AB  - This article presents a taxonomy and represents a repository of open problems in computing for numerically and logically intensive problems in a number of disciplines that have to synergize for the best performance of simulation-based feasibility studies on nature-oriented engineering in general and civil engineering in particular. Topics include but are not limited to: Nature-based construction, genomics supporting nature-based construction, earthquake engineering, and other types of geophysical disaster prevention activities, as well as the studies of processes and materials of interest for the above. In all these fields, problems are discussed that generate huge amounts of Big Data and are characterized with mathematically highly complex Iterative Algorithms. In the domain of applications, it has been stressed that problems could be made less computationally demanding if the number of computing iterations is made smaller (with the help of Artificial Intelligence or Conditional Algorithms), or if each computing iteration is made shorter in time (with the help of Data Filtration and Data Quantization). In the domain of computing, it has been stressed that computing could be made more powerful if the implementation technology is changed (Si, GaAs, etc.…), or if the computing paradigm is changed (Control Flow, Data Flow, etc.…).

AB  - This article describes a teaching strategy that synergizes computing and management, aimed at the running of complex projects in industry and academia, in the areas of civil engineering, physics, geosciences, and a number of other related fields. The course derived from this strategy includes four parts: (a) Computing with a selected set of modern paradigms—the stress is on Control Flow and Data Flow computing paradigms, but paradigms conditionally referred to as Energy Flow and Diffusion Flow are also covered; (b) Project management that is holistic—the stress is on the wide plethora of issues spanning from the preparation of project proposals, all the way to incorporation activities to follow after the completion of a successful project; (c) Examples from past research and development experiences—the stress is on experiences of leading experts from academia and industry; (d) Student projects that stimulate creativity—the stress is on methods that educators could use to induce and accelerate the creativity of students in general. Finally, the article ends with selected pearls of wisdom that could be treated as suggestions for further elaboration.

Faktori koji doprinose kašnjenju projekta iz perspektive izvođača radova: studija slučaja - građevinski projekti putne infrastrukture u Srbiji

AB  - Infrastrukturni projekti su kapitalni projekti koji su veoma složeni u pogledu obima, 
trajanja i velikog broja učesnika. Prema postojećim studijama, prekoračenje vremena 
građevinskih projekata je jedan od najčešćih problema. Cilj ovog istraživanja je da se 
identifikuju uzroci kašnjenja u cilju razvoja mera za ublažavanje ili otklanjanje 
potencijalnih rizika i uspešnog završetka projekta u planiranom roku. Da bi se postigao 
definisani cilj, sprovedeno je empirijsko istraživanje kako bi se identifikovali glavni 
uzroci kašnjenja na projektima putne infrastrukture iz perspektive izvođača radova. 
Anketa je obuhvatila 53 uzroka kašnjenja grupisanih u 8 kategorija. Ukupno 35 izvođača 
je učestvovalo u empirijskom istraživanju. Rezultati su pokazali da su najčešći uzroci koji 
prouzrokuju prekoračenje vremena problemi sa projektnom dokumentacijom i tenderske 
procedure. Doprinosi ovog istraživanja mogu biti od koristi u cilju poboljšanja
vremenskih performansi na projektima putne infrastrukture

Poluautomatska predprojektna procena dinamike, troškova i rizika za stambene objekte

AB  - Za obezbeđenje finansijskog uspeha projekta, ključno je da investitori izvrše pouzdane procene pre nego što se obavežu na projekat nabavkom građevinskog zemljišta. Ovaj rad prezentuje metodologiju i softversko rešenje za pred-projektnu polu-automatsku procenu dinamike, troškova i rizika za stambene objekte. Za automatsko planiranje, dizajniran je "Univerzalni ritmični ciklogram" na nivou glavnih tokova, koji je određen trajanjem prvog toka i zazorima. Umesto procene ukupnih troškova projekta, predloženi metod procenjuje količine za ključne aktivnosti omogućavajući korišćenje trenutnih tržišnih jediničnih cena u funkciji kvaliteta. Monte Carlo simulacije, primenjene na intervale prekoračenja na nivou aktivnosti, predviđaju vrednosti za ukupne troškove, prihode i trajanje projekta koje uključuju rizik. Ulazni podaci su: urbanistički parametri iz Informacije o lokaciji, broj podzemnih etaža, troškovi po aktivnostima, prodajne cene, parametri finansiranja, datum početka gradnje i granice intervala za rizike

