AB  - Transport management is one of the most important logistical tasks, and the designing the optimal transport routes plays a major role in that process. Vehicle routing is primarily of interest to companies that organize the transportation of goods to end users, with the aim of minimizing the total cost of the routes. Being a well-known NP-hard problem, the theoretical background of the vehicle routing problem has been researched for many years and it has been the basis for the development of a large number of commercial software. However, affordable software solutions are lacking. Difficult access to high quality and reliable spatial data related to the road network is also a limitation. This paper discusses the possibilities of applying open-source software for solving the VRP. Open spatial data from a collaborative project of the virtual community was used as the basis for modeling the road network graph. The experiment was carried out on data on vehicles and customers of a certain retail chain and refers to the territory of Serbia.

AB  - Airborne Laser Scanning (ALS) is one of the most popular and cost-effective approaches for collecting Digital Elevation Model (DEM) data. This especially applies to large areas, forested areas, areas with dense vegetation and urban environments. The ALS results in a vast amount of data in the form of point clouds. Successful use of such data requires applying semi-automatic and automatic approaches to classify points according to which objects or phenomena it represents. LAStools software package represents a set of highly efficient tools for processing ALS data. Through this study, the functionality of the LAStools software package for DEM generation has
been analyzed. The proposed procedure for generating DEM products from ALS point cloud with LAStools has been determined and presented. The study also focuses on the important parameters of each tool in the proposed DEM procedure, with a special focus on advantages and disadvantages, possibilities and limitations.

AB  - Potrebe za kvalitetnim podacima kvantitativnih i kvalitativnih karakteristika šuma se povećavaju kako je pritisak na ovaj prirodni resurs sve veći. Podaci satelitskog osmatranja Zemlje su se pokazali kao pogodna alternativa terenskim metodama za prikupljanje informacija o šumama. Osnovni ciljevi istraživanja u okviru ove disertacije su analiza, razvoj i unapređenje metodologije za kartiranje tipova šumske vegetacije na osnovu podataka satelitskog osmatranja Zemlje. Predložena metodologija se u osnovi oslanja na izdvajanje tematskih informacija iz satelitskih snimaka primenom nadziranih neparametarskih metoda klasifikacije, posebno tehnika mašinskog učenja. Istraživanje obuhvata utvrđivanje primenljivosti različitih tehnika mašinskog učenja (stabla odlučivanja, slučajne šume i gradijentnog pojačavanja) za kartiranje tipova šumske vegetacije, analizu različitih reprezentacija podataka radi naglašavanja prostornih i vremenskih aspekata u klasifikacionom modelu, kao i primenu tehnika za kreiranje optimalnog balansiranog skupa podataka i izbora atributa od značaja za kvalitetno kartiranje šumske vegetacije. Razvoj i testiranje predložene metodologije je izvršeno identifikacijom osam tipova šumske vegetacije na području Republike Srbije. Korišćeni su podaci satelitske misije Sentinel-2 iz 2019. godine u kombinaciji sa dodatnim izvorima podataka. Rezultati sprovedenih eksperimenata se podudaraju sa rezultatima sličnih istraživanja zasnovanih na optičkim satelitskim opažanjima visoke prostorne rezolucije. Na osnovu sprovedenih eksperimenata je zaključeno da je predložena metodologija primenljiva za kartiranje tipova šumske vegetacije u Srbiji. Iako je testiranje izvršeno na teritoriji Srbije, metodologija ima značajan potencijal da se primeni i na drugim područjima uz prilagođavanje klasifikacione šeme i dopune podataka za treniranje modela. Takođe, može se smatrati da je predložena metodologija opšteg tipa, tj. ona može biti relativno jednostavno prilagođena i drugim klasifikacionim problemima. Dodatna istraživanja su predviđena u budućnosti kako bi se ispitale prethodne pretpostavke.
AB  - The necessity for quality data on quantitative and qualitative characteristics of forests is increasing as the pressure on this natural resource rises. Satellite Earth observation data has proven to be a suitable alternative to field methods when it comes to collecting information about forests. The main goals of the research within this dissertation are the analysis, development and improvement of the methodology for mapping forest vegetation types using satellite Earth observation data. The proposed methodology relies on the extraction of thematic information from satellite imagery using supervised non-parametric classification methods, especially machine learning techniques. The research includes determining the applicability of different machine learning techniques (decision tree, random forest and gradient boosting) for mapping forest vegetation types, analysis of different data representations for emphasizing spatial and temporal aspects in the classification model, and applying techniques to create optimal balanced datasets and to determine optimal features for quality mapping of forest vegetation. The development and testing of the proposed methodology were performed by identifying eight forest vegetation types in the Republic of Serbia. Sentinel-2 satellite imagery from the 2019 was used in combination with additional data sources. The results of the conducted experiments match the results of similar studies which were based on high-resolution optical satellite imagery. In accordance with the conducted experiments, it can be concluded that the proposed methodology is applicable for mapping forest vegetation types in Serbia. While the testing was performed on the territory of Serbia, the methodology has significant potential to be applied in other regions as well, with the adjustment of the classification scheme and the additional data for model training. Also, the proposed methodology can be considered to be of a generic type, since it can be relatively easily adapted to other classification problems. Additional research is planned in the future to test these assumptions.

