for all three layers with R-2 values ranging from 55% for the surface layer to the 36% for the deepest soil layer. The prediction maps show that As contamination levels are well above allowable Serbian agricultural concentration limits (As lt mg/kg) for approximately 78% of the mapping area, thereby indicating that long term smelting activity leaves significant consequences on soil even on deeper unexposed layers.

AB  - Application of the open source software when resolving geodetic issues provides limitless possibilities. The present paper will showcase a methodology for setting out of engineering projects through a combination of GIS (Geographic Information System) software QGIS and R software environment. The link between QGIS and R had been established using Sextante toolbox, which significantly extends possibilities for a QGIS application, by establishing link to the other 'powerful' tools, such as R. AB  - This paper discusses the development of mortgage loans market in the Republic of Serbia through development of the instruments for provision of legal security of investments - both to creditors and to debtors. It explains the process of establishment of Real Estate Cadastre as a prerequisite for registration of real estate mortgages. Creation of the Central Mortgage Register is an additional service that provides transparency of the procedures and mortgage market development. The entire procedure has been illustrated by the statistical data on the increase of the number of registered mortgages, starting from 1998 through the end of 2011. The impact of the global economic crisis on the moderate decrease of the number of new mortgages in the Republic of Serbia is quite evident.

Control of geometry of engineering facilities by geodetic methods

AB  - In this paper we present a method for control of geometry of engineering facility by geodetic methods. Control of geometry can be performed by location, shape and size and shape only. Paper also presents all necessary surveying work for the successful control of geometry, but testing geometry of figures assumed estimation parameters of figures and application of linear hypothesis for the analysis of deviation from the assumed geometry. The testing procedure is elaborated through detailed examples of a straight line, and possibility of geodetic methods are given through an example of control the geometry of the reservoir for gasoline.
AB  - U ovom radu je prikazan postupak kontrole geometrije inženjerskih objekata geodetskim metodama. Kontrola geometrije se obavlja po položaju, obliku i veličini ili samo obliku ispitivanog objekta. U radu su prikazani svi neophodni geodetski radovi za uspešnu kontrolu geometrije, ali je detaljno obrađeno samo testiranje geometrije, koje podrazumeva ocenjivanje parametara figura primenom linearnih hipoteza za analizu odstupanja od pretpostavljene geometrijske forme objekta. Postupak testiranja je detaljno prikazan kroz primere za pravu liniju, a mogućnosti geodetskih metoda su dati kroz primer kontrole geometrije rezervoara za motorni benzin.

AB  - This article describes the procedure of obtaining variance component estimates with the Minimum Norm Quadratic Unbiased Estimator (MINQUE). Using the examples of simulated measurements, variance components are estimated in geodetic two-dimensional network models. The efficiency of the estimators was tested using simulated data in three different structures of variance component models. Additive, group and mixed models were analyzed using distance and direction measurements, and the efficiency of the estimator was analyzed in all three cases, focusing in particular on the impact of various ratios of the initial variance components and geodetic network characteristics on the variance components estimation.

Modelling behaviour of bridge pylon for test load using regression analysis with linear and non-linear process

AB  - This paper presents the procedure for dynamic system identification regarding behaviour of bridge pylon for test load, and the numeric example had been illustrated by examination of "Sloboda" bridge in Novi Sad. Since pylon shifts, occurred during test load, were long-period in nature, static GPS method had been applied for measurements. To identify dynamic process of the construction, auto-regression model with external input (ARX) had been selected. The process had been approximated as linear and non-linear. Establishing model degree had been performed by autocorrelation function and parameter significance test. It had shown that the shifts of pylon along the longitudinal axis of the bridge, occurring due to the load action, must be described as a result of non-linear process; while shifts, occurring orthogonal to longitudinal axis of the bridge, occurring due to the temperature change, are the result of linear process. Model fitting was also analyzed, observing the pylon as both rigid and deformable body. Higher percentage of fitting (alignment) had been achieved when the construction had been viewed as a deformable body.

AB  - The new position of the Kolubara river has been finished since 19.09.2007. Starting from that time, new works are oriented through finishing activities regarding to the new river flow. This article presents the geodetic methods of deformation analysis and explains the activities and contents of the new design of geodetic work which aims to monitoring of horizontal deplacement of the terrain around the area of the new river banks.
AB  - Osnovno korito novog toka Kolubare je završeno i u funkciji je od 19.09.2007. godine. Od dana usmeravanja toka u novoizgrađeno korito Kolubare, odvijaju se radovi na završetku regulacionih i zaptivnih radova i redovno kontrolišu efekti novog rešenja. Ovaj rad se bavi primenom geodetskih metoda merenja u praćenja pomeranja terena u zoni objekta. S obzirom na odluku rukovodstva površinskog kopa Kolubara da se buduća geodetska osmatranja moraju realizovati po unapred predviđenom planu opažanja i metodologiji, urađen je Glavni projekat geodetskog osmatranja u vertikalnoj i horizotalnoj ravni. Rad daje pregled dela Glavnog projekta koji se odnosi na definisanje postupaka i procedura u okviru geodetskog osmatranja horizontalnih pomeranja terena u zoni novog korita.

AB  - The paper contains the analysis of the market conditions for the development of the private geodetic practice in the Republic of Serbia following the latest legislative amendments adopted in 2002. The analysis was done based on the results of the research poll conducted in the period June-September 2008. The poll focused on the research of the level of development of the geodetic services market, development and growth and capital of the newly formed geodetic companies and shops, staffing and needs for newly educated geodetic professionals and other relevant parameters.
AB  - U radu su analizirani tržišni uslovi za razvoj privatne geodetske prakse u Republici Srbiji nakon poslednjih zakonskih izmena iz 2002. godine. Analiza je urađena na bazi rezultata sprovedene ankete u periodu od juna do septembra 2008. godine. Anketom je istraživan stepen razvoja tržišta geodetskih poslova, razvoj i rast kapitala novostvorenih geodetskih preduzeća i radnji, popunjenost i potreba za novim geodetskim kadrovima i drugi relevantni parametri.

Permanent professional education of surveyors in Serbia

AB  - The last decade starting from 2000 was marked by essential changes in Serbia and it is reasonable to call it as a period of transition. Though the content of surveying curricula vary between countries, some trends can be identified. Those are: it moves towards managerial issues, application of interdisciplinary problem solving skills and increased use of project-based education, skills for teamwork, cooperation and communication are developed. Also, Web-based learning becomes an integrated tool for course delivery.
AB  - Poslednje godine, naročito počev od 2000. godine obeležene su esencijalnim promenama u Srbiji i s razlogom se mogu nazvati periodom tranzicije. Promene nisu zaobišle ni oblast obrazovanja, kako po sadržaju tako i po formi. Iako se sadržaji geodetskog obrazovanja razlikuju od države do države, neki trendovi se mogu identifikovati. Trendovi su: jačanje menadžerske komponente, multidisciplinarni pristup pri rešavanju problema, projektno orijentisana edukacija, permanentno obrazovanje, razvoj saradnje i komunikacije u timskom okruženju. Istovremeno, virtualna akademija, kao trend modernog vremena postaje sastavni deo obrazovanja geodetskog kadra u svetu.