AB  - Cost estimates in the early stages of project development are essential for making the right deci-sions, but they are a huge challenge and risk for owners and potential contractors due to limited information about the characteristics of the future highway project. While previous studies were mainly focused on achieving the highest possible estimation accuracy, this paper aims to propose cost estimation models that can provide satisfactory accuracy with the least possible effort, and to compare the perspectives of owners and contractors, as the key stakeholders on projects. To de-termine cost drivers (CDs) which have a high influence on highway construction costs and re-quire low effort for their establishment, a questionnaire survey was conducted. Based on the key stakeholders’ perceptions and collected data set, cost estimation models were developed using multiple regression analysis, artificial neural networks, and XGBoost. The results show that rea-sonable cost estimation accuracy can be achieved with a relatively low effort for 3 CDs for the owners' perspective and 5 CDs for the contractors' perspective. Additional inclusion of input CDs in models does not necessarily imply an increase in accuracy. Also, the questionnaire results show that owners are more concerned about environmental issues, while contractors are more con-cerned about the possible changes in resource prices (especially after recent high increases caused by COVID-19 and the Russia-Ukraine war). These findings can help owners and potential con-tractors in intelligent decision-making in the early stages of future highway construction projects.

Postojeći pristupi se baziraju na ekspertskom mišljenju uz rangiranje uzroka kašnjenja prema parametrima kao što su verovatnoća pojave i mera uticaja na trajanje projekta. Ovakav pristup agregira subjektivizam i pristrasnost eksperata i shodno tome ne doprinosi otkrivanju baznih uzroka kašnjenja. Kroz ovo istraživanje se predlaže inovativni pristup otkrivanju baznih uzroka kašnjenja – analiza vremenske distribucije uzroka kašnjenja kao jedinstvena karakteristika DREAM-a (Delay Root-cuases of delay Extraction and Analysis Model). Analizom informativnih grafikona vremenske distribucije eksperti mogu da razumeju prirodu kašnjenja kroz sve faze projekta i otkriju bazne uzroke kašnjenja. AB  - Due to numerous reasons, construction projects often fail to achieve the planned duration. Detecting causes of delays (CoD) is the first step in eliminating or mitigating potential delays in future projects. The goal of research is unbiased CoD detection at a single project level, with the ultimate goal to discover the root causes of delay. The existing approach is based on expert knowledge which is used to create CoD lists for projects in general or groups of similar projects. When applied to a single project, it is burdened with bias, as shown on a case project returning low Spearman Rank correlation values. This research introduces a Delay Root causes Extraction and Analysis Model—DREAM. The proposed model combines expert knowledge, machine learning techniques, and Minutes of Meetings (MoM) as an unutilized extensive source of information. In the first phase, DREAM outputs a CoD list based on occurring frequency in MoM with satisfactory recall values, significantly reducing expert-induced subjectivism. In the second phase, enabled by MoM dates, DREAM adds another dimension to delay analysis—temporal CoD distribution. By analyzing corresponding informative charts, experts can understand the nature of delays and discover the root CoD, allowing intelligent decision making on future projects.

Compensating the lack of big data in construction industry with expert knowledge: a case study

AB  - Due to various reasons, there is a lack of big data in the construction industry, one of the main obstacles to a broader implementation of AI. Another obstacle is adhering to analytical methods in fields more suitable for AI solutions. If appropriately used, multidisciplinary expert knowledge can compensate for these problems and enhance the application of AI techniques in construction. The case study refers to rapid earthquake loss assessment. The problem with traditional systems is their low accuracy, making them unreliable and unusable in the recovery process, which is the purpose of loss assessment systems. Low accuracy is caused by too much uncertainty in analytical and insufficient data sets to create vulnerability curves in empirical methods. The contribution of this research is designing a new kind of rapid earthquake loss assessment system using multidisciplinary expert knowledge and AI methods. The problem of small data sets was solved using the procedure of representative sampling, which makes a small sample informative and sufficient to use. The low accuracy of analytical methods is caused by assuming theoretical vulnerability relations before an earthquake. The new approach uses trained assessors to perform on-the-ground observation of actual damage on the representative sample after an earthquake. AI methods are then used to predict damage to the remaining building portfolio, which is more accurate and still rapid enough. Another contribution is using a building representation without earthquake data which eliminates the need for analytical methods, shake maps and robust ground motion sensor networks, making the proposed framework unique and applicable in any region