AB  - Predmet proučavanje u ovom radu je prikaz metodologije procene vrednosti zemljišta u postupku urbane komasacije. Urbana komasacija je instrument koji se već duže vreme koristi u mnogim zemljama Evrope i sveta u cilju urbanističkog uređenja i sprovođenja urbanističkih planova. U Srbiji, urbana komasacija predstavlja novi instrument koji potencijalno može značajno doprineti rešavanju nagomilanih problema u oblasti uređenja naselja. Urbanom komasacijom omogućava se smišljeno, svrsishodno i ekonomski opravdano urbanističko planiranje uz pravedno usklađivanje privatnog i javnog interesa. U procesu urbane komasacije dolazi do povećanja tržišne vrednosti zemljišta zahvaljujući oblikovanju građevinskih parcela i izdvajanju zemljišta za javne namene. Zemljište koje se koristilo na drugi način (najčešće poljoprivredno, šumsko, industrijsko itd.) preoblikuje se u građevinske parcele namenjene za izgradnju u skladu sa urbanističkim planom. Da bi se utvrdilo koliko je to povećanje i da bi se na pravedan i transparentan način sprovela raspodela parcela neophodno je izvršiti procenu vrednosti zemljišta pre i nakon komasacije. Predmet ovog rada je upravo rešavanje problema procene zemljišta kako sa stručnog tako i sa organizacionog aspekta, budući da je urbana komasacija kompleksan process koji se sastoji iz više uzajamno povezanih faza radova.

AB  - Imperial hegemony established by the Habsburg Monarchy relied upon proper mapping during its conquests. The need for the development of geodesy and establishing reference frames was important. Until the end of the First World War, Vojvodina belonged to the Austrian-Hungarian Empire, so all of its surveys were carried out as part of many organized land surveys in the Monarchy. Today, more than 100 years after Vojvodina became the Autonomous Province of Serbia, the network developed by the Monarchy and cadastral plans from that period are still in use. In this paper, in addition to a historical overview of military and cadastral surveys in Vojvodina, we will show data that have historical significance and are available on the Internet and in historical archives. We will also emphasize how the maps available in historical archives of the neighbouring countries could have been used to set up Serbian national spatial data infrastructure.

A Later Onset of the Rainy Season in California

Previous studies have examined the timing of the seasonal cycle shifts mainly as temperature driven earlier onset of the spring season. In this paper, we address quantitative changes in the onset, amounts, and termination of the precipitation season over the past 6 decades, as well as the large‐scale atmospheric circulation underpinning the seasonal cycle changes. We discover that the onset of the rainy season has been progressively delayed since the 1960s, and as a result the precipitation season has become shorter and sharper in California. The progressively later onset of the rainy season is shown to be related to the summer circulation pattern extending into autumn across the North Pacific, in particular, a delay in the strengthening of the Aleutian Low and later southward displacement of the North Pacific westerlies.

AB  - The paper describes the optimal model for coordinate transformation between ETRS89 and old national reference system in the Republic of Srpska. The Helmert`s parameters were estimated, based on a set of 1 741 common points. The average magnitude of residuals was 0.3 m per coordinate and the residual vectors were homogeneous at the local level. The basic model was complemented by a corrections grid that uses bilinear interpolation. The accuracy of the transformed horizontal positions obtained by this model is about 10 cm. In this way, a link between the ETRS89 and local reference system has been established on the overall territory of the Republic of Srpska.

