AB  - One of the key problems that occurs in the management of the maintenance of state transport infrastructure facilities is the lack of systematized and updated information on the condition of the elements of infrastructure facilities such as the condition of embankments, bridges, tunnels, retaining structures etc. Systematized information enables rational, efficient maintenance, timely reactions that will reduce the risk of building failures and increase traffic safety. In addition, such an approach contributes to the optimization of the allocation of budget funds for that purpose and the rational use of available technical resources. Management of the maintenance process of retaining structures requires the formation of a unique (central) database that will record all retaining structures that meet the prescribed criteria for recording and systematically monitor their condition over time. This paper presents the methodology for the formation and development of a database of retaining structures, using examples of good practice.

А practical method for strut-and-tie modelling of the bridge pile cap

AB  - Pile cap is a typical example of a discontinuity region, where the classical beam theory does not apply. Therefore, strut-and-tie (STM) model is considered appropriate for the analysis of pile caps. Although, the strut-and-tie method is a powerful tool, one of its shortcomings is the need for guidelines for the standardized models. Otherwise, it is left to the designer to come up subjectively with the STM model, which is a sensitive task. In literature, usually simple loading (axial compression or compression with bending only in one direction) on a four-pile cap is discussed. In practice, for real bridge structure, usual loading is alternate biaxial bending, along with compression, on much larger number of piles, making the typical four-pile caps models useless. A practical methodology for creating pile cap model with large number of piles and with complex loading is presented step-by-step. It is further illustrated for the cases with six piles and eight piles from the actual bridge structures, where the method was applied in practice.

AB  - U republici Srbiji postoji Baza podataka o mostovima još od devedesetih godina prethodnog veka. Ova baza je u nadležnosti JP Putevi Srbije pod čijom inicijativom je izvršena revizija podataka iz baze i, u okviru projekta: Ažuriranje metodologije za pregled i vrednovanje stanja mostova i izrada novih aplikacija za upravljanje bazom podataka o mostovima, izrađena je nova metodologiji na kojoj je zasnova tekuća verzija ove baze. U radu je opisano novo tehničko rešenje baze podataka o mostovima koje je primenjeno kroz novu Software-sku aplikaciju Baze podataka o mostovima.
Prvobitna verzija baze je sadržala segmente, koji, na žalost, nisu aktivirani a odnose se na preduzete mere održavanja i odgovarajuće troškove. Predviđeno je da se ovi segmenti popunjavaju sukcesivno u narednom periodu. Kako u vreme nastanka baze (rane devedesete godine prošlog veka) aspekt zaštite životne sredine nije bio u dovoljnoj meri zastupljen,
kako u okviru projektovanja, izgradnje ili tokom eksploatacije objekata, postojeća baza nije tretirala ova pitanja. Tokom daljeg razvoja baze predviđa se da se i ova problematika uzme u obzir.

AB  - Risk is involved in the whole lifecycle of a structure: design, construction, utilization and demolition. There is a close connection between reliability and risk. Contemporary building codes introduce consideration of the reliability in structural design. Here, the concept of risk takes into account the level of consequences of a failure. Structural engineers, used to deterministic calculation procedures, are often unfamiliar with the uncertainties associated with risk analysis. An overview of the basic principles of risk management in civil engineering is presented in this paper.

Geometry as a common ground for BMS and BIM

AB  - Bridge Management Systems (BMSs) are sophisticated software tools, widely used for managing bridges. Comprising a centralized database of all relevant information for the entire bridge stock and analytics to forecast bridges’ condition and maintenance cost, BMSs are irreplaceable tools, used by all the National Road Authorities (NRAs) around the world. These powerful tools, although different from one another, all lack adequate visualization of bridges. Recently, numerous researcher proposed using the Building Information Models (BIMs) to address this issue.
This paper presents the geometric approach of introducing BIM to BMS. Rather than trying to thoroughly connect these two robust systems on the object definition level, this approach focuses on geometry. The paper firstly shows how all the inventory information from BMS can be associated with corresponding BIM objects. Afterward, the ways to include the condition assessment data into BIM are proposed. Once the basics of the geometric approach are explained, the example of connecting BIM with BMS is presented. The example is based on KUBA, the Swiss BMS.
Finally, the feasibility, as well as the challenges of the presented approach are analyzed. The analysis focused on two important questions. Firstly, it considered if BIM is capable of making workflow changes in the Infrastructure Asset Management (IAM) the same way it did it in the construction industry. Secondly, it evaluated the BIM capability to describe all the condition assessment information relevant to IAM.