AB  - This paper proposes a new framework for rapid earthquake loss assessment based on a machine learning damage classification model and a representative sampling algorithm. A Random Forest classification model predicts a damage probability distribution that, combined with an expert-defined repair cost matrix, enables the calculation of the expected repair costs for each building and, in aggregate, of direct losses in the earthquake-affected area. The proposed building representation does not include explicit information about the earthquake and the soil type. Instead, such information is implicitly contained in the spatial distribution of damage. To capture this distribution, a sampling algorithm, based on K-means clustering, is used to select a minimal number of buildings that represent the area of interest in terms of its seismic risk, independently of future earthquakes. To observe damage states in the representative set after an earthquake, the proposed framework utilizes a local network of trained damage assessors. The model is updated after each damage observation cycle, thus increasing the accuracy of the current loss assessment. A Random Forest classification model predicts a damage probability distribution that, combined with an expert-defined repair cost matrix, enables the calculation of the expected repair costs for each building and, in aggregate, of direct losses in the earthquake-affected area. The proposed building representation does not include explicit information about the earthquake and the soil type. Instead, such information is implicitly contained in the spatial distribution of damage. To capture this distribution, a sampling algorithm, based on K-means clustering, is used to select a minimal number of buildings that represent the area of interest in terms of its seismic risk, independently of future earthquakes. To observe damage states in the representative set after an earthquake, the proposed framework utilizes a local network of trained damage assessors. The model is updated after each damage observation cycle, thus increasing the accuracy of the current loss assessment. AB  - Evaluation to improve teaching and learning is essential for achieving the objectives of higher education programs. While structural and organisational aspects of teaching are frequently assessed, programme evaluation tools are rarely matched to specific learning objectives and competence levels that students are expected to achieve. Driven by the shortcomings of previous unstructured surveys on the quality of teaching at our Faculty, we created a curriculum improvement framework based on the evaluation tool that compares the level of competence that students perceive they achieved in each of the courses, and the level of competence that professors attribute to their courses by quantifying the learning outcomes using Bloom’s taxonomy. In our two year study, which included seven teachers who teach 16 courses and 38 and 24 students in two consecutive years, this framework provided the educators with the indicators for quality enhancement based on the difference between students’ and teachers’ evaluations. Based on indicator values, the teacher implemented improvements on two pilot courses. In the second round of surveys, we were able to measure the success of improvements. Our findings indicate that the proposed framework and evaluation tool are simple to implement and can be used as indicators and starting points for improving the quality of teaching. In this way, we provide a practical framework for others wishing to enhance their teaching and their students' learning.

AB  - The aim of the research is to investigate the impact of the superstructure system type on cost and duration of residential projects, as well as the identification and quantification of the key parameters that affect them most. The database data from previous projects are validated by applying leave-one-out cross-validation and regression analysis. For key parameters, border numerical values were identified and verified by redesigning two buildings from the project database. These values directly quantify the rationality of the design solution, as well as the rationality of construction, works planning. AB  - Cilj istraživanja je ispitivanje uticaja tipa konstruktivnog sistema na troškove i trajanje građenja AB konstrukcije stambenih objekta, kao i identifikacija i kvantifikacija ključnih parametara koji na to najviše utiču. Podaci iz baze realizovanih projekata validirani su primenom jednostruke unakrsne validacije i regresione analize. Za ključne parametre identifikovane su granične numeričke vrednosti koje su potvrđene preprojektovanjem dva objekta iz baze. Ove vrednosti na kvantifikovan način definišu racionalnost projektantskog rešenja kao i racionalnost planiranja organizacije građenja. Mogu se realno primeniti u praksi u cilju racionalizovanja troškova i trajanja građenja stambenih objekata.

AB  - Rapid earthquake damage and loss assessment is crucial both for insuring the safety of inhabitants in the immediate aftermath of an earthquake and for the recovery of the stricken communities in the long run. This paper investigates the potential of different machine learning methods for building a rapid earthquake loss assessment system intended for residential houses in a municipal area. The system is trained on a pre-earthquake selected representative set of residential houses, after observing their damage and loss states. Two representative sampling strategies and three machine learning algorithms are described and evaluated on the 2010 Kraljevo M5.4 earthquake data set. The proposed models showed satisfactory accuracy in predicting the total expected repair cost (less than 20% error with the representative sample size of 10% of the inventory). The approach is independent of geological and earthquake data and does not require local peak ground acceleration values.