AB  - The inventory of woody vegetation is of great importance for good forest management. Advancements of remote sensing techniques have provided excellent tools for such purposes, reducing the required amount of time and labor, yet with high accuracy and the information richness. Sentinel-2 is one of the relatively new satellite missions, whose 13 spectral bands and short revisit time proved to be very useful when it comes to forest monitoring. In this study, the novel spatio-temporal classification framework for mapping woody vegetation from Sentinel-2 multitemporal data has been proposed. The used framework is based on the probability random forest classification, where temporal information is explicitly defined in the model. Because of this, several predictions are made for each pixel of the study area, which allow for specific spatio-temporal aggregation to be performed. The proposed methodology has been successfully applied for mapping eight potential forest and shrubby vegetation types over the study area of Serbia. Several spatio-temporal aggregation approaches have been tested, divided into two main groups: pixel-based and neighborhood-based. The validation metrics show that determining the most common vegetation type classes in the neighborhood of 5 × 5 pixels provides the best results. The overall accuracy and kappa coefficient obtained from five-fold cross validation of the results are 82.97% and 0.75, respectively. The corresponding producer’s accuracies range from 36.74% to 97.99% and user’s accuracies range from 46.31% to 98.43%. The proposed methodology proved to be applicable for mapping woody vegetation in Serbia and shows a potential to be implemented in other areas as well. Further testing is necessary to confirm such assumptions.

In addition to the quality evaluation, we tailored the models by using more than 80000 free air anomalies. The results obtained from the evaluation and tailoring indicate that by using the GOCO05c it is possible to determine a set of anomaly heights across Serbia, which are in agreement with terrestrial values with an average value of -7 cm, the standard deviation of ±9 cm and with the range of 44 cm.
AB  - У оквиру рада оцењен је квалитет три глобална гепотенцијална модела: EGM96, EGM2008 и GOCO05s. Квалитет модела је тестиран коришћењем 1001 условно тачних вредности
дискретних вредности аномалија висина које су претходно одређене применом (комбиновањем) Глобалних навигационих сателитских система и нормалних висина. Поред
наведеног, модели су и прилагођени територији Србије коришћењем више од 80000 аномалија слободног ваздуха. Резултати добијени из наведених одређивања указују да се
применом модела GOCO05c могу одредити аномалије висина на територији Србије које
апроксимирају терестрички одређене аномалије висина са средњом вредношћу од -7 cm,
стандардном девијацијом од ±9 cm и то у оквиру распона од 44 cm.

AB  - Терестричко ласерско скенирање (ТЛС) представља методу брзог прикупљања велике количине података у виду „облака тачака“ који нам касније представља основу за приказивање реалног стања „објекта“ у виду тродимензионалног модела и вршење разних анализа над њим. Перманентни развој технологије, хардвера и софтвера у претходних 10-ак година је у великој мери утицао на експанизију методе ТЛС-а, и на квалитет података који добијамо као резултат њене примене. Методу ТЛС-а можемо декларисати као једну од „најмлађих“ метода која се користи у геодезији, грађевинарству, архитектури, просторном планнирању и др. Међутим, методи ТЛС-а недостају јасно дефинисане и стандардизоване теренске процедуре као и методе испитивања и еталонирања инструмената и прибора који се користи. Такође, још увек не постоји међународни стандард који би унифицирао декларисање карактеристика инструмената од стране произвођача. 
У овом раду је дат преглед свих процеса и прорачуна у циљу успостављања метролошког полигона за потребе еталонирања терестричко ласерских скенера. Приказана је и анализа података прикупљених приликом еталонирања три модела терестричко ласерских скенера.

AB  - We investigate the influence of the perturbed (by a solar X-ray flare) ionospheric D-region on the GNSS and SAR signals. We calculate a signal delay in the D-region based on the low ionospheric monitoring by very low frequency (VLF) radio waves. Results show that the ionospheric delay in the perturbed D-region can be important and, therefore, should be taken into account in modeling the ionospheric influence on the GNSS and SAR signal propagation and in calculations relevant for space geodesy. This conclusion is significant because numerous existing models ignore the
impact of this ionospheric part on the GNSS and SAR signals due to its small electron density which is true only in quiet conditions and can result in significant errors in space geodesy during intensive ionospheric disturbances.

