dc.description.abstractCilj doktorske disertacije je da se ukaže na značaj izbora ugovome strategy e za uspešnu realizaciju investicionih projekata i da se predloži postupak za izbor odgovarajuée strategie primenom fazi logike i fazi ekspertnih sistema. Prvih osam poglavlja disertacije se odnosi na problematiku upravljanja nabavkama radova. Na početku rada dat je uvod sa prikazom cilja naučnog istraživanja. U drugom poglavlju su date defmicije projekta, upravljanja projektima i navedene aktivnosti prilikom upravljanja nabavkama. Od trećeg do osmog poglavlja prikazana su osnovna načela (javnih) nabavki, način sprovođenja procedura javnih nabavki, vrste postupaka za dodeljivanje ugovora o radovima prema pravilima Svetske Banke, Evropske Unije, našeg Zakona o javnim nabavkama i prema preporukama FIDIC-a. Dalje su prikazani tokovi osnovnih tenderskih procedura i sadržaj tenderske dokumentacije za radove. U devetoj glavi dat je razvoj ugovorne strategije (od preliminame do detaljne) i izvršena uporedna analiza ugovornih strategy a. U desetom i jedaneaestom poglavlju dat je kratak prikaz rasplinute (fazi) logike i predložen je fazi ekspertni sistem za pomoć naručiocu pri izboru odgovarajuée ugovome strategije. Ulazne varijable za predloženi fazi ekspertni sistem eine 6 osnovnih informacija o planiranim radovima: veličina projekta (planirani budžet), vrsta radova koji se izvode, vremenska ograničenja (rokovi), ko izrađuje projektnu dokumentaciju, iskustvo naručioca u izgradnji sličnih objekata i ocekivane nakandne izmene u projektu. Na osnovu izvršenih analiza i prikupljenog iskustva eksperata za ugovore o gradenju defmisano je 45 fazi pravila i 14 izlaznih varijabli koje predstavljaju različite tipo ve ugovora o građenju. Ekspertni sistem nakon unošenja ulaznih podataka vrši njihovu fazifikaciju, a zatim kroz defmisani mehanizam zaključivanja primenom baze pravila proračunava funkcije pripadnosti za izlazne varijable. Defazifikacija se vrši na način sto se izlazna varijabla sa najvišom funkcijom pripadnosti predlaže kao najpovoljnije rešenje. dc.description.abstractThe intention of this thesis is to emphasize the importance of contract strategy selection for the success of major construction projects and to suggest a method of selection based on the application of fuzzy logic and a fuzzy logic expert system for decision making on the most adequate contract strategy is given. The first eight chapters discuss procurement management. The first chapter gives an introduction to the problem and the goals of the research are given. In the second chapter definitions of a project and project management are given and the activities during procurement management are listed. From the third to the eight chapter main principles, types of procedures and the way in which public procurement is handled according to the EU rules, World Bank rules, Serbian Law on Public Procurement and the recommendations of FIDIC are presented. The flow charts for the basic procedures and the contents of the tender dossiers for works are given. The ninth chapter is dedicated to the development of contract strategy selection (from preliminary to detailed) and a comparison of contract strategies is given. In the tenth and eleventh chapter a brief review of fuzzy logic is given and a fuzzy expert system to be used as an aid to the employer in the process of contract strategy selection is suggested. Input variables for the suggested fuzzy expert systems consist of six basic characteristics of the planned works: the scale of the project (budget), the nature of the works, time constraints, who prepares the design documents, the experience of the employer in similar projects and the expected changes to the design documentation during construction. On the basis of the performed analysis and the experience gained from experts on construction contracts, 45 fuzzy rules and 14 output variables (which represent 14 types of construction contracts) have been defined. After entering the input data, fuzzy expert system fuzzifies the data and then through an inference engine (applying the rule base) calculates the membership function for each output variable. Defuzzification is performed in such a way that the output variable with the highest membership function is recommended as the best solution. In the twelfth chapter the original source code for the fuzzy expert system FESIUS is given. The final part of the thesis are the conclusions of the research.en