AB  - Earthquake resilience starts with a sudden drop of performance when an earthquake strikes followed by a relatively long recovery phase. The dynamics and volume of investment directly affect the rate and level of recovery. In this paper, the recovery process of the city of Kraljevo, Serbia following the M5.4 November 3, 2010 Kraljevo earthquake is analyzed. The base for this analysis is recorded reconstruction data that includes building types, damage states, damage survey dates, repair methods, and repair design, permit, and completion dates. Tracking the rate of building re-occupation and the rate of investment in repairs during the recovery process made it possible to construct empirical housing resilience curves for a community of about 70,000 people. The recorded data also provides insights into the reasons for different recovery rates for different building types and damages states, as well as a basis to evaluate the housing recovery management process and identify the significant influence of the reconstruction funding volume and rate on the sequencing, design and construction of the post-earthquake repairs. A comparison between the housing recovery after the 2010 Kraljevo and the 2009 Yunnan earthquakes shows significant simulates, pointing to the need to further improve, optimize and standardize post-earthquake housing recovery strategies worldwide.

ODŠTETNI ZAHTEVI NA GRAĐEVINSKIM PROJEKTIMA – KVANTIFIKACIJA I PREVENCIJA

AB  - Odštetni zahtevi predstavljaju veoma značajnu temu zato što njihova novčana vrednost može biti vrlo velika dok kvantifikacija nije egzaktna i kreće se u praksi u rasponu 1:3 u zavisnosti od primenjenih metoda koje su redom obrađene u radu. Preduslov za objektivnu kvantifikaciju je kvalitetan i transparentan dinamički plan sa jasno uočljivim vezama, rezervama, tokovima i učincima. Za proračun produžetka roka najbolje je primenjivati metodu prozora za manje, a replaniranje za veće poremećaje. U okviru kvantifikacije troškova obrađene su metode proračuna režijskih troškova i njihovo preklapanje. Posebno je istaknut originalan pristup troškovima neuposlene mehanizacije. 
Prevencija odštetnih zahteva podrazumeva proaktivni pristup upravljanju projektom u ranim fazama ralizacije – projektovanju, tenderskim procedurama i ugovaranju. Date su preporuke za prevenciju iz ugla investitora i izvođača po fazama realizacije projekta. Za investitora ključno je projektovanje a za izvođača planiranje i kontrola realizacije. U fazi gradnje obostrano je važna pisana komunikacija i rano rešavanje sporova prijateljskim poravnanjem pre nego što eskaliraju ka spoljnoj medijaciji. Primenom predloženih mera prevencije značajno se smanuje verovatnoća pojave odštetnih zahteva. Ako se ipak dogode, primena predloženih metoda kvantifikacije ubrzaće proces rešavanja i smanjiti verovatnoću da završe na arbitraži.
Za kvantifikaciju i prevenciju presudno je važno da inženjeri uzmu aktivno učešće u pisanju i usaglašavanju ugovornih članova za čiju realizaciju će biti zaduženi.
AB  - The claims represent a very important topic because their monetary value can be very high while their quantification is not exact and it ranges from 1:3 in practice, depending on the methods applied. The methods have been explained in this paper. A prerequisite for the objective quantification are quality, transparent schedules with clearly visible links, floats, flows and performance. For the calculation of the extension of time, it is best to apply the windows method for smaller, and re-planning for major disturbances. Within the quantification of costs, the methods of calculating overhead costs and their overlapping were explained. Particular emphasis was given to the original approach to the costs of idle equipment. 
Prevention of claims on construction projects requires a proactive approach to project management in the early project stages - design, tendering and contracting procedures. Recommendations for claim prevention are given, from the perspective of the investor and of the contractor, according to the project phases. Designing is crucial for investors, while planning and control are key for the contractor. In the construction phase, written communication and early settlement of disputes before escalating to external mediation are important. Applying the proposed prevention measures significantly reduces the likelihood of claims. If, however, they do occur, the application of the proposed method of quantification will accelerate the settlement process and reduce the probability of ending up in court. For claims quantification and prevention, it is crucial that engineers take an active part in writing and agreeing on the articles of the contract for whose implementation they will be in charge.

