AB  - One of the key problems that occurs in the management of the maintenance of state transport infrastructure facilities is the lack of systematized and updated information on the condition of the elements of infrastructure facilities such as the condition of embankments, bridges, tunnels, retaining structures etc. Systematized information enables rational, efficient maintenance, timely reactions that will reduce the risk of building failures and increase traffic safety. In addition, such an approach contributes to the optimization of the allocation of budget funds for that purpose and the rational use of available technical resources. Management of the maintenance process of retaining structures requires the formation of a unique (central) database that will record all retaining structures that meet the prescribed criteria for recording and systematically monitor their condition over time. This paper presents the methodology for the formation and development of a database of retaining structures, using examples of good practice.

А practical method for strut-and-tie modelling of the bridge pile cap

AB  - Pile cap is a typical example of a discontinuity region, where the classical beam theory does not apply. Therefore, strut-and-tie (STM) model is considered appropriate for the analysis of pile caps. Although, the strut-and-tie method is a powerful tool, one of its shortcomings is the need for guidelines for the standardized models. Otherwise, it is left to the designer to come up subjectively with the STM model, which is a sensitive task. In literature, usually simple loading (axial compression or compression with bending only in one direction) on a four-pile cap is discussed. In practice, for real bridge structure, usual loading is alternate biaxial bending, along with compression, on much larger number of piles, making the typical four-pile caps models useless. A practical methodology for creating pile cap model with large number of piles and with complex loading is presented step-by-step. It is further illustrated for the cases with six piles and eight piles from the actual bridge structures, where the method was applied in practice.

AB  - U republici Srbiji postoji Baza podataka o mostovima još od devedesetih godina prethodnog veka. Ova baza je u nadležnosti JP Putevi Srbije pod čijom inicijativom je izvršena revizija podataka iz baze i, u okviru projekta: Ažuriranje metodologije za pregled i vrednovanje stanja mostova i izrada novih aplikacija za upravljanje bazom podataka o mostovima, izrađena je nova metodologiji na kojoj je zasnova tekuća verzija ove baze. U radu je opisano novo tehničko rešenje baze podataka o mostovima koje je primenjeno kroz novu Software-sku aplikaciju Baze podataka o mostovima.
Prvobitna verzija baze je sadržala segmente, koji, na žalost, nisu aktivirani a odnose se na preduzete mere održavanja i odgovarajuće troškove. Predviđeno je da se ovi segmenti popunjavaju sukcesivno u narednom periodu. Kako u vreme nastanka baze (rane devedesete godine prošlog veka) aspekt zaštite životne sredine nije bio u dovoljnoj meri zastupljen,
kako u okviru projektovanja, izgradnje ili tokom eksploatacije objekata, postojeća baza nije tretirala ova pitanja. Tokom daljeg razvoja baze predviđa se da se i ova problematika uzme u obzir.

AB  - Risk is involved in the whole lifecycle of a structure: design, construction, utilization and demolition. There is a close connection between reliability and risk. Contemporary building codes introduce consideration of the reliability in structural design. Here, the concept of risk takes into account the level of consequences of a failure. Structural engineers, used to deterministic calculation procedures, are often unfamiliar with the uncertainties associated with risk analysis. An overview of the basic principles of risk management in civil engineering is presented in this paper.

AB  - Zaštita životne sredine nesumnjivo postaje primarni zadatak čovečanstva u 21. veku. Razvoj tehnologije i tehnike doneo je mnoge lagodnosti ljudima, ali istovremeno je negativno uticao na njihovu okolinu. U okviru ovoga rada predstavljen je uticaj mostovskih konstrukcija na životnu sredinu. Pregledom literature, utvrđeni su određeni negativni efekti kroz različite faze projekta, od izvođenja do sanacija konstrukcija mostova. Pokazani su rezultati primene koncepta Ocene životnog ciklusa (Life Cycle Assessment - LCA) u projektovanju mostova na određenim primerima. Studijom slučaja je prikazana mogućnost upotrebe integralnih mostova u smanjenju zagađenja životne sredine. U zaključnim razmatranjima, predstavljen je model uvođenja zahteva životne sredine u proces projektovanja i izvođenja.

AB  - Shear design in Eurocode 2 is generally developed for rectangular sections or T-sections that have
clearly defined tension reinforcement, concentrated in the cross-sectional tension zone, and an
unambiguous width of compressed diagonals. In circular sections, which are also frequent in practice, the reinforcement is evenly distributed along the circumference of the section, while the width of the section changes continuously along the height.
Several proposals for the shear design of circular sections can be found in the literature, based on a relatively limited experimental database, which generally provide different structural resistances. This paper aims to enable the practical application of the Eurocode 2 variable-angle truss model in the shear design of elements of circular cross-section, such as columns or piles. It is intended to make a correct interpretation of the truss model with no intention to propose an improved procedure in accordance with the available experimental results.