Spatial Accessibility Analysis of Health Care Facilities in Serbia

AB  - One of the dimensions describing accessibility to health services is its spatial component. This paper presents the methodology of using GIS technologies for the analysis of existing locations of health institutions in Serbia. The methodology includes determining the coordinates of hospitals using the geotagging, on the basis of which isochrons are created with 10 minutes time interval. For that purpose, the road network and functionalities provided by HERE Maps and its APIs are used. This service is selected since it offers high quality and complete data related to the network of roads in the territory of interest. Taking demographic data into account, the goal is to examine the impact that the distribution of institutions has on the population, first of all as the percentage of the population living at a certain distance from the nearest institution. The obtained results can be significant for future development, as critical spots with poor accessibility can be identified. These locations are suitable for the construction of new health care facilities.
AB  - Jedna od dimenzija koje opisuju pristupačnost zdravstvenim uslugama jeste prostorna komponenta. U ovom radu je predstavljena metodologija korišćenja GIS tehnologija za potrebe analize postojećih lokacija zdravstvenih ustanova u Srbiji. Metodologija obuhvata određivanje koordinata bolnica u postupku geotagovanja, na osnovu kojih se kreiraju izohrone s vremenskim intervalom od 10 minuta. Tom prilikom se koriste putna mreža i funkcionalnosti koje pruža HERE Maps u okviru svojih API-ja. Ovaj servis je odabran zato što nudi kvalitetne i kompletne podatke koji se odnose na mrežu saobraćajnica teritorije od interesa. Uzimajući u obzir demografske podatke, cilj je sagledavanje uticaja rasporeda ovih ustanova na stanovništvo, najpre u pogledu procenta stanovništva koji živi na određenoj udaljenosti od najbliže ustanove. Dobijeni rezultati mogu biti značajni za budući razvoj, s obzirom na to da se mogu utvrditi kritična mesta na kojima je pristupačnost loša. Upravo te lokacije jesu pogodne za izgradnju novih zdravstvenih ustanova.

Estimating Market Value of Apartments Using the k-Nearest Neighbors Algorithm

AB  - The market value of apartments is, as the name itself suggests, defined by the sellers and the buyers through supply and demand – elements that collectively make up the market. Observing a large number of factors affecting the price of real estate is not an  easy  job.  Price  formation  depends  on  both  the  characteristics  of  the  apartment  and  the  buyer’s  value-system.  The  basic  question  that  a  rational  customer  asks  himself  is  "why  would  I  pay  a  larger  sum  of  money  for  the  same  or  practically  same  thing  than  what someone else paid for it just recently?". This fact leads to the conclusion that it is necessary  to  know  the  characteristics  and  prices  of  the  real  estates  traded  in  the  near  past and in the close surrounding. A comparative way of customer’s thinking is the basic principle  for  defining  one  such  model.  This  is  a  necessary  but  not  sufficient  condition.  Models  based  on  the  machine  learning  algorithms  (among  them  k-Nearest  Neighbors  algorithm) require having a larger amount of data, so that the made conclusions can be reliable, accurate, and precise.
AB  - Tržišnu vrednost stanova, kao što sama reč govori, definišu prodavci i kupci kroz ponudu i tražnju, koje u osnovi i čine samo tržište. Sagledavanje velikog broja faktora uticaja na cenu nepokretnosti nije nimalo lak posao. Formiranje cena zavisi kako od karakteristika stana, tako i od sistema vrednosti kupaca. „Zašto bih ja za istu ili sličnu stvar platio veći iznos nego što je neko drugi platio u neposrednoj prošlosti“ jeste osnovno pitanje koje racionalan kupac postavlja sebi. Ova činjenica dovodi do zaključka da je potrebno znati karakteristike i cene nepokretnosti koje su oglašene ili prometovane u neposrednoj prošlosti u bliskom okruženju. Komparativni način razmišljanja kupca je osnovni uslov i princip za definisanje jednog ovakvog modela. Ovo je neophodan, ali ne i dovoljan uslov. Modeli bazirani na algoritmima mašinskog učenja, kao što je i k-najbližih suseda, podrazumevaju poznavanje nešto veće količine kvalitetnih podataka, kako bi doneti zaključci bili pouzdani, tačni i precizni.