abstract = "Odštetni zahtevi predstavljaju veoma značajnu temu zato što njihova novčana vrednost može biti vrlo velika dok kvantifikacija nije egzaktna i kreće se u praksi u rasponu 1:3 u zavisnosti od primenjenih metoda koje su redom obrađene u radu. Preduslov za objektivnu kvantifikaciju je kvalitetan i transparentan dinamički plan sa jasno uočljivim vezama, rezervama, tokovima i učincima. Za proračun produžetka roka najbolje je primenjivati metodu prozora za manje, a replaniranje za veće poremećaje. U okviru kvantifikacije troškova obrađene su metode proračuna režijskih troškova i njihovo preklapanje. Posebno je istaknut originalan pristup troškovima neuposlene mehanizacije. 
Prevencija odštetnih zahteva podrazumeva proaktivni pristup upravljanju projektom u ranim fazama ralizacije – projektovanju, tenderskim procedurama i ugovaranju. Date su preporuke za prevenciju iz ugla investitora i izvođača po fazama realizacije projekta. Za investitora ključno je projektovanje a za izvođača planiranje i kontrola realizacije. U fazi gradnje obostrano je važna pisana komunikacija i rano rešavanje sporova prijateljskim poravnanjem pre nego što eskaliraju ka spoljnoj medijaciji. Primenom predloženih mera prevencije značajno se smanuje verovatnoća pojave odštetnih zahteva. Ako se ipak dogode, primena predloženih metoda kvantifikacije ubrzaće proces rešavanja i smanjiti verovatnoću da završe na arbitraži.
Za kvantifikaciju i prevenciju presudno je važno da inženjeri uzmu aktivno učešće u pisanju i usaglašavanju ugovornih članova za čiju realizaciju će biti zaduženi., The claims represent a very important topic because their monetary value can be very high while their quantification is not exact and it ranges from 1:3 in practice, depending on the methods applied. The methods have been explained in this paper. A prerequisite for the objective quantification are quality, transparent schedules with clearly visible links, floats, flows and performance. For the calculation of the extension of time, it is best to apply the windows method for smaller, and re-planning for major disturbances. Within the quantification of costs, the methods of calculating overhead costs and their overlapping were explained. Particular emphasis was given to the original approach to the costs of idle equipment. 
Prevention of claims on construction projects requires a proactive approach to project management in the early project stages - design, tendering and contracting procedures. Recommendations for claim prevention are given, from the perspective of the investor and of the contractor, according to the project phases. Designing is crucial for investors, while planning and control are key for the contractor. In the construction phase, written communication and early settlement of disputes before escalating to external mediation are important. Applying the proposed prevention measures significantly reduces the likelihood of claims. If, however, they do occur, the application of the proposed method of quantification will accelerate the settlement process and reduce the probability of ending up in court. For claims quantification and prevention, it is crucial that engineers take an active part in writing and agreeing on the articles of the contract for whose implementation they will be in charge.",

Data-Driven Housing Damage and Repair Cost Prediction Framework Based on The 2010 Kraljevo Earthquake Data

AB  - This paper presents an earthquake damage and repair cost prediction framework for individual residential buildings and portfolios of residential buildings in a municipal area in a region where the seismological networks are sparse and the structural engineering data on the existing residential building stock is poor. 
The proposed data driven framework is based on the damage and reconstruction data from an actual earthquake, in this case, the M5.4 November 3, 2010 Kraljevo, Serbia, earthquake. It belongs to a more general class of hybrid building portfolio vulnerability models. The earthquake in the model is defined by its magnitude and epicenter location. The geographical distribution of the intensity of the earthquake at the location of the buildings is modeled using the 2013 Akkar-Sandikkaya-Bommer ground motion prediction model suitable for seismically active crustal regions in Europe, with the peak ground acceleration as the intensity measure. The data on the soil type distribution was collected form the municipality building department sources. The residential building stock was classified into six types by identifying typical architecture layouts, structural systems and elements. The residential building damage was surveyed after the 2010 Kraljevo earthquake by local engineers using a locally-developed survey form. The form contained the information about the individual damage, classified into four categories ranging from slight damage to collapse, varying amount of building-specific details, and addresses from which geographic locations of the buildings were derived. 
A random forest machine-learning algorithm was used to derive a predictive model for residential building portfolio seismic damage and repair cost using a portion of the 2010 Kraljevo data as the learning dataset. The model outputs both the individual building fragility and the aggregate portfolio-level vulnerability data. The calculation of the expected repair cost for each building type was done using an expert-defined matrix that specifies average repair costs for each building type and damage category. The model is verified on a separate test portion of the 2010 Kraljevo dataset, yielding a satisfactory relative error when comparing total predicted to total actual repair costs. 
The model is limited to regions with similar seismicity and similar building stock. However, there many regions in the Balkans that fit this constraint. The proposed framework is, however, more general. It can be applied to other regions with different seismicity and building stock using the data from a recent earthquake as its learning input dataset and an expert-defined repair cost matrix for analyzing the repair cost scenarios.

