Multi criteria analysis of choosing between process based strategic planning methods
Višekriterijumska analiza izbora procesno orijentisane metode upravljanja
Abstract
In this paper all phases in quality management evolution are presented. Also, the best-known process based strategic planning methods are presented: total quality management, business process reengineering lean construction and computer integrated construction. For means of discovering which of these methods is best for use in construction practice, a comparison and multi criteria analysis was performed. The results of the analysis indicate that it is possible to successfully implement all four methods in construction, but non-of them can be singled out as the best one among others. Theoretically speaking all methods possess the capacity for solving problems that occur on construction projects. But, up to now, a unique process based framework for construction projects has not been developed. Developing a comprehensive framework that would combine the best features of process based strategic planning methods and that would take into consideration the unique conditions in which construct...ion projects are realized can be expected in the future. .
U ovom radu opisan je istorijski razvoj sistema kvaliteta kroz tri karakteristične faze i predstavljene su najpoznatije procesno orijentisane metode strateškog planiranja: upravljanje totalnim kvalitetom, re-inženjering procesa, lean građevinarstvo i računarska integracija građevinarstva. U cilju pronalaženja metode koja se može najbolje primeniti na projektima u građevinarstvu izvršena je višekriterijumska analiza, na osnovu koje se došlo do zaključka da se svaka od metoda može primeniti u građevinarstvu, ali da se nijedna ne izdvaja kao najbolja u odnosu na ostale. Teoretski, sve metode poseduju kapacitet za rešavanje problema uspešne realizacije projekata, ali još uvek nije razrađen jedinstven model za primenu u građevinarstvu. U narednom periodu može se očekivati formiranje, građevinarstvu prilagođene, kombinovane metode koja bi se bazirala na najboljim osobinama pojedinih metodologija i koja bi ispoštovala složene uslove u kojima se realizuju projekti. .