AB  - This paper is dedicated to modeling extreme TEC (Total Electron Content) values at the territory of Serbia. For the extreme TEC values, we consider the maximum values from the peak of the 11-year cycle of solar activity in the years 2013, 2014 and 2015 for the days of the winter and summer solstice and autumnal and vernal equinox. The average TEC values between 10 and 12 UT (Universal Time) were treated. As the basic data for all processing, we used GNSS (Global Navigation Satellite System) observation obtained by three permanent stations located in the territory of Serbia. Those data, we accept as actual, i. e. as a "true TEC values". The main objectives of this research were to examine the possibility to use two machine learning techniques: neural networks and support vector machine. In order to emphasize the quality of applied techniques, all results are adequately compared to the TEC values obtained by using International Reference Ionosphere global model. In addition, we separately analyzed the quality of techniques throughout temporal and spatial-temporal approach.

Chronology of the development of geodetic reference networks in Serbia

AB  - In this paper, the development of geodetic reference networks in Serbia is shown. This historical summary covers the time from the first organised work in 1855 until today. Special attention has been paid to the establishment of the modern network using Global Navigation Satellite Systems (GNSS). Within the networks established by GNSS, two last realised networks are especially distinguished. The first one is a classic spatial reference network SREF (Serbian Reference Frame) established in 2003, and the second one is a permanent stations network - AGROS (Active Geodetic Reference Network of Serbia) realised in 2006.

AB  - This paper presents the determination of terrain correction by the means of the Digital Density Model (DDM) of topographic masses (Earth's crust mass above the geoid) for the territory of Serbia. The DDM is determined using the Digital Terrain Model (DTM) with the resolution of 30 m, basic geological map of Serbia, and a set of hypotheses on the density of the Earth's crust masses. The assumption that the general lithosphere density over the territory of Serbia ranges between 2200 kg/m(3) and 2800 kg/m(3) was adopted. Terrain correction is determined at 5765 points, with relatively uniform distribution over the territory of Serbia. The calculations had also included comparing the values obtained therein to the terrain corrections obtained when accepting the hypothesis of constant lithosphere density of 2670 kg/m(3) . Results of comparison highlight that the differences of terrain correction values ranging from -1.31 mGal to 0.73 mGal, along with 98 % of differences falling within the range of +/- 0.2 mGal.

AB  - This paper presents the determination of the vertical deflection components using the Global Geopotential Model EGM2008. The components are defined in two groups of points: 4083 points are relatively correctly distributed across the territory of Serbia and 46 Laplas and geoid points defined in Serbia in the past century, from the set of institutions. All presented determinations in this paper are related to the Geodetic Reference System 1980 (GRS80), with the coordinates of all the points used to refer to the International Terrestrial Frame 1996 (ITRF96). Analysis of the results of the determination showed that the EGM2008 can be used to approximate the astrogeodetic determination with the agreement of several arc seconds.
AB  - U okviru rada prikazano je određivanje komponenti odstupanja vertikala primenom Globalnog geopotencijalnog modela EGM2008 (Earth Gravitational Model 2008). Komponente su određene u dve grupe tačaka: 4083 tačke relativno pravilno raspoređene po teritoriji Srbije i 46 Laplasovih i geoidnih tačaka koje su određene u Srbiji u prošlom veku, od stane niza institucija. Sva prikazana određivanja u okviru rada odnose se na Geodetski referentni sistem 1980 (Geodetic Reference System 1980 - GRS80), pri čemu se koordinate svih korišćenih tačaka odnose na Međunarodni referentni okvir za epohu 1996 (International Terestrial Frame 1996 - ITRF96). Analizom rezultata određivanja pokazano je da se EGM2008 može koristiti za aproksimaciju astrogeodetskih određivanja sa saglasnošću od nekoliko lučnih sekundi.

Processing of ALS data using LAStools

AB  - The airborne laser scanning has been proven as very efficient method for collecting the surface data. As ALS collects extremely large amount of data, efficient use of this data involves the use of some semi-automatic or automatic methods. For this purpose, large number of solutions, different in scope, cost and efficiency are available on the market. One of the available solutions is LAStools software package. Focus of this paper is on the functionalities of the LAStools software package, which are tested and assessed through the experiment. The experiment covered creation of standard topographic products from ALS point cloud using LAStools. At the end of this paper, conclusions about the possibilities of the LAStools software package are made, with a special overview of the advantages and disadvantages, the possibilities and shortcomings.
AB  - Laserska metoda snimanja iz vazduha se pokazala kao veoma efikasna za prikupljanje podataka o površi terena. Zbog izuzetno velike količine podataka koja je nastaje avio-laserskim skeniranjem, efikasno korišćenje ovih podataka podrazumeva korišćenje nekih poluautomatskih ili automatskih metoda. Za potrebe obrade podataka laserskog skeniranja na tržištu je na raspolaganju veliki broj rešenja, različitih po mogućnostima, ceni i efikasnosti. Jedno od takvih rešenja predstavlja LAStools softverski paket. Tema ovog rada su funkcionalnosti LAStools softverskog paketa, koje su eksperimentalno ispitane i ocenjene. Eksperiment je podrazumevao kreiranje standardnih topografskih produkata iz avio-oblaka tačaka primenom LAStools-a. Na kraju rada su doneti zaključci o mogućnostima LAStools softverskog paketa, uz poseban osvrt na prednosti i mane, mogućnosti i nedostatke.