Implementation of value engineering on residential projects

AB  - For the purpose of further affirmation of value engineering (VE), this paper gives a contribution in developing procedures for the practical application of VE on residential projects. In accordance with the theoretical principles found in literature and trends in contemporary research, the procedure is defined by: the optimal time and appropriate method of application. The recommended moment for VE application is the preliminary design phase because of the optimal balance between the amount of available data for analysis and previously incurred project expenses. The method of producing the VE study is based on the identification of functions of the building and the establishment of measurable parameters for the evaluation of functions. This way, the proposed improvements can be objectively measured and it is possible to numerically prove that the proposed design solutions are better than others. Introducing measurable parameters enables answering the key question: are the selected design solutions optimal? An additional benefit of the proposed approach is that the proposed functions, measurable parameters and parameter values can serve as a basis for the development of VE study on similar projects as a measure of the success of applied design solutions. A case study for an office building in Belgrade presents a set of suggested functions and measurable parameters for the evaluation of functions. Suggested functions, measurable parameters and parameter values can be used as a basis for the development of future VE studies. Savings in the amount of 14%, without affecting the quality of the building were documented.
AB  - U cilju afirmacije vrednosnog inženjerstva (VE), ovaj rad daje doprinos na polju razvoja procedure za praktičnu primenu VE na projektima. Razmatrani su investicioni projekti izgradnje stambeno-poslovnih objekata. U skladu sa teoretskim principama iz literature i trendovima u savremenim istraživanja u okviru procedure definiše se: optimalno vreme za primenu i način izrade VE studije. Kao optimalan trenutak preporučuje se faza izrade idejnog projekta zbog optimalnog odnosa dostupnih podataka za analizu i prethodno ostvarenih troškova na projektu. Način izrade VE studije bazira se na identifikaciji funkcija objekta i uspostavljanju merljivih parametara za evaluaciju funkcija. Na taj način predložena poboljšanja se mogu objektivno izmeriti i može se numerički dokazati opravdanost implementacije u odnosu na druga projektantska rešenja. Primena merljivih parametara omogućava da se objektivno odgovori na ključno pitanje: da li su izabrana optimalna projektantska rešenja? Dodatna korist od predloženog pristupa je da predložene funkcije, merljivi parametri i vrednosti parametara mogu poslužiti kao osnova za izradu VE studija za slične objekte i kao mera za uspešnost primenjenih rešenja. Kroz studiju slučaja jednog poslovnog objekta u Beogradu dat je predlog seta funkcija za tipični poslovni objekat i predlog merljivih parametara za njihovu evaluaciju. Primenom vrednosnog inženjerstva na predloženi način, ostvarene su uštede u iznosu od 14%, bez uticaja na kvalitet objekta.