AB  - U okviru rada razmatran je betonski integralni nadputnjak raspona 30 metara na magistralnom putu koji je fundiran na šipovima. Analiziran je uticaj krutosti tla na vrednosti statičkih uticaja merodavnih za dimenzionisanje elemenata konstrukcije nadputnjaka i vrednost napona u šipovima konstrukcije. Korišćena su tri slučaja tla čija krutost je određena shodno karakteristikama slojeva. Za potrebe analize korišćen je numerički model nadputnjaka napravljen u softverskom paketu CSiBridge v20 gde je tlo modelirano u formi "opruga" (fleksibilnih oslonaca) postavljenih po visini šipa čija krutost odgovara krutosti sloja tla kroz koji prolazi šip.

AB  - Indirect deflection control usually applies the limitation of the span-to-depth
ratio. The procedures that have developed in the past decades have mostly
been derived for predefined values of some of the relevant parameters. Assigning

AB  - Propisi za projektovanje konstrukcija se u svetu kontinuirano unapređuju u skladu sa napretkom
tehnike i naučnih znanja. Poboljšanja se odnose na metode koje se koriste za proračun nosivosti
i upotrebljivosti konstrukcija, a takođe i na modele opterećenja. Od 2020. godine u Srbiji su u
primeni propisi za opterećenja mostova prema Evrokodu 1 SRPS EN: 1991-2. Modeli
saobraćajnog opterećenja koji se primjenjuju pri proračunu novih mostova baziraju se na
projekcijama saobraćaja u budućnosti i njihova upotreba u analizi postojećih mostova ne mora
da bude adekvatna. U ovome su radu se daje pregled modela saobraćajnog opterećenja drumskih
mostova prema propisima koji su korišćeni u Srbiji tokom dvadesetog veka, sa posebnim
osvrtom na nove propise.
AB  - Regulations for the design of structures are continuously improved in the world in accordance
with the progress of technology and scientific knowledge. The improvements relate to the
methods used in limit state design of structures, as well as to the load models. Since 2020.,
regulations for traffic loads on bridges according to Eurocode 1 SRPS EN: 1991-2 have been
established in Serbia. The traffic load models applied in the calculation of new bridges are based
on future traffic projections and their use in the analysis of existing bridges may not be adequate.
This paper provides an overview of the traffic load models for road bridges according to the
regulations used in Serbia during the twentieth century, with special reference to the new
regulations.

of the existing structures which were built with minimum shear reinforcement. Most of the
Code provisions for shear for members without shear reinforcement are based on
empirical relationships. In general, Eurocode 2 doesn’t make a difference between
reinforced and prestressed elements. Several clauses in EN1992-1-1 which deal with the
shear design are critically reviewed in the paper.
AB  - Доказ носивости бетонских елемената на смицање који имају само
минималну попречну арматуру постао је учестао проблем. Примећено је да је
носивост на смицање бетонског елемента без прорачунске арматуре за смицање
према Еврокоду 2 може бити знатно мање вредности од оне предвиђене ранијим
кодовима. То је створило проблем при процени носивости постојећих конструкција
које су изведене без осигурања арматуром за смицање. Генерално, Еврокод 2 не
прави суштинску разлику између армирано-бетонских и претнодно напрегнутих
елемената и у већини питања третира их на исти начин. Неколико клаузула у
ЕН1992-1-1 које се баве контролом смицања су критички разматране у раду.

AB  - U radu je dat prikaz vanrednog prevoza na putnoj mreži Republike Srbije. AB  - The main objective of the COST Action TU1406 is to develop a guideline for the establishment of Quality Control plans for roadway bridges. The guideline is based on conclusions of Working groups 1 and 2 of the Action and is further developed with the contributions and findings of members of Working group 3. The paper presents the overview of the developed framework, where gradual damage processes as well as sudden events are being addressed in evaluation of Key Performance Indicators. The proposed framework relies on data from design and construction phase, as well as from results from visual inspections that are used for an assessment of safety and serviceability - the primary concerns of bridge managers. Special attention is aimed at possible Failure modes and related bridge Vulnerable zones. These are, for instance high moment regions, high shear regions and constructions joints, but can also be zones of bridge conceptual weaknesses. Since there are differences in design and materials for various bridge types, the suitability of the framework is tested separately for girder/frame bridges and arch bridges. Due to the specifics of sudden events, the application of the framework is given separately from gradual damage processes. Emphasis is given on flooding and scour as these are the most common culprits of bridge failures. The steps in the implementation of the framework are briefly shown and an illustrative example is presented.