Designing optimal transport routes using open-source software

AB  - Vehicle routing plays a major role in the industry, primarily in companies that organize the transport of goods to end-users. The theoretical background of the vehicle routing problem has been known for many years and it has been the basis for developing a lot of commercial software solutions. However, in practice, there is a barrier in the form of the lack of affordable software solutions. The difficult access to quality and reliable spatial data relating to the road network is also a limitation. This paper looks into the possibilities of applying open source software to solve this NP-difficult problem. The free spatial data from OpenStreetMap, a joint project of the virtual community, was used as a basis for modeling the graph of the road network. The experiment was carried out over the data on vehicles and users of the specific retail chain and relates to the territory of Serbia.
AB  - Rutiranje vozila ima veliku ulogu u industriji, prvenstveno u kompanijama koje se bave organizovanjem transporta dobara do krajnjih korisnika. Teorijska pozadina problema rutiranja vozila je već dugi niz godina poznata i na osnovu nje je razvijeno mnoštvo komercijalnih softverskih rešenja. Međutim, u praksi se javlja prepreka u vidu nedostatka pristupačnih softverskih rešenja. Ograničenje predstavlja i otežan pristup kvalitetnim i pouzdanim prostornim podacima koji se odnose na putnu mrežu. U radu su ispitane mogućnosti primene softvera otvorenog koda za rešavanje ovog NP-teškog problema. Kao osnova za modelovanje grafa mreže saobraćajnica, uzeti su slobodni prostorni podaci OpenStreetMapa, udruženog projekta virtualne zajednice. Eksperiment je izvršen nad podacima o vozilima i korisnicima jednog trgovinskog lanca i odnosi se na područje Srbije.

AB  - In this paper, a method of calibration of the levelling rod Carl Zeiss Jena No. 55822 was proposed. Within a method procedures we follow the requirement of the International Standard ISO/IEC 17025: 2005 and all necessary observations were performed in the Metrological Laboratory of Institute of Geodesy and Geoinformatics, Faculty of Civil Engineering, University of Belgrade. In the process of the calibration, we used a laser interferometer Hewlett Packard HP 5528 and specially adapted auxiliary equipment for placing the levelling rod in appropriate horizontal position. In addition to the testing of the quality of the graduation of the levelling rod several other properties were examined in order to adequately check the error budget of its application in future Besides of all mentioned, paper also provides an adequate mathematical model of measurement, including the standard estimations of input observation values as well as a measurement uncertainty. The described calibration procedure can be applied to any linear measurement devices.

Indirect effect of the helmert condensation reduction over the territory of Serbia

AB  - In the process of geoid determination one of the most important problems is to determine the effect of topographic masses. Traditionally, solving that particular problem started with the reduction of gravity on the geoid and subsequent calculations the effects of the reduction on the value of the geoid undulations i.e. calculating the indirect effect of reduction. In this paper a model of the indirect effect of Helmert method of condensation over the territory of Serbia was shown. The model was created on the in 5766 points evenly distributed on the territory of Serbia and with the assumption that the density of topographic masses are constant. In the northern parts of the territory of Serbia, which is covered with flat topographic masses, with a maximum altitude of 90 meters, the intensity of the effect reaches a value of -1 cm. Following the direction from north to the south elevation topographic mass gradually are growing so that the value of the indirect the effect gradually increases. All determinations indicate that indirect effect on Serbian territory does not exceed the value of -0.38 m.