AB  - In this paper, traditional as well as contemporary approaches to productivity planning and control are analyzed and potential improvements are suggested. A new approach is proposed. It is based on: applying separate measures for work and for labor, defining organizational levels for application (work flow and crew level) and introducing space-based control points. Having in mind the importance of planning for productivity, a separate measure for evaluating the quality of plans is proposed. That measure is based on comparing the calculated and planned productivity. The first originates from the bid and serves as benchmark for control and the second originates from the organization of works on site and planned crew capacities. A case study showed that the application of the proposed approach enables more efficient productivity control, rapid achievement of planned crew and overall performance, more precise corrective measures, faster system response and enhancing productivity on construction projects.
AB  - U radu su analizirani klasični i savremeni pristupi u planiranju i kontroli produktivnosti i prikazana moguća poboljšanja. Predložen je novi pristup koji se zasniva na formiranju posebnih ocena za produktivnost radne snage i produktivnost rada, definisanju ključnih organizacionih nivoa (tokovi rada i radne ekipe) za kontrolu produktivnosti i uvođenju kontrolnih tačaka zasnovanih na prostornom principu. S obzirom na značaj planiranja za nivo ostvarene produktivnosti predlaže se uvođenje posebne ocene za proveru kvaliteta planova, zasnovane na poređenju kalkulisane i planirane produktivnosti. Kalkulisana produktivnost proističe iz prihvaćene ponude izvođača i predstavlja etalon za kontrolu, a planirana produktivnost proističe iz usvojene organizacije rada i dinamičkog plana. Studija slučaja je pokazala da se primenom predloženog pristupa može poboljšati efikasnost kontrole produktivnosti, brzo dostići planirane performanse proizvodnje i radnih ekipa, fokusirano primeniti korektivne mere, povećati brzina 'odziva' sistema i podići produktivnost na građevinskim projektima.

Kalkulisana produktivnost proističe iz prihvaćene ponude izvođača i predstavlja etalon za kontrolu, a planirana produktivnost proističe iz usvojene organizacije rada i dinamičkog plana. Studija slučaja je pokazala da se primenom predloženog pristupa može poboljšati efikasnost kontrole produktivnosti, brzo dostići planirane performanse proizvodnje i radnih ekipa, fokusirano primeniti korektivne mere, povećati brzina 'odziva' sistema i podići produktivnost na građevinskim projektima.",

AB  - The relationship between the quality of finishing works, costs, market value, and profit, is presented and explained for residential buildings. The results show that the higher quality of finishing works increases profit for investors. As the maximum market price is limited, there is a limit when the investment in finishing work is no longer cost-effective as, after increase in costs, the market value decreases and the profit reduces. The research methodology presented in the paper can be applied to any residential real estate market.

AB  - A new approach for measuring the performance of employees in construction companies is presented. Two different methods are proposed. For employees directly engaged on a project, performance is measured by using different Key Performance Indicators on four different organisation levels. For employees not directly engaged on a project, performance is measured by using Responsibility Assignment Matrices that are quantified using the Quality Function Deployment methodology. In both cases the system returns non-dimensional evaluations for employees, which can be used as a management tool for efficient human resource management. The presented framework is designed for civil construction projects and companies but it is applicable to any industry.

AB  - The paper proposes a new approach to short-term scheduling based on spatial and technological cycles, continuous crew flows and daily scheduling, named WCBS (Work Cycle Based Scheduling). Application of WCBS is shown on a case study of constructing seven multi-storey structures. It was concluded that WCBS helps overcome restrictions of existing approaches to micro scheduling (daily tasks and crew coordination), enhances the scheduling process and increases productivity of works.

Семинари су били посвећени обуци запослених у регионалним развојним агенцијама са основним циљем да се унапреди њихово знање и тако створе услови да буду оспособљене да дају значајно виши ниво подршке локалним самоуправама у припреми, анализи и избору оптималних инвестиционих пројеката према постављеним циљевима и дефинисаним могућностима и условима ограничења. У том контексту свакако да одлучујућу улогу имају потенцијални извори финансирања тако да су анализирани извори финансирања из средстава Европске уније, али и домаћи извори финансирања. Посебан сегмент ове обуке био је посвећен управљању реализацијом инфраструктурних пројеката, а нарочито: изради студије оправданости, утврђивању приоритета за одабир инвестиционог пројекта, изради буџета пројекта, процедурама набавке према правилима ПРАГ и правној регулативи у грађевинарству, укључујући међународне прописе.
У потпуности подржавајући циљеве Националне агенције за регионални развој и оцењујући њихово испуњење као изузетно важним за развој сваке локалне самоуправе и државе Србије у целини, девет научних и стручних радника Института је у девет тематских области, свако у свом домену усавршавања, дало основне елементе довољне за битно подизање нивоа обучености кадрова у регионалним развојним агенцијама и њихове ефикасности у подршци локалним самоуправа.