Ontologies as the Key for Common Understanding of Infrastructure Assets

AB  - Infrastructure assets around the world are managed using Infrastructure Asset Management Systems (IAMSs). Although powerful and comprehensive, these systems poorly describe the asset’s geometry. Building Information Models (BIMs) are recently recognized as a tool to close this information gap. In order to achieve the full compatibility between BIM and various IAMSs, certain obstacles need to be overcome. Classification and representation of entities their properties, and relationships between them, in short, the ontologies underlying IAMS vary substantially between different National Road Authorities. This includes but is not limited to the decomposition of assets and naming conventions, i.e., taxono-my and semantics.
In the context of IAMSs, ontologies are hierarchically organized catalogues of concepts that abstract the infrastructure assets, specifying their properties and in-terrelations. Although every IAMS has a catalogue, or a dictionary, of the asset management terminology, not every catalog can be perceived as an ontology. Every dictionary, however, can be converted to the ontology.
This paper converts two of such dictionaries (the Serbian and the Swiss one) into ontologies. The structure and the content of both dictionaries is analyzed. After-ward, the process of mapping each dictionary into ontology is described. 
Finally, the two ontologies are used to demonstrate how one BIM model can be differently incorporated in two different IAMSs

AB  - Radi   efikasnog   održavanja   mostova,   u   svetu   su   razvijeni   sistemi održavanja   mostova(Bridge   management   system –BMS). U   cilju unapređenja i daljeg razvoja, JP Putevi Srbije su inicirali projekat pod nazivom: Ažuriranje  metodologije  za  pregled  i vrednovanje  stanja mostova  i  izrada  novih  aplikacija  za  upravljanje  bazom  podataka  o mostovima. U  radu  je  prikazano  novo  tehničko  rešenje  baze  podataka  o mostovima, na osnovu koga je uspostavljena i nova aplikacija.

AB  - U radu je dat prikaz vanrednog prevoza na putnoj mreži Republike Srbije. Razmatrane su dozvole za vanredni prevoz koje izdaje javno preduzeće Putevi Srbije za dva reprezentativna meseca april i septembar u 2019. godini. Na kraju su dati diskusija i zaključci na osnovu urađene analize podataka iz dozvola.

AB  - Building Information Modeling (BIM) representations of bridges enriched by inspection data will add tremendous value to future Bridge Management Systems (BMSs). This paper presents an approach for point cloud-based detection of spalling damage, as well as integrating damage components into a BIM via semantic enrichment of an as-built Industry Foundation Classes (IFC) model. AB  - The main objective of the COST Action TU1406 is to develop a guideline for the establishment of Quality Control plans for roadway bridges. The guideline is based on conclusions of Working groups 1 and 2 of the Action and is further developed with the contributions and findings of members of Working group 3. The paper presents the overview of the developed framework, where gradual damage processes as well as sudden events are being addressed in evaluation of Key Performance Indicators. The proposed framework relies on data from design and construction phase, as well as from results from visual inspections that are used for an assessment of safety and serviceability - the primary concerns of bridge managers. Special attention is aimed at possible Failure modes and related bridge Vulnerable zones. These are, for instance high moment regions, high shear regions and constructions joints, but can also be zones of bridge conceptual weaknesses. Since there are differences in design and materials for various bridge types, the suitability of the framework is tested separately for girder/frame bridges and arch bridges. Due to the specifics of sudden events, the application of the framework is given separately from gradual damage processes. Emphasis is given on flooding and scour as these are the most common culprits of bridge failures. The steps in the implementation of the framework are briefly shown and an illustrative example is presented.