AB  - There is a broad consensus that the benefits of road infrastructure for the society cannot be overestimated. The investments in road infrastructure raise the growth potential of a national economy, which can be fully exploited by efficient utilization of the road infrastructure. It is difficult to quantify the economic benefit of road infrastructure but its lower bound is estimated to be between 4% (U.S. DOT, 2015) and 10% (Kurte & Esser, 2008), (ARE, ASTRA, 2006) of Gross Domestic Product (GDP). Apart from purely economic benefit, the road infrastructure enables road users to be involved in various activities that yield private, public and social benefits (Frischmann, 2012). Maintaining these benefits on the long run in economically efficient, environmentally responsible and socially reconcilable manner, is the fundamental task of road authorities. They are bound to provide fast, safe, comfortable, and affordable travel. The quality control plan here presented specifies all activities and tools, needed to ensure quality. In case of road infrastructure, the quality control plan defines the extent and the interval of inspections or investigations and data necessary to estimate key performance indicators (KPI) and forecast their future development. Quality control plan also includes decision model that suggest maintenance action based on the forecast of key performance indicators.
AB  - Postoji širok konsenzus da se društvena dobit od drumske infrastrukture ne sme potceniti. Ulaganja u putnu infrastrukturu povećavaju potencijal rasta nacionalne ekonomije, koji se može u potpunosti iskoristiti efikasnim korišćenjem putne infrastrukture. Teško je kvantifikovati ekonomsku korist putne infrastrukture, ali procenjuje se da je njena donja granica između 4% (US DOT, 2015) i 10% (Kurte & Esser, 2008), (ARE, ASTRA, 2006) bruto domaćeg proizvoda (BDP). Osim čisto ekonomske koristi, putna infrastruktura omogućava učesnicima u saobraćaju da budu uključeni u različite aktivnosti koje donose privatnu, javnu i društvenu korist (Frischmann, 2012). Održavanje ovih beneficija na dugi rok na ekonomski efikasan, ekološki odgovoran i društveno pomiran način, osnovni je zadatak putnih vlasti. Oni su dužni da obezbede brzo, sigurno, udobno i pristupačno putovanje. Ovdje predstavljeni plan kontrole kvaliteta specificira sve aktivnosti i alate potrebne za osiguranje kvaliteta. U slučaju putne infrastrukture, plan kontrole kvaliteta definiše obim i interval inspekcija ili istraživanja i podatke neophodne za procenu ključnih pokazatelja učinka (KPI) i predviđanje njihovog budućeg razvoja. Plan kontrole kvaliteta takođe uključuje model odlučivanja koji predlaže akcije održavanja na osnovu predviđanja ključnih pokazatelja učinka.

AB  - Tools, guidelines and standards for assessment of Life Cycle Cost (LCC) of built environment e.g. buildings, infrastructure assets etc. have gained impact over the past years. Owner and operator application of tools, guidelines and standards enhances optimization of operation and maintenance with due respect to their budgets. In order to aid owners, operators and their designers, a task group under fib has been established to prepare a state-of-the-art report regarding LCC analyses of concrete assets. The state-of-the-art report contains a description of existing LCC standards and guidelines, their applicability, the definition of different cost elements, and the treatment of uncertain information in a reliability or risk based framework, etc. providing the reader with background information and methodology for preparation of such analysis. Moreover, the report contains case studies, presenting the applicability of the LCC analysis methodology.

AB  - Code provisions for a simplified check of the long-term deflection of concrete structures are generally developed for predefined values of the relevant input parameters. Deflection calculation may be of interest to account for different design situations. EN 1992-1-1 advocates the integration of curvatures calculated using the effective modulus of concrete. This paper presents an efficient procedure for calculation of the long-term deflection due to a sustained load. A nondimensional analysis of the mean curvature is applied to evaluate the deflection. The deflection is calculated using a set of algebraic expressions. The result is close to the value obtained by the numerical integration of curvatures. The values of relevant parameters in the expressions may be selected within the common range for the design of engineering structures. The efficiency of the deflection prediction based on the integration of curvatures is tested on the available experimental data. In the first approach, the measured material properties are used. In the second approach, the required values are derived from EN 1992-1-1 expressions to predict the material properties.

AB  - Infrastructure Managers works every day according to some kind of Quality Control Plan (QCP) in order to ensure a desired quality with minimum traffic interruption balancing cost, risks (implicit or explicit) and performance. These QCPs varies significantly among European countries, which urges the establishment of a common European guideline. COST TU1406 Working Group 3 has the aim of providing a detailed explanation of the steps towards the establishment of a QCP. The approach is generic and evaluates performance values with due attention to: 1) Structure and its constitutive element incl. background material such as birth certificates, 2) Time-dependent Performance Indicators (PI) from observations (e.g. spalling) with due reference to the underlying deterioration processes (e.g. alkali-silica reaction) and 3) Related Key Performance Indicators (KPI) based on the Dutch risk-driven maintenance concept RAMSSHE€P, ref.