In the northern parts of the territory of Serbia, which is covered with flat topographic masses, with a maximum altitude of 90 meters, the intensity of the effect reaches a value of -1 cm. Following the direction from north to the south elevation topographic mass gradually are growing so that the value of the indirect the effect gradually increases. All determinations indicate that indirect effect on Serbian territory does not exceed the value of -0.38 m.",

AB  - The paper provides overview of research and studies covering implementation and development of the National Spatial Data Infrastructure (NSDI) concept in Serbia. Research had been done in 2011 divided by 2013, with the objective to determine situation in geo-sector and the INSPIRE Directive implementation. The results of these studies are the basis and inspiration for the creation of new technological development projects and the concept of NSDI in the period 2014 divided by 2020. The institutions in charge of implementation of NSDI are making significant efforts in implementation of the INSPIRE Directive through regional or national projects. The present paper elaborates the achieved level of NSDI technical implementation, data, network services and provides recommendations for future development. Future development of the NSDI will be based on the accurate, reliable and updated spatial information collected with various modern technologies. The Global Navigation Satellite System (GNSS) technology and the NSDI concept are constitutive parts of the main development trends.

Variations of total electron content over Serbia during the increased solar activity period in 2013 and 2014

AB  - To understand general ionosphere properties over Serbia, an analysis of temporal and spatial ionosphere Total Electron Content (TEC) over the region was performed. The present research focuses on daily, seasonal and spatial ionosphere variations, based on TEC series calculated from the GNSS ie. GPS measurements. This analysis provides for characterization of ionosphere nature and fine structure over Serbia, both locally and regionally. For the days with high solar activity changes of TEC values ranges from minimum 4 Total Electron Content Units (TECU), in night hours, up to 55 TECU around the noon. It is shown that that changes are equivalent to the to the delay of GPS signals approximately 8.8 m in in vertical direction during the (maximum) daily conditions and the delay of 0.6 m during the (minimum) night conditions. Also, it is shows that a seasonal TEC differences follows directly Son activity during the seasons, and maximal differences of TEC values between the seasons reaching values of 45 TECU, again in the years of high Son's activities. For spatial changes all gained results indicate that there exist changes in all directions which cannot be recognized as constant bias or a trend.

Коришћени су подаци са мреже перманентних станица на територијиРепублике Србије. Анализа је вршена за четири различита сезонска периодатоком претходног соларног максимума током 2013. и 2014. године.Након тога вршено је анализирање промена садржаја електрона у D регионуизазваним соларним Х-флеровима на основу чега су истраживане временскепромене ТЕСD (енг. Total Electron Content in D region) и њихов удео у укупномТЕС (енг. Total Electron Content) односно укупном кашњењу GPS (GlobalPositioning System) сигнала.На крају приступљено је дефинисању одговарајућег модела за потребе предикцијејоносферских корекција за мрежне RTK примене на територији Србије. Тестиранесу две предиктивне шеме базиране на методу линеарне регресије и применинеуронских мрежа.Показало се да примена неуронских мрежа даје боље резултате и да је у стању дапредиктује јоносферско кашњење на нивоу тачности од ± 5cm у просеку од око 9минута у односу на реалну стопу јоносферских промена. Ови резултати сугеришуда техника моделовања применом неуронских мрежа, може да се примени кодмрежа RTK система за предиктовање грешке јоносферског кашњења који ћеомогућити позиционирање на центиметарском нивоу тачности...
AB  - Doctoral dissertation is dedicated to the development an of appropriate model for thepurposes of prediction of ionospheric corrections with satisfactory accuracy for networkRTK (Real Time Kinematic) applications.As a first step towards achieving this goal, short-term temporal ionosphericcharacteristics on regional spatial level were investigated in order to quantify itsbehaviour during different seasonal and daily periods. Data from permanent networkstations on the territory of the Republic of Serbia were used. The analysis wasconducted for four different season periods during the previous solar maximum duringthe years 2013 and 2014.After that the analysis of the change in the content of electrons in the D region causedby solar X-flares was performed, based upon which the temporal changes ТЕСD (TotalElectron Content in D region) and their share in total TEC (Total Electron Content), i.e.the total delay of GPS (Global Positioning System) signals were investigated.Finally, an appropriate model for the purpose of the prediction of ionosphericcorrections for network RTK applications on the territory of the Republic of Serbia isproduced. Two predictive schemes based on the linear regression method and on the useof neuron networks were tested.It has been shown that the use of the neuron networks gives better results and is able topredict ionospheric delay on ±5 cm accuracy level in 9 minutes average in regards to thereal rate of ionospheric changes. These results suggest that the modelling techniqueusing neuron networks can be applied for predicting the ionospheric delay error innetwork RTK systems that will enable centimeter level positioning...