AB  - It is foreseeable that in not so distant future, Building Information Models (BIM) of both newly built and existing bridges will be available. These models can and will be included into the Bridge Management System (BMS) and will significantly enhance the quantity of useful information in future BMS. Apart from exact semantic and spatial specification, BIM can embed realistic structural system of a bridge as well as the relevant load situations. The evaluation of the reliability or safety/serviceability would be therefore possible quasi, on-the-fly within the future BMS, provided that the observations and results from SHM can be adequately integrated in BIM. In principle, the inspection results can be directly captured in the BIM using photogrammetry or some other procedure. Cracks, spalling, deformation, and other defects will be a part of a BIM, which in the most cases alter the BIM geometry.
The data stored in future BMS include also other changes that a bridge experience during its life span. This includes strengthening, widening, seismic retrofit and other structural changes. In short fBMS is similar to the 6D BIM or Asset Information Model, which continues to be updated during the whole service life of a bridge.
The paper discusses the BIM requirements of owner and operators and shows where these deviate from design and construction needs. It presents conceptual framework for integration of BIM in BMS developed by the authors in recent years.

In other words, the quality could be understood as a comparison between performance indicators and performance goals. Reliability is widely recognized as the most important key performance indicator. This paper proposes a new approach to the mentioned comparison that provides valuable information and consequently improve decision-making regarding future course of action. A current quality control plan is facing certain limitations. Defects are being detected in the inspection and documented in the inspection report. In the most cases, however the essential information for reliability assessment i.e. the extent and location of the defects is not recorded. The proposed approach uses a Bayesian net for the prior analysis of the bridge. Afterwards, the net is updated after each inspection, allowing a posterior analysis of the bridge reliability. A damage free state of the bridge, so-called “virgin state” is adopted as a baseline, while inspectors are asked to estimate the severity of the defect and consider the vulnerability of the structural system for the locations of defects.

AB  - There is a broad consensus that the benefits of road infrastructure for the society cannot be overestimated. The investments in road infrastructure raise the growth potential of a national economy, which can be fully exploited by efficient utilization of the road infrastructure. It is difficult to quantify the economic benefit of road infrastructure but its lower bound is estimated to be between 4% (U.S. DOT, 2015) and 10% (Kurte & Esser, 2008), (ARE, ASTRA, 2006) of Gross Domestic Product (GDP). Apart from purely economic benefit, the road infrastructure enables road users to be involved in various activities that yield private, public and social benefits (Frischmann, 2012). Maintaining these benefits on the long run in economically efficient, environmentally responsible and socially reconcilable manner, is the fundamental task of road authorities. They are bound to provide fast, safe, comfortable, and affordable travel. The quality control plan here presented specifies all activities and tools, needed to ensure quality. In case of road infrastructure, the quality control plan defines the extent and the interval of inspections or investigations and data necessary to estimate key performance indicators (KPI) and forecast their future development. Quality control plan also includes decision model that suggest maintenance action based on the forecast of key performance indicators.
AB  - Postoji širok konsenzus da se društvena dobit od drumske infrastrukture ne sme potceniti. Ulaganja u putnu infrastrukturu povećavaju potencijal rasta nacionalne ekonomije, koji se može u potpunosti iskoristiti efikasnim korišćenjem putne infrastrukture. Teško je kvantifikovati ekonomsku korist putne infrastrukture, ali procenjuje se da je njena donja granica između 4% (US DOT, 2015) i 10% (Kurte & Esser, 2008), (ARE, ASTRA, 2006) bruto domaćeg proizvoda (BDP). Osim čisto ekonomske koristi, putna infrastruktura omogućava učesnicima u saobraćaju da budu uključeni u različite aktivnosti koje donose privatnu, javnu i društvenu korist (Frischmann, 2012). Održavanje ovih beneficija na dugi rok na ekonomski efikasan, ekološki odgovoran i društveno pomiran način, osnovni je zadatak putnih vlasti. Oni su dužni da obezbede brzo, sigurno, udobno i pristupačno putovanje. Ovdje predstavljeni plan kontrole kvaliteta specificira sve aktivnosti i alate potrebne za osiguranje kvaliteta. U slučaju putne infrastrukture, plan kontrole kvaliteta definiše obim i interval inspekcija ili istraživanja i podatke neophodne za procenu ključnih pokazatelja učinka (KPI) i predviđanje njihovog budućeg razvoja. AB  - The elaboration of adequate quality control plans is one of the crucial tasks in bridge management
today. This is the topic of the ongoing COST TU1406 action, where it is proposed to control quality focus by means of
key performance indicators. To this date, the qualitative methodology for the assessment of the indicators is suggested,
with a framework that can be upgraded to a full quantitative approach in future. The methodology is envisioned to
enhance current management practices, which predominantly rely on visual inspections, and use only the essential data
from bridge inventory and inspections for decision-making. The pivotal key performance indicator is suggested to be
reliability, the assessment of which is performed for likely bridge failure modes. Here, it is required to include the
impact of physical features (e.g. damages, symptoms) observed in inspections, especially those which may considerably
affect the reliability. The two approaches suggested within COST Working Group 3 report to assess the reliability and
the possibilities for their application in practice are presented in this paper.

AB  - The Serbian road network includes a large portion of bridges with shallow foundations vulnerable to local scour as tragically demonstrated during the extreme flooding in May 2014. Currently, the bridge management procedures in Serbia and worldwide do not comprehensively account for a risk of bridge failure due to flooding and fail to provide sufficient information for the decision-making. Thus, a novel methodology for quantitative vulnerability assessment is suggested as a tool to identify the most vulnerable bridges in a network. Herein, the essential task is evaluation of the conditional probability of a bridge failure due to local scour in a flooding event of a certain magnitude. To apply this approach on a network level, there is a dire need to establish precise practice-ready guidelines on an optimal set of information to be used and/or collected in situ, which is discussed on an example of the Serbian bridge database. The vulnerability of a bridge to local scour may be used as a comprehensive indicator of a bridge performance in a flooding event. For a network level, the vulnerability maps with respect to flooding of different magnitudes will give road operators crucial information to apply adequate quality control plans to vulnerable bridges.

These QCPs varies significantly among European countries, which urges the establishment of a common European guideline. COST TU1406 Working Group 3 has the aim of providing a detailed explanation of the steps towards the establishment of a QCP. The approach is generic and evaluates performance values with due attention to: 1) Structure and its constitutive element incl. background material such as birth certificates, 2) Time-dependent Performance Indicators (PI) from observations (e.g. spalling) with due reference to the underlying deterioration processes (e.g. alkali-silica reaction) and 3) Related Key Performance Indicators (KPI) based on the Dutch risk-driven maintenance concept RAMSSHE€P, ref. [1]. This paper outline QCP's for concrete girder and frame bridges.

Here, the essential task is evaluation of the conditional probability of a bridge failure due to local scour of a certain magnitude. In the evaluation, additional data is required besides the information from the Serbian bridge database, thus it is essential to establish precise practice-ready guidelines for its in-situ collection. The results of vulnerability assessments are the basis for development of vulnerability maps for flooding events of different magnitude. The maps give road operators the information necessary to plan timely maintenance actions and aid in assigning of appropriate quality control plans to vulnerable bridges.

AB  - The road authorities are bound to provide desired quality of service (QoS) to road users, or in more concrete terms fast, safe, comfortable and affordable travel. To this end, timely maintenance interventions are sometimes required and the purpose of the quality control plans is to specify circumstances under which the interventions should be triggered in order to ensure the desired QoS. The brief overview of the documents pertinent to bridge quality control revealed a large disparity in Europe with regard to the required QoS and its evaluation. The aim of the COST Action 1406 is to bring together, both researchers and practitioners in order to accelerate the establishment of a European guideline on this subject. In this paper the conceptual framework is presented that will guide the effort of the Action’s Working Group 3 “Establishment of a QC plan” to provide a consistent set of triggering criteria for maintenance interventions.

AB  - The state-of-the-art Bridge Management Systems (BMSs) feature tightly coupled deterioration and preservation optimization model that enable determining the most cost-effective maintenance strategies at both the project and network levels. In other to improve deterioration model, many authors suggest the application of Weibull distribution for the sojourn time in condition states. Consequently, one has to solve semi-Markov decision process to determine the optimum preservation policy. It can be shown that the long-run optimal policies obtained using semi-Markov model doesn't differ from those of time homogenous Markov chains for average cost criteria if the expected sojourn times in each condition state are same for both model. However, financial needs differ between the models depending on distribution parameters of sojourn time in each condition state. It is therefore that the estimation of these parameters is crucial for the realistic estimation of the financial needs. In this paper, the semi-Markov decision process is briefly presented and recommendations regarding its practical applications in bridge management are given.
